[Introduction To] A L'Ull De L'Huracà: Teatre Català Contemporani, Sharon G. Feldman

Bookshelf

[Introduction To] Where There Is No Government: Enforcing Property Rights In Common Law Africa, Sandra F. Joireman Jan 2011

[Introduction To] Where There Is No Government: Enforcing Property Rights In Common Law Africa, Sandra F. Joireman

Bookshelf

It is safe to say that a sizeable majority of the world's population would agree with the proposition that that property rights are important for political and social stability as well as economic growth. But what happens when the state fails to enforce such rights? Throughout sub-Saharan Africa, this is in fact an endemic problem. In Where There is No Government, Sandra Joireman explains how weak state enforcement regimes have allowed private institutions in sub-Saharan Africa to define and enforce property rights. After delineating the types of actors who step in when the state is absent--traditional tribal leaders, entrepreneurial bureaucrats, …

[Introduction To] Power, Culture, And Economic Change In Russia: To The Undiscovered Country Of Post-Socialism, 1988-2008, Jeffrey K. Hass

Bookshelf

Utilising cutting-edge theory and unique data, this book examines the role of power, culture, and practice in Russia’s story of post-socialist economic change, and provides a framework for addressing general economic change.

No other book places power and culture as centrally as this, and in doing so it provides new insights not only into how Russia came to its present state under Putin, but also how economies operate and change generally. In particular, the importance of remaking authority and culture -- creating and contesting new categories and narratives of meaning -- is shown as central to Russia’s story, and to …

Making Executive Privilege Work: A Multi-Factor Test In An Age Of Czars And Congressional Oversight , Kenneth A. Klukowski

Cleveland State Law Review

This Article begins in Part II by exploring a recent executive privilege case between the White House and Congress. Part III then explains the constitutional rationale for executive privilege by surveying the tension between Congress's Article I powers and the President's Article II powers. Part IV then explains modern executive privilege doctrine and the different forms of executive privilege, and also proposes a new multi-factor analysis to be incorporated into the current test. Part V moreover explains why the courts should reject both branches' arguments on these issues in favor of a third approach. Part VI then ends with the …

The Unified Sealed Theory: Updating Ohio's Record-Sealing Statute For The Twenty-First Century, Michael H. Jagunic Jan 2011

The Unified Sealed Theory: Updating Ohio's Record-Sealing Statute For The Twenty-First Century, Michael H. Jagunic

Cleveland State Law Review

This Note will argue that Ohio's record sealing statute is still a viable means to achieve this balance, but that it must be supplemented by additional laws in order to remain effective. Part II provides a short history of record sealing and expungement in the United States and explains how Ohio's record sealing statute effectively deals with some common criticisms of record sealing. Part III then briefly examines why sealing and expungement statutes are becoming increasingly ineffective due to the proliferation of electronic criminal records and the rise of the data-mining industry. Part IV critiques some of the proposed solutions …

A Unified Model-Based Fault Diagnosis Scheme For Nonlinear Discrete-Time Systems With Additive And Multiplicative Faults, Hasan Ferdowsi, Sarangapani Jagannathan Jan 2011

A Unified Model-Based Fault Diagnosis Scheme For Nonlinear Discrete-Time Systems With Additive And Multiplicative Faults, Hasan Ferdowsi, Sarangapani Jagannathan

Electrical and Computer Engineering Faculty Research & Creative Works

In this paper, a novel model-Based fault diagnosis scheme is proposed for a class of uncertain nonlinear discrete-time systems which can be subjected to both additive and multiplicative faults. Faults are detected by using a novel (FD) observer consisting of two online approximators in discrete-time (OLAD) and a robust adaptive term. Upon detection, a fault diagnosis scheme is introduced to determine the fault type by monitoring the input residual generated via the first OLAD output. Then the appropriate OLAD is included in the observer while the other OLAD is switched off. Next, by using both the parameter update law of …

Frequency Domain Turbo Equalization For No-Cp Single-Carrier Mimo Underwater Acoustic Communications, Longbao Wang, Jun Tao, Yahong Rosa Zheng Jan 2011

Frequency Domain Turbo Equalization For No-Cp Single-Carrier Mimo Underwater Acoustic Communications, Longbao Wang, Jun Tao, Yahong Rosa Zheng

Electrical and Computer Engineering Faculty Research & Creative Works

This paper proposes a frequency-domain turbo detection scheme for single-carrier, multiple-input, multiple output (MIMO) underwater acoustic (UWA) transmission without using cyclic prefix (CP), aiming to achieve a low detection complexity and a high transmission efficiency simultaneously. The received data stream is divided into consecutive blocks, and each block is equalized in the frequency domain. to enable the frequency-domain equalization, inter-block-interference (IBI) cancellation and CP reconstruction are necessary for each block. the IBI is removed by using the currently estimated channel and the detected symbols from the previous block. the CP reconstruction for the current iteration of the turbo equalization is …

Neural Network-Based Optimal Control For Trajectory Tracking Of A Helicopter Uav, David Nodland, H. Zargarzadeh, S. Jagannathan Jan 2011

Neural Network-Based Optimal Control For Trajectory Tracking Of A Helicopter Uav, David Nodland, H. Zargarzadeh, S. Jagannathan

Electrical and Computer Engineering Faculty Research & Creative Works

Helicopter unmanned aerial vehicles (UAVs) may be widely used for both military and civilian operations. Because these helicopters are underactuated nonlinear mechanical systems, high-performance controller design for them presents a challenge. This paper presents an optimal controller design for trajectory tracking of a helicopter UAV using a neural network (NN). the state-feedback control system utilizes the backstepping methodology, employing kinematic and dynamic controllers. the online approximator-Based dynamic controller learns the infinite-horizon Hamilton-Jacobi-Bellman (HJB) equation in continuous time and calculates the corresponding optimal control input to minimize the HJB equation forward-in-time. Optimal tracking is accomplished with a single NN utilized for …

Thermal-Aware Cell And Through-Silicon-Via Co-Placement For 3d Ics, Jason Cong, Guojie Luo, Yiyu Shi Jan 2011

Thermal-Aware Cell And Through-Silicon-Via Co-Placement For 3d Ics, Jason Cong, Guojie Luo, Yiyu Shi

Electrical and Computer Engineering Faculty Research & Creative Works

Existing thermal-aware 3D placement methods assume that the temperature of 3D ICs can be optimized by properly distributing the power dissipations and ignoring the heat conductivity of though-silicon-vias (TSVs). However, our study indicates that this is not exactly correct. While considering the thermal effect of TSVs during placement appears to be quite complicated, we are able to prove that when the TSV area in each bin is proportional to the lumped power consumption in that bin, together with the bins in all the tiers directly above it, the peak temperature is minimized. based on this criterion, we implement a thermal-aware …

Department of Biochemistry and Molecular Biology Faculty Papers

BACKGROUND: Mitochondrial genome sequence analysis is critical to the diagnostic evaluation of mitochondrial disease. Existing methodologies differ widely in throughput, complexity, cost efficiency, and sensitivity of heteroplasmy detection. Affymetrix MitoChip v2.0, which uses a sequencing-by-genotyping technology, allows potentially accurate and high-throughput sequencing of the entire human mitochondrial genome to be completed in a cost-effective fashion. However, the relatively low call rate achieved using existing software tools has limited the wide adoption of this platform for either clinical or research applications. Here, we report the design and development of a custom bioinformatics software pipeline that achieves a much improved call rate …

Potential For Interdependent Development Of Trna Determinants For Aminoacylation And Ribosome Decoding., Cuiping Liu, Howard Gamper, Hanqing Liu, Barry S Cooperman, Ya-Ming Hou Jan 2011

Potential For Interdependent Development Of Trna Determinants For Aminoacylation And Ribosome Decoding., Cuiping Liu, Howard Gamper, Hanqing Liu, Barry S Cooperman, Ya-Ming Hou

Department of Biochemistry and Molecular Biology Faculty Papers

Although the nucleotides in tRNA required for aminoacylation are conserved in evolution, bacterial aminoacyl-transfer RNA synthetases are unable to acylate eukaryotic tRNA. The cross-species barrier may be due to the absence of eukaryote-specific domains from bacterial aminoacyl-transfer RNA synthetases. Here we show that whereas Escherichia coli CysRS cannot acylate human tRNA(Cys), the fusion of a eukaryote-specific domain of human CysRS overcomes the cross-species barrier in human tRNA(Cys). In addition to enabling recognition of the sequence differences in the tertiary core of tRNA(Cys), the fused eukaryotic domain redirects the specificity of E. coli CysRS from the A37 present in bacterial tRNA(Cys) …

A Regional-Scale Climate Reconstruction Of The Last 4000 Years From Lakes In The Nebraska Sand Hills, Usa, Jens Schmieder, Sherilyn C. Fritz, James B. Swinehart, Avery L. C. Shinneman, Alexander P. Wolfe, Gifford Miller, N. Daniels, K. C. Jacobs, Eric C. Grimm

Department of Earth and Atmospheric Sciences: Faculty Publications

High-resolution paleohydrological reconstructions were carried out in five shallow lakes in the Nebraska Sand Hills across an east–west transect in order to 1) determine whether long-term droughts of the past 4000 years were spatially and temporally coherent across the region, 2) distinguish local variation in climate or hydrology from regional patterns of change, and 3) compare the paleolimnological results with the existing dune-inferred drought records. Diatom- inferred lake-level was reconstructed for all sites and compared with other regional records. Alterations between high and low lake-levels were frequent during the past 4000 years, which suggests that shifts between dry and wet …

Plato's Theory Of Democratic Decline, Brenner M. Fissell Jan 2011

Plato's Theory Of Democratic Decline, Brenner M. Fissell

Faculty Publications

While democracy is derided for a variety of reasons in Plato’s thought, his most damning critique of that regime type does not involve an observation about democracy qua democracy, but of the transition that it so easily engenders: the decline to tyranny. Regimes are composed of individuals and groups, though, and Plato is anxious to ascribe culpability for the degradation. Two actors are the primary focus of his analysis — the political leaders and the demos. At times he emphasizes the puissance of the demos, but in other passages he suggests it is the leaders who are most authoritative. This …

Reviving Slander, Cristina Carmody Tilley Jan 2011

Reviving Slander, Cristina Carmody Tilley

Faculty Publications

Roman law treated differently speech restricted to small, closed communities and speech within or among large, permeable communities. Intracommunity speech was subject to unlimited tort consequences, while intercommunity speech was subject to central government regulation. As English speech law evolved, slander rules governing spoken speech became a convenient proxy for intracommunity speech regulation, while libel rules governing written speech became a convenient proxy for intercommunity speech. In American law, the conceptual collapse of slander and libel meant that constitutional limits designed to lift central government regulation of intercommunity speech perhaps inadvertently vitiated tort consequences for intracommunity speech. The Supreme Court's …

Diversity And Job Satisfaction: Reconciling Conflicting Theories And Findings, Douglas Campbell Jan 2011

Diversity And Job Satisfaction: Reconciling Conflicting Theories And Findings, Douglas Campbell

International Journal of Applied Management and Technology

This is a multidisciplinary study on reconciling the conflicting theories and research concerning whether a person’s gender, race, or ethnicity affects his or her overall job satisfaction or degree of satisfaction with any element of the job. A disciplined baseline survey was performed. Statistical techniques, including a stepwise regression, were used to identify significant relationships. The findings and observations resolve what had appeared to be conflicting theories and research findings. The author concludes that in some instances, a legitimate correlation between gender, race, or ethnicity and job satisfaction or the degree of satisfaction with a particular job element may be …

Efficient Cable Shovel Excavation In Surface Mines, Kwame Awuah-Offei, Samuel Frimpong Jan 2011

Efficient Cable Shovel Excavation In Surface Mines, Kwame Awuah-Offei, Samuel Frimpong

Mining Engineering Faculty Research & Creative Works

The cable shovel is widely used in surface mining. High operating and ownership costs necessitate efficient use of the cable shovel. Operator practices have long been suspected to contribute towards the inefficient use of the shovel. Crowd arm and hoist rope speeds are key measures of operator practices. the objective of this work is to find the crowd arm and hoist rope speeds for optimal shovel performance for given initial conditions and material properties. Shovel kinematics and dynamic modeling, using shovel geometry and the simultaneous constraint method, respectively, have been employed to build models of the excavation process. Dynamic models …

A Jury Of One’S "Peers": Felon Jury Exclusion And Racial Inequality In Georgia Courts, Darren Wheelock Jan 2011

A Jury Of One’S "Peers": Felon Jury Exclusion And Racial Inequality In Georgia Courts, Darren Wheelock

Social and Cultural Sciences Faculty Research and Publications

African-Americans are overrepresented in felony convictions and, thus, more likely to be excluded from jury service. This study examines the potential impact of felon jury exclusion on the proportion of African-Americans that remain eligible for jury service. Results indicate that felon jury exclusion dramatically reduces the pool of eligible African-Americans statewide by nearly one-third. Furthermore, the level of exclusion for all groups is concentrated in areas with higher African-American populations. When limiting the analysis to African-Americans, however, counties with low African-American populations tend to have the highest levels of African-American exclusion. OLS regression models support the notion that the concentration …
