Millions of children undergo seemingly safe general anesthesia and sedation to facilitate procedures located in surgery, imaging suites, radiology suites, emergency departments, and intensive care units. With appropriate doses and administration, anesthetics are thought to be fully reversible and free from lasting harm. However, those assumptions are being challenged with recent research documenting anesthesia-induced neurotoxicity with subsequent neurological sequelae. A comprehensive literature review will be performed using medical databases including CINAI-IL, Google Scholar, Medline, and PubMed. This paper is a study of current perceptions of perioperative nurses view of competency in the operating room. Perioperative education, competency standards, and competency assessment have been used to guide clinical and professional nursing behaviors. The need for a standardized education program and competency assessment tool has been identified, but inconsistencies and disagreement about the components that should be included for these areas still remains. A review of current literature was conducted to include topics involving perioperative education, competency assessment, and nursing perceptions regarding competency. Transboundary water resources, such as international river basins, pose complex and often contentious management challenges. In response to the failures associated with the state-centric approach to the governance of international waters, discussions on transboundary water resources governance over the last two decades or so have focused largely on public involvement. The need to build resilience into such governance systems has been virtually overlooked. Heritability and genetic advance were estimated in four F2 mungbean populations (Ramzan×ML-5, NM- 92×NM-1919, NM-1919×ML-5 and ML-5×NM-51) at two locations (Peshawar and Swat) of Khyber Pakhtunkhwa province, Pakistan, during 2008. Combined analysis exhibited highly significant differences among the genotypes and locations for pods plant-1, pod length, seeds pod-1, 1000-seed weight and seed yield. Similarly, genotype-by-location interaction was highly significant for pods plant-1 and 1000-seed weight. We develop highly‐resistive (i.e. low‐carrier‐density) and ultrafast Fe‐ion implanted InGaAs layers for the applications of THz photomixer and photoconductive switch. The measured Hall mobility, sheet resistance, carrier density, and carrier lifetime of the optimized 1.2‐μm‐thick Fe‐implanted InGaAs layer are 3.4×102 cm2/Vs, 0.24 MΩ, 6.5×1014 cm−3, and 0.13ps, respectively.

When Does F*** Not Mean F***?: Fcc V. Fox Television Stations And A Call For Protecting Emotive Speech, W. Wat Hopkins

The Supreme Court of the United States does not always deal cogently with nontraditional language. The most recent example is FCC v. Fox Television Stations, in which the Justices became sidetracked into attempting to define the f-word and then to determine whether, when used as a fleeting expletive rather than repeatedly, the word is indecent for broadcast purposes. The Court would do well to avoid definitions and heed Justice John Marshall Harlan's advice in Cohen v. California to provide protection for the emotive, as well as the cognitive, element of speech

Of the several significant changes in United States telecommunications policy proposed by the National Broadband Plan, none are more substantial than its proposals for spectrum policy. In particular, the Plan proposes to reallocate 500 MHz of spectrum from broadcast television, mobile satellite, government and other current uses to "mobile broadband" through the use of innovative "incentive auctions" and other voluntary, market-oriented mechanisms. The Plan's spectrum proposals have the potential to be a major step forward in the decades-long, bipartisan effort to replace "command-and-control" spectrum allocation with a more flexible, dynamic and market-oriented approach. This Article addresses the enactment and inconsistent application of Section 253 of Telecommunications Act of 1996 ("FTA"). Most courts initially held that Section 253 imposed strong limitations on local governments seeking to charge fees to telecommunications carriers for use of the public rights-of-way ("PROW') by generally limiting the fees to management costs. Unfortunately, recent cases allowed local governments broad latitude in charging PROW fees to generate revenue, even where the fees are used to subsidize other government services. In the name of increasing competition in the cable television market, Congress passed the Telecommunications Act of 1996. While this eliminated the barriers to entry using federal law, it did not change the nature of municipality-based cable system monopolies. In an effort to expand competition more quickly and efficiently, the phone companies (Verizon and AT&T) successfully supported legislation in at least twenty-five states that permits a single state application to compete statewide. Campus community gardens, however, have not been extensively researched. Bright Sheng (1955-) is a contemporary Chinese composer whose music spans Chinese and Western culture. The two piano trios chosen for this project, Four Movements for Piano Trio and Tibetan Dance, have not been thoroughly discussed and analyzed. Sheng's chamber music deserves academic attention because of his creative integration of Chinese and Western culture in his compositions. He fuses Chinese musical elements such as heterophony, pentatonic scales, and Chinese folksongs within the Western genres and structure. The purpose of this research was to explore students' experiences of perspective transformation and the classroom practices contributing to that transformation in a first-semester, college Spanish class. Purposeful sampling was used to choose a college-level Elementary Spanish I class to study. The qualitative case study design required the collection of three kinds of data: 1) participant observation in the classroom, 2) student learning journals, and 3) one-on-one interviews conducted with eight students purposefully sampled from the class. This study examined the relations between and the exchangeability of IQs from four brief and abbreviated intelligence tests. All four tests were administered to 40 college students and scored by one set of examiners and later scored by a second examiner. All IQs were submitted to a Generalizability theory analysis to examine the relative contributions of error variance components of “test” and “examiner” and their interactions in producing variance in IQs relative to the object of measurement, individual differences in general intelligence. Despite very strong mean reliability coefficients (i.e., .91 to .96), the resulting dependability coefficient was .75, which indicated …

The researcher of this study examined the perceptions and use of cooperative learning by community college faculty members. The researcher used the survey method as part of a quantitative, descriptive research. The participants for the study were 148 faculty members who taught at least one face-to-face class during the spring semester of 2011 at a southern urban community college. Cooperative learning brings students together to work in small groups to enhance their own learning and that of their peers. American voice teacher Seth Riggs has spent the bulk of his career developing and marketing a technique for singing called Speech Levle Singing (SLS). It is a technique based on keeping the singing voice as closely related ot the speaking voice as possible.
