Restrictive State And Local Immigration Laws: Solutions In Search Of Problems, Pratheepan Gulasekaram, Karthick Ramakrishnan Nov 2012

Restrictive State And Local Immigration Laws: Solutions In Search Of Problems, Pratheepan Gulasekaram, Karthick Ramakrishnan

Faculty Publications

In the Issue Brief, the authors demonstrate that conventional understandings of why states and localities pass restrictive immigration laws do not hold up under empirical analysis. Rather, the data from their nationwide study of 50 states and over 25,000 local jurisdictions show that “what most subfederal jurisdictions with immigration enforcement laws share is not economic stress or overconsumption of public goods or heightened violent crime, but rather a partisan composition within their legislative and executive branches that is highly receptive to enforcement heavy proposals.” These laws are not, as some have contended, organic local responses to inaction at the federal …

An Analysis Of Deep Convection Initiation Environments, Noah Lock Nov 2012

An Analysis Of Deep Convection Initiation Environments, Noah Lock

Department of Earth and Atmospheric Sciences: Dissertations, Theses, and Student Research

Initiation is the part of the convective life cycle which is currently least understood and least well forecast. The inability to properly forecast the timing and/or location of deep convection initiation degrades forecast skill, especially during the warm season. The goals of this research are examine the spatiotemporal distribution of thunderstorm initiation points and to determine which atmospheric parameters (and ultimately processes) are most important for the initiation of thunderstorms. The spatiotemporal distribution of thunderstorm initiation points shows the expected peaks during summer and during the afternoon. The warm season also produces significant concentrations of initiation points near mountains, mainly …

Priesthood Satisfaction And The Challenges Priests Face: A Case Study Of A Rural Diocese In The Philippines, Jayeel Cornelio Nov 2012

Priesthood Satisfaction And The Challenges Priests Face: A Case Study Of A Rural Diocese In The Philippines, Jayeel Cornelio

Development Studies Faculty Publications

This article draws from the experience of Catholic priests based in a rural diocese in the Philippines. It will be argued that their satisfaction as diocesan priests is best understood as a religious emotion in spite of the challenges they face on a daily basis. Their challenges revolve around economic limitation, problems with their bishop and leaders, and relational isolation brought about by social and geographic distance. In spite of these challenges, priest-respondents have asserted that they are satisfied because they are still able to fulfill their vocation as priests and have an impact on the lives of their parishioners. …

Bruno, Eric William Rogier, Halide Tuna, Donald A. Cohen, Subbarao Bondada, Ralph Lakshman Chelvarajan, J. Anthony Brandon, C. Darrell Jennings, Charlotte S. Kaetzel

Microbiology, Immunology, and Molecular Genetics Faculty Publications

Background— The pathogenesis of inflammatory bowel disease (IBD) is complex and the need to identify molecular biomarkers is critical. Epithelial cells play a central role in maintaining intestinal homeostasis. We previously identified five “signature” biomarkers in colonic epithelial cells (CEC) that are predictive of disease phenotype in Crohn's disease. Here we investigate the ability of CEC biomarkers to define the mechanism and severity of intestinal inflammation.

Methods— We analyzed the expression of RelA, A20, pIgR, tumor necrosis factor (TNF), and macrophage inflammatory protein (MIP)-2 in CEC of mice with dextran sodium sulfate (DSS) acute colitis or T-cell-mediated chronic colitis. …

The Borrower's Tale: A History Of Poor Debtors In Lochner Era New York City, Anne Fleming Nov 2012

The Borrower's Tale: A History Of Poor Debtors In Lochner Era New York City, Anne Fleming

Georgetown Law Faculty Publications and Other Works

This study adds to the recent scholarship on Progressivism in practice—fine-grained, place-based studies of reform at the local level—but focuses closely on the relationships among reformers, industry, and the law that an earlier generation of historians studied at the national level and outlined in broad brushstrokes. This study also builds upon the creditor-centered work of historians such as Mark H. Haller and John V. Alviti, but moves beyond their reliance upon distinctions and categories, such as those separating profit making credit providers from philanthropic credit providers, which were less important to borrowers than they have been for historians. In focusing …

A Tale Of Two Zoos, Irus Braverman Nov 2012

A Tale Of Two Zoos, Irus Braverman

Journal Articles

This short piece tells the story of the Israeli occupation through the relationship between two zoos: the Biblical Zoo in Jerusalem and the Qalqilya Zoo in the West Bank. Despite the insistence by all interviewees that the zoos’ animals exist beyond the contentious politics of this place, this essay demonstrates that the two zoos are deeply entangled in hegemonic relations. The Israelis have the animals, the professional means, and the education. And as they give, take, and educate their Palestinian counterparts, they also create and enforce the proper conservation standards, thereby controlling the meaning of care for zoo animals, both …

This paper assesses the impact of a cluster development policy in Latin America. A Local Productive Arrangement (APL) is a cluster of firms within the same territory, operating around the same activity and maintaining ties of cooperation and learning among themselves and with other stakeholders. Using firm-level data comprising information on SMEs from Brazil for the years 2002 to 2009 we apply fixed effects, matching and reweighting methods to estimate both the direct and the indirect – i.e. spillovers – causal effect of participating in APLs on a series of SMEs’ performance indicators, including level of employment, value of exports …

The Era Of Boundlessness At St. Mary’S Of The Barrens, 1818-1843: A Brief Historical Analysis, Richard J. Janet Ph.D. Nov 2012

The Era Of Boundlessness At St. Mary’S Of The Barrens, 1818-1843: A Brief Historical Analysis, Richard J. Janet Ph.D.

Vincentian Studies

Richard Janet analyzes the early history of Saint Mary’s of the Barrens according to the historian Philip Gleason’s view of the development of American Catholicism. Gleason sees the arc of American Catholicism as moving from a period of “boundlessness,” in which institutions engaged in all types of works, to the mid-nineteenth-century period of “consolidation,” in which leaders tried to manage growth in a way that would stabilize those institutions. Gleason’s thesis is discussed in detail. The work of Felix De Andreis, Joseph Rosati, and John Timon is examined. They faced many problems inherent in maintaining a Vincentian community while ministering …

Point Source And Non-Point Source Pollution In A Secondary Stream: Nutrient Concentration And Fecal Microbe Counts In Tates Creek, Madison County, Kentucky, Walter S. Borowski, Krisopher H. Carroll, Bethany Gabbard

EKU Faculty and Staff Scholarship

Nutrient concentration and fecal microbe counts are elevated in Tates Creek, a stream that emanates from the town of Richmond, KY, passes by a conventional sewage treatment plant that discharges into the stream, and winds for 13 miles through pastureland and a series of small communities on septic systems before entering the Kentucky River. The sewage treatment plant shut-down operations during our study and we monitored dissolved nutrients (ammonium, nitrate, and phosphate), fecal microbes (total coliform and Escherichia coli), and stream biota before and after treatment operations ceased. Sampling occurred 4 times in both 2011 and 2012 between May …

The Political Economy Of Climate Change Winners, J.B. Ruhl Nov 2012

The Political Economy Of Climate Change Winners, J.B. Ruhl

Vanderbilt Law School Faculty Publications

Many people and businesses in the United States stand to receive market and nonmarket benefits from climate change as it moves forward over the next 100 years. Speaking of climate change benefits is not for polite 'green' conversation, but ignoring them as climate policy dialogue and legal scholarship consistently have" will not make them go away. It is important to take climate change benefits into account if they lead people and businesses to believe that climate change will not be so bad for them, or even to believe it has made them into climate change winners. Thus, whereas legal scholars …

Potentially Polluting Marine Sites Geodb: An S-100 Geospatial Database As An Effective Contribution To The Protection Of The Marine Environment, Giuseppe Masetti, Brian R. Calder, Lee Alexander Nov 2012

Potentially Polluting Marine Sites Geodb: An S-100 Geospatial Database As An Effective Contribution To The Protection Of The Marine Environment, Giuseppe Masetti, Brian R. Calder, Lee Alexander

Center for Coastal and Ocean Mapping

Potentially Polluting Marine Sites (PPMS) are objects on, or areas of, the seabed that may release pollution in the future. A rationale for, and design of, a geospatial database to inventory and manipu-late PPMS is presented. Built as an S-100 Product Specification, it is specified through human-readable UML diagrams and implemented through machine-readable GML files, and includes auxiliary information such as pollution-control resources and potentially vulnerable sites in order to support analyses of the core data. The design and some aspects of implementation are presented, along with metadata requirements and structure, and a perspective on potential uses of the database.

The 2012 U.S.-Mexico Agreement On Transboundary Hydrocarbon Reservoirs In The Gulf Of Mexico: A Blueprint For Progress Or A Recipe For Conflict?, Jorge A. Vargas

San Diego International Law Journal

This Article is divided into four parts. Parts I and II describe each of the four previous U.S.-Mexico maritime delimitation treaties of 1970, 1976, 1978, and 2000. These treaties represent different degrees of progress in the process of completing the maritime boundaries that geographical contiguity imposes upon these contiguous countries. This was a slow and careful process that spanned almost half a century. Part III analyzes the 2012 U.S.-Mexico Agreement on Transboundary Hydrocarbon Reservoirs in the Gulf of Mexico from an international law perspective, with special reference to the interests of the United States and Mexico. Finally, Part IV advances …

Trade, Firm Selection, And Industrial Agglomeration, Wen-Tai Hsu, Ping Wang Nov 2012

Trade, Firm Selection, And Industrial Agglomeration, Wen-Tai Hsu, Ping Wang

Research Collection School Of Economics

We develop a model of trade and agglomeration that incorporates trade in both intermediate goods and final goods and allows all firms to choose their locations. There are two types of labor: skilled labor, which is mobile, and unskilled labor, which is immobile. Upon choosing its factory site, a final goods firm that is managed by skilled labor can produce these goods using local unskilled labor and a variety of intermediate goods produced by productivity-heterogeneous producers. We characterize world equilibrium and establish the conditions under which industrial agglomeration arises as a stable equilibrium outcome. We show that when the unskilled …

The Coevolution Of Economic And Political Development From Monarchy To Democracy, Fali Huang Nov 2012

The Coevolution Of Economic And Political Development From Monarchy To Democracy, Fali Huang

Research Collection School Of Economics

This paper establishes a simple model of long run economic and political development, which is driven by the inherent technical features of different factors in production, and political conflicts among factor owners on how to divide the outputs. The main capital form in economy evolves from land to physical capital and then to human capital, which enables the respective factor owners (landlords, capitalists, and workers) to gain political powers in the same sequence, shaping the political development path from monarchy to elite ruling and finally to full suffrage. When it is too costly for any group of factor owners to …

Assessing Soil Lead Contamination At Multiple Scales In Oakland, California: Implications For Urban Agriculture And Environmental Justice, Nathan Mcclintock

Urban Studies and Planning Faculty Publications and Presentations

As urban agriculture grows in popularity throughout North America, vacant lots, underutilized parks, and other open spaces are becoming prime targets for food production. In many post-industrial landscapes and in neighborhoods with a high density of old housing stock, the risk of lead (Pb) contamination at such sites is raising concerns. This paper evaluates the extent to which soil Pb contamination may be an obstacle to the expansion of urban agriculture in Oakland, California. Using a combination of soil sampling at 112 sites, GIS, “hot spot” analysis, and reconstructed land use histories, the research reveals that soil Pb concentrations are …
