On April 16, 2007, Seung Hui Cho, a psychologically disturbed student at Virginia Tech, shot to death 32 students and faculty, wounded 17 more, and then killed himself. Three days later, Virginia Governor Tim Kaine appointed a panel to review the events leading up to this tragedy; the handling of the incident by public safety officials, emergency services providers, and the University; and the services subsequently provided to families, survivors, caregivers and the community.

Four Trends That Affect Public Higher Education, Matthew Goldstein Nov 2012

Four Trends That Affect Public Higher Education, Matthew Goldstein

Journal of Collective Bargaining in the Academy

In 2008, public universities, entrusted with the same important public mission that they have always had, are challenged to meet that mission in a very different marketplace. I refer not simply to what is happening in Albany, for those of us here in New York, but to what is happening nationally and globally. This year’s conference theme is “New Models,” and in that spirit, I’d like to offer four trends that push us to rethink established models of public higher education, and discuss how those trends will affect our futures and our collective bargaining.

Civil Society Organizations And Policy Process In Tajikistan, Andrew I.E. Ewoh, Favziya Nazarova, Rhonda N. Hill

Journal of Emerging Knowledge on Emerging Markets

This analysis examines the role of civil society organizations in the public policy process in Tajikistan. It begins with an examination of the emergence of civil society organizations (CSOs) in Tajikistan as a consequence of the government’s failure to address citizens’ needs, and its impact in resolving the socially significant problems in the post-conflict Tajikistan. This is followed by an exploration of the current political situation and the contextual policy environment in which CSOs must operate in order to exist. The article concludes that despite restrictions in their operations, CSOs not only advocate for new policies, they actively participate in …

Developing Business Acumen In Chinese Business School Graduates, Rajaram Veliyath, Bonnie Stivers, Joe Hair, Teresa Joyce, Marko Sarstedt

Journal of Emerging Knowledge on Emerging Markets

This study assessed the importance of knowledge, skills, abilities (i.e., KSAs) and competencies for managerial success in China’s market economy. Business students at a major Chinese university were surveyed over a five year period, initially in 2001 and later in 2006, five years after China’s entry into the World Trade Organization (WTO). Using Partial Least Squares (PLS), the explained variances in business acumen and social motivation skills were higher after China’s WTO entry. The results were reversed for communication skills. The results confirmed the predictive relevance of entrepreneurial behavior and adaptability in the model. Overall, the results suggest an enhanced …

Fdi In Vietnam: An Empirical Study Of An Economy In Transition, Christian Delaunay, C. Richard Torrisi Nov 2012

Fdi In Vietnam: An Empirical Study Of An Economy In Transition, Christian Delaunay, C. Richard Torrisi

Journal of Emerging Knowledge on Emerging Markets

Vietnam has emerged as an alternative smaller emerging economy market for FDI in the last five years, attracting both domestic market seeking and export oriented FDI. Vietnam continues to attract significant East Asian and OECD investors. This paper analyses the economic determinants of FDI for a smaller Non-BRIC emerging country, undergoing a rapid transition to a market driven economy in a region of great competitiveness among host countries and growing attractiveness to major source countries. The regression models presented in this paper show that while macro-economic variables such as GDP and to a lesser extent labor costs were predictably significant …

It is with great pleasure that we bring you this fourth volume of the ICA Institute’s Journal of Emerging Knowledge on Emerging Economies (JEKEM). Thought leadership such as those provided in this issue of JEKEM can provide a guiding light as we swim to shore. In that vein, this issue of JEKEM has contributions from …

Digital Stone Exhibition: The Intersection Of Art & Technology, Robert Michael Smith Nov 2012

Digital Stone Exhibition: The Intersection Of Art & Technology, Robert Michael Smith

Nor’easter Conference

"Digital Stone" as a concept is based on the fusion of CAD technologies with traditional stone carving.

Digital Stone Exhibition featured four digital sculptors: Bruce Beasley, Jon Isherwood, Robert Michael Smith and Kenneth Snelson, who designed five sculptures each utilizing CAD technologies. All sculptures in this exhibition were designed and developed first in virtual space of software programs. Physical models were printed by rapid prototype machines which became a metaphorical "hand" of the computer to produce an actual sculpture from the virtual sculpture. The RP models were sent to China to be enlarged in granite at Dingli Stone Carving Company …

User Evaluations Of Service Offerings In Intermodal Work Commuting, Steven D. Silver

Faculty Publications

Users of multiple-mode public transportation were compared to users of privately owned vehicle (POV) in work commuting within two different travel corridors of Santa Clara County, California. In the first corridor, high tech companies were the source of questionnaire respondents; in the second corridor, the respondents were predominately municipal and county office employees in a downtown corridor. Contrasts in importance and satisfaction between the POV and pubic transportation users in each of the study corridors are interpreted in terms oftheir demographic profiles. An Analysis Of Various Web Tracking Methods, William Huba Nov 2012

An Analysis Of Various Web Tracking Methods, William Huba

Theses

The accurate tracking of web clients has historically been a difficult problem. Accurate tracking can be used to monitor the activity of attackers which would otherwise be anonymous. Since HTTP is a stateless protocol, there is no built-in method for tracking clients. Many methods have been developed for this purpose; however they primarily rely on the cooperation of the client and are limited to the current session and are not designed to track a client long-term or through different environments. This paper takes an in-depth look at the most popular methods of tracking web users and how well they preserve …

Web-Based Single Sign-On: An Examination Of Security And Usability, Samuel Waters Nov 2012

Web-Based Single Sign-On: An Examination Of Security And Usability, Samuel Waters

Theses

Among system administrators, users are generally considered the weakest link in the security chain. One of the biggest concerns is how users create and remember passwords. To try and ensure the security of their systems, administrators will generally create policies regarding how complex a user's password must be, and will exhort the user to never write down, share, or reuse that password. On the surface, this seems like good security sense, and from an administrator's perspective, it is. However, to the user, who may have dozens of unique accounts, stringent policies create a significant cognitive burden. As such, users are …

Higher Ed "International Exchange Rate" Leaves Intellectual Capital Behind, Jayne M. Comstock Nov 2012

Higher Ed "International Exchange Rate" Leaves Intellectual Capital Behind, Jayne M. Comstock

Scholarship and Professional Work - Communication

The higher education “international exchange rate” is unfavorable and improving at an alarmingly slow rate, given our need for graduates prepared for success in our contemporary global economy. There are basically two problems: not enough U.S. students are studying abroad and the opportunity to study abroad is disproportionately available to traditional students enrolled at private institutions.

Linking Old-Growth Forest Composition, Structure, Fire History, Climate And Land-Use In The Mountains Of Northern México, Citlali Cortes Montano, Peter Z. Fule, Donald A. Falk, Jose Villanueva-Diaz, Larissa L. Yocom Kent

Wildland Resources Faculty Publications

Old-growth forests are biologically and ecologically valuable systems that are disappearing worldwide at a rapid rate. México still holds large areas covered by temperate forests in the mountains of the Sierra Madre Occidental, but few of these retain old-growth characteristics. We studied four sites with remnant old-growth forests in Mesa de las Guacamayas, a site in the Sierra Madre Occidental in northwestern Chihuahua, to assess their composition, structure, and age characteristics. Overstory tree densities and basal areas at each site were based on measurements of all trees >1.3 m tall. The overstory was dominated by large Pinus durangensis, P. strobiformis, …
