Heroin prices are a reflection of supply and demand, and similar to any other market, profits motivate participation. The intent of this research is to examine the change in Afghan opium production due to political conflict affecting Europe’s heroin market and government policies. If the Taliban remain in power, or a new Afghan government is formed, the changes will affect the heroin market in Europe to a certain degree. In the heroin market, the degree of change is dependent on many socioeconomic forces such as law enforcement, corruption, and proximity to Afghanistan. Slings as artifacts have seen relatively little research compared to other primitive weaponry. Yet these simple tools are nearly ubiquitous in their distribution among human societies and in many cases - ranging from Classical Greece and Rome to the Incans and Aztecs at contact - slings played a major role in waifare. Given the importance of the sling to many cultures, it is surprising that its capabilities are so poorly understood Investigating range and impact effects, this paper critiques previous literature and offers original mathematical modeling.

Security, economic, development, and humanitarian threats created by infectious diseases have heightened the importance of military forces to national and global public health responses. This article explores the increasing need for military involvement in public and global health surveillance and response to infectious disease threats, and focuses on how military forces can more effectively support implementation of the World Health Organization’s International Health Regulations (2005) (IHR (2005)). The article explains the major changes made in negotiations that produced the IHR (2005) and the importance of these changes to military-to-military activities and civilian-military cooperation. The assessment uses six different transboundary animal diseases which are not currently routine occurrences in the United States and through analytic methods, assesses the likelihood that each might be used in an agroterrorist attack on the United States' animal production sector. The assessment examines each disease using key details that would directly affect the likelihood of its use in an attack, focusing on potential economic damage. Teotihuacan was the most influential city in the Classic Mesoamerican worldsystem. Like other influential cities in the ancient world, however, Teotihuacan did not homogenously affect the various cultural landscapes that thrived in Mesoamerica during the Classic period (300-900 CE). Even where strong central Mexican influences appear outside the Basin of Mexico, the nature, extent, and strength of these influences are discontinuous over time and space. Every place within the Classic Mesoamerican landscape has a unique Teotihuacan story. Postconflict governments and counterparts have collaborated to provide skills training to communities as a critical postconflict development strategy. In these undertakings, the role of community members remains largely undefined. The purpose of this qualitative descriptive case study was to understand the perceptions held by rural community members regarding the role they played in influencing government's policy priority for technical and vocational education and training (TVET) as a local human development strategy in postconflict Liberia. This essay responds to a question posed by the William Mitchell Law Review for its annual national security issue: Has Obama Improved Bush's National Security Policies? I maintain that Obama Administration practices have been marked by striking continuities with those of the previous Administration. I then attempt to explain these continuities by discussing how American policymakers across the political spectrum share basic assumptions about the concept of national security and the need for an aggressive and interventionist foreign policy.

This Article examines several waves of intellectual property (IP) regulation reform in Russia, starting with an examination into early Soviet attempts to regulate intellectual property. Historical analysis is useful to illustrate areas of theoretical convergence, divergence, and tension between state ideology, positive law, and "law in action." The relevance of these tensions for post-Soviet legal reform may appear tenuous. However, insofar as IP enforcement has emerged as one of the largest hurdles for Russia's prolonged accession to the World Trade Organization (WTO), these historical precedents may help explain Russia's apparent theoretical and political disconnect from the WTO. This thesis examines the role images of southern women play in understanding the feminist movement from 1980 to 2000. By closely analyzing several media forms, from television to self-help books, it becomes apparent that the function of the southern woman is often to either soften the blow of feminism or push the agenda of patriarchy. I look thoroughly at movies and television of the 1980s as well as books and societal groups of the 1990s. This Article provides a critical appraisal of the newly adopted African IDPs Convention. In particular, it offers a detailed analysis of the Convention's transformation of the UN Guiding Principles into legally binding rules for the management of the phenomenon of internal displacement in Africa. By definition, internally displaced persons (IDPs) are persons who have not crossed international frontiers and are citizens of the state within which they find themselves. In 2005, the people of Iraq ratified a permanent Constitution, a significant milestone in the journey from Saddam Hussein's authoritarian rule to democratic governance. Among the Constitution's fundamental guarantees are the separation and balance of powers, the selection of Parliament through regular and periodic popular election, and an independent judiciary empowered as the authority on constitutional interpretation. Iraq's commitment to democracy and the Constitution was put to the test five years later with the first parliamentary election under the new Constitution. In 2007, a Chinese anti-satellite missile destroyed an aging weather satellite, creating millions of pieces of space debris. In 2009, the collision of two satellites created thousands more. By 2010, more than 95 percent of all man-made objects in Earth's orbit were debris. Such a sudden and massive addition to the space debris environment since 2007 poses a direct threat to operational satellites and continued space access. This in turn threatens U.S. national security, to which space access and use is vital. Aluminum coatings were applied to 2024-T3 and 7075-T6 aluminum alloys via the Cold Spray process. The coatings were applied to substrateswith various surface preparation and Cold Spray carrier gas combinations. Some samples were coated with an additional sealant with and without a chromate conversion layer. An exhaustive corrosion analysis was then performed which utilized a number of long termand accelerated tests in order to characterize the corrosion protection of the coatings.

This work is an intellectual history focussing on the ideas surrounding the implimentaiton of democratic systems in Africa, and specifically Kenya, at the end of the cold war. Taking the constitutional change to multi-party politics in Kenya in late 1991 as its fulcrum, this work examines the ideas about democracy put forth by politcians and policy-making cirlces in the United States and Kenya during this period. The Impact Of Development On Terrorist Activity: Does Development Decrease Terrorism?, Mark Daube

This study examines the relationship between the level of development in a country and the likelihood of terrorism incidents occurring in that country. The central argument of this paper is that the level of development of a country has a curvilinear impact in the shape of an inverted-U on the likelihood of terrorist activity. This paper used a negative binomial regression in order to analyze 119 countries from 1675 to 2000. The empirical results indicate that there is support for the hypotheses of this thesis and that there is a statistically significant relationship in the shape of an inverted-U between …

In the last forty years, international environmental law has evolved rapidly, as environmental risks have become more apparent and their assessment and management more complex. In 1972, there were only a few dozen multilateral agreements, and most countries lacked environmental legislation. In 2011, there are hundreds of multilateral and bilateral environmental agreements and all countries have one or more environmental statutes and/or regulations. Since the mid-1990s, China’s military modernization has focused on deterring Taiwan independence and preparing for a military response if deterrence fails. Given China’s assumption of U.S. intervention in a Taiwan conflict, the People’s Liberation Army (PLA) has been developing military capabilities to deter, delay, and disrupt U.S. military support operations. The 2008 election of Taiwan President Ma Ying-jeou, however, has contributed to improved cross-strait economic and political cooperation and dramatically reduced the threat of Taiwan independence and war across the Taiwan Strait.
