Key Report Highlights

• A significant rural DSMT access gap exists. Rural beneficiaries accounted for 20.1% of Medicare beneficiaries with diabetes but only 7.8% of DSMT participants.

• Geographic availability remains limited. Only 16.8% of counties with DSMT utilization were rural.

• Access, not demand, appears to be the primary challenge. Rural counties offering DSMT achieved utilization rates more than twice those observed in urban counties (6.0% vs. 2.5%).

• Expanding rural DSMT capacity may represent a high-impact opportunity to improve diabetes self-management support among underserved Medicare beneficiaries.

Overview of Key Findings This policy brief explores rural-urban differences in High-Deductible Health Plan (HDHP) enrollment, subsequent healthcare utilization, and out-of-pocket (OOP) costs. ▪ HDHP enrollment was uncommon. Rural residents were slightly less likely to enroll than urban residents across all demographic groups. ▪ Switching plans influenced utilization. Compared to those who did not change healthcare plans, switching from a Traditional plan to a HDHP was associated with a larger reduction in 2022 outpatient visits for both rural and urban residents. Moving from a HDHP to a Traditional plan was associated with a smaller reduction in 2022 outpatient visits for …

On August 23, 2026, three members of Cartel Del Noreste (CDN) attempted to smuggle three people across the U.S. southern border in Laredo, Texas. Francisco Suarez, age 20, along with Luis Daniel Segura Guzman, age 26, prepared to transport the group from Mexico to the United States. The cartel members used Facebook to advertise their transportation services and to recruit aliens who needed help. A third CDN member, Bernardo Aniceto Garza, age 27, was placed in charge of driving the vehicle.

On July 12, 2017, fifteen-year-old Josue Portillo was arrested on the conviction of four murders and one attempted murder which took place on April 11, 2017 in Central Islip, New York. During questioning, the teenager waived his Miranda rights and admitted to the murders on behalf of the gang MS-13. At the age of 15, Portillo murdered Justin Llivicura, Michael Lopez, Jorge Tigre, and Jefferson Villalobos. The victims were all members of MS-13's rival, the 18th Street gang. In exchange for the murders, Portillo was promised a promotion within MS-13, an opportunity to move up from the position of “Paro,” …

Remediation of improperly plugged and abandoned oil and gas wells has drawn substantial federal funding, but identifying which historical wells retain a living responsible party is a prerequisite to remediation.  Using Alaska Oil and Gas Conservation Commission records, we resolved the 178 distinct operators of record on thousands of plugged and abandoned wells and spatially and temporally mapped Alaska's plugged and abandoned well population.

Explaining The Relationship Between Trust And Dependence: The Unexplored Interactive Effect Of Workload And Individual Differences In Cognitive Abilities, Connie Ku

Trust is often treated as a key driver of automation use, with the assumption that higher trust leads to greater dependence. Yet findings have been inconsistent, with trust-dependence correlations ranging from negative to positive, and some studies finding no relationship at all. One factor that may explain this inconsistency is mental workload, which has received little attention as a moderator. This research examined whether workload moderates the trust-dependence relationship, and whether attention control, working memory, and fluid intelligence further shape this moderation.

Microplastics are contaminants of emerging concern whose ubiquity across natural environments results in their involvement in many kinds of natural processes, including transportation and deposition in natural systems. The purpose of this thesis is to characterize microplastics and determine the mechanisms that affect their distribution, transport, and sequestration within known Hurricane Helene flood deposits in fluvial and Southern Appalachian wetland environments after Hurricane Helene in Asheville, North Carolina. Anthropogenic pollution introduces contaminants, such as pathogenic bacteria and turbidity, into coastal watersheds. These contaminants are the major contributors to water quality impairments in the three sub-watersheds encompassing Edisto Island and the Town of Edisto Beach (hereafter referred to as the Edisto Island Watershed), located within the ACE Basin, South Carolina, USA. With 18 locations impaired for fecal bacteria and 19 for turbidity on the 2024 South Carolina 303(d) list of impaired waters, the Edisto Island Watershed offers valuable insights into the water quality challenges rural coastal communities face.

The purpose of this qualitative phenomenological study is to examine the processes through which teacher leadership is fostered and sustained among elementary and middle school educators who participate regularly in Professional Learning Communities (PLCs), with a focus upon schools implementing the DuFour and Eaker PLC model with fidelity during the winter and spring of 2026. In 2021, the Supreme Court of Canada, in the References re Greenhouse Gas Pollution Pricing Act, confirmed that global climate change is real, human activities are the main cause, and climate impacts will be especially severe and devastating in Canada. Against this backdrop, the Court upheld the federal government's authority to set a nationwide minimum standard for the stringency of greenhouse gas pricing. Years after the Court endorsed the GGPPA, the legislation and its carbon pricing policy have struggled to gain legitimacy, meaning the acceptance and support of Canadians. Purpose/Rationale

The purpose of this study was to examine factors (needs and motivations) that contribute to retention of young soccer officials.

Design/Methodology/Approach

An online survey was distributed to soccer referees who received their first USSF officiating license as a juvenile.

Findings:

Correlational and regression analyses yielded five key findings: (1) Self-Determination Theory (SDT) principles are salient to retention; (2) Intrinsic Motivation and Sense of Community significantly impact retention; (3) variables across scales were highly correlated and had large effect sizes; (4) findings were similar across demographic variables; and (5) small increases to Relatedness and Choice had a large impact on …

Coastal urban environments exhibit complex surface temperature patterns driven by interactions among water, vegetation, and built infrastructure. This study investigates land surface temperature (LST) variability along a coastal-to-urban transect in Parque de los Niños, Buenos Aires, by integrating multi-year satellite Landsat LST with high-resolution thermal data collected from an uncrewed aircraft system (UAS). Landsat provides the temporal depth necessary to assess seasonal and interannual variability in surface temperature, including responses to extreme summer conditions. However, their spatial resolution limits the ability to resolve fine-scale thermal gradients near shoreline boundaries and within heterogeneous urban landscapes. On December 9th, 2021, Andrew Scott Pierson pleaded guilty to charges related to his key role within an arms trafficking ring which smuggled ghost guns to Cartel de Noreste (CDN) and the Jalisco New Generation Cartel (CJNG).1 Ghost guns are un-serialized firearms that are put together by components purchased either as a kit or as separate pieces. The operation involved Pierson and his close relatives and friends in a multi-state operation. The seasonal feeding aggregations of reef manta rays (Mobula alfredi) in Hanifaru Bay, Maldives, are the largest known of their kind, yet the mechanisms facilitating this phenomenon remain poorly understood. Understanding these drivers is crucial for effective conservation and management, as protecting key foraging habitats requires knowledge of the physical processes influencing prey availability. Reading Horizons: A Journal of Literacy and Language Arts

This article reports on a study that examined eight picturebooks published since 2021 that portray contemporary wars, exploring picturebooks’ potential role in shaping children’s understandings of armed conflict. It investigated how these texts present historical context and construct representations of war. The authors’ analysis focuses on three key elements: the causes of war, depictions of wartime scenes, and the resolutions of war. The findings indicate that the picturebooks portray war realistically through textual and visual narratives, illustrating how war disrupts the child protagonist’s everyday life. This study investigated the connections between wolf stories, wolf history, and educational theories: critical literacy, schema theory, reader response theory/transactional theory, and the use of intertextual approaches in the classroom. In this study, I used a mix of transactional theory as the theoretical framework, self-study methodology, and living educational theory research methods to study myself as an educator, methods of teaching in a classroom, and children’s literature. Over the past four decades, growing numbers of women and girls have left northern Ghana for the country's cities, drawn by the promise of work, independence, and a chance to support their families. Many end up as kayayei, head porters who carry goods through Accra's crowded markets for a negotiated fee. Their labour keeps the informal economy moving, yet it comes at a steep personal cost: unpredictable earnings, punishing physical strain, unsafe housing, and a healthcare system that too often leaves them out. Kentucky introduced automated speed enforcement in work zones to mitigate hazards and improve the safety of motorists and workers. This study describes the impacts of automated speed enforcement at five pilot sites. Researchers analyzed speed data and crash data from pilot sites and paired control sites. The control sites and pilot sites had similar traffic volumes, lane configurations, and functional classifications. Analysis drew on over 15 million individual speed records captured using automated enforcement cameras as well as segment-level speed data from HERE.  Active enforcement at pilot sites was associated with lower mean, 85th-percentile, and 99th-percentile vehicle speeds. The objective of this paper is to examine the United Arab Emirates (UAE) as a test case of Gulf energy transition finance by analyzing how a hydrocarbon-dependent economy is constructing the financial, regulatory, and institutional architecture required to move from net-zero pledges to climate finance flows. Rather than treating climate finance as a set of isolated instruments, the paper conceptualizes the UAE’s approach as a state-led transition-finance model shaped by Gulf state capitalism, sovereign wealth accumulation, national oil company strategy, financial regulation, and post-COP28 climate diplomacy. Global demand for water is outrunning supply, and how we account for water is part of the problem. Many water management frameworks are based solely on how much physical water moves through rivers, aquifers, and other water bodies, missing the water that is embedded in food and other products a region produces and exports. This study developed a new, generalizable water accounting framework that incorporates this “hidden water,” known as virtual water, into water management and applied the framework in the Great Salt Lake Basin.
