ISER Reports

The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan …

New Models For A "Flat" World, James Lyons Nov 2012

New Models For A "Flat" World, James Lyons

Journal of Collective Bargaining in the Academy

The theories about our time, the next decade, and “the future” are many. Most of them have some

relevance to what we collectively need to do to insure our own future and that of the nation. I’m sure all of

you are aware of Thomas Friedman’s book The World is Flat, but in case you haven’t had the opportunity

to read it, Friedman’s thesis is that the quantum leaps in technology in the recent past have led us into an

age in which we and our institutions and students are in a competition with others all around the world. He …

Bargaining A Progressive Contract - Manuscript, Deane Neubauer, Mary Tiles Nov 2012

Bargaining A Progressive Contract - Manuscript, Deane Neubauer, Mary Tiles

Journal of Collective Bargaining in the Academy

In the academic year 2000-2001, the University of Hawaii Professional Assembly (UHPA) sought to

bargain a contract on its conventional cycle for the period 2002-2003 with the State of Hawaii. The effort

failed, leading to a two-week strike in April, coinciding with a state-wide strike of the Hawaii State

Teachers Association (HSTA). For the first time in U.S. history the entirety of a state’s public education

system was on strike with its state employer. For UHPA the strike had been provoked primarily by the gap

between the state’s salary offer and the union’s request. To place the matter in context, …

New Paradigms For Instruction: Impact On Collective Bargaining, Intellectual Property Rights, James Castagnera Nov 2012

New Paradigms For Instruction: Impact On Collective Bargaining, Intellectual Property Rights, James Castagnera

Journal of Collective Bargaining in the Academy

“The concept of intellectual property is almost dead thanks to the Internet” (Khanna, 2004). That grim statement can not be ignored. The Internet has changed our world enormously, opening new doors of communication and access to knowledge. Such privilege does not come without responsibility, as the degree to which it can be taken advantage of is enormous. The idea of intellectual property is to treat knowledge like private property, using copyrights, trademarks and patents to enforce the notion.
