The end of the Cold War saw the United States retrenching its public diplomacy program. However, as the sole remaining superpower, it saw the opportunity to spread its values and ideals – particularly those of liberal democracy, human rights, and the free market economy – to those countries that were lacking in them. Paradoxically, intense public diplomacy efforts were required in pursuit of that objective. Traditional diplomats then began to take on public diplomacy functions, but, in so doing, often violated Article 41 of the 1961 Vienna Convention on Diplomatic Relations. To explore the efficacy of paraoxonase 1 (PON1) as a catalytic bioscavenger, we evaluated human recombinant PON1 (rePON1) expressed in Trichoplusia ni larvae against sarin and soman toxicity using microinstillation inhalation exposure in guinea pigs. Animals were pretreated intravenously with catalytically active rePON1, followed by exposure to 1.2 X LCt₅₀ sarin or soman. Administration of 5 units of rePON1 showed mild increase in the blood activity of the enzyme after 30 min, but protected the animals with a significant increase in survival rate along with minimal signs of nerve agent toxicity. Two clear marks of a good scholar or doctoral student are published pieces of research (articles, essays, reviews, etc.) and active participation in academic conferences (presenter, chair, respondent, etc.). Especially for graduate students, the research experience can be very isolated and have a minimal impact without attention to such avenues of dialogue and interaction. Also, practically speaking, when the time comes for the job search, a demonstration of such activity often shows that the prospective professor is a real participant of and contributor to the field of biblical studies. We will begin by discussing how to get involved in conferences.

Created to commemorate the 150th anniversary of the start of the United States Civil War, this exhibit studies the political, military, and social aspects of the conflict. Exhibits cover such wide-ranging topics as women soldiers, children and the war, Civil War journalism, literature and nursing, Civil War music, African American soldiers and sailors, the Civil War diary of Lyman Chittenden, and Civil War technology. The Coles County and the Civil War exhibit covers Coles County soldiers, the Charleston Riot, and Abraham Lincoln’s relationship with Coles County. This exhibit has been created by the librarians and staff of Booth Library.

We need this basic premise to be clear—that Mexico is facing something way beyond an organized crime threat. With this as the premise from which it starts, this congressional testimony will posit that the Mérida Initiative as it stands is too myopic in nature given the on-the-ground realities currently present in Mexico. This work is initially derived from a non-public disclosure series of early warning presentations, first delivered in September 2006, by the author on the projected terrorist use of body cavity suicide bombs against high value targets. Subsequent terrorist use of such a device, in August 2009 in Saudi Arabia by an Al Qaeda operative, has allowed for this body of research (along with post-incident analysis) to now be published in an open venue. In an increasingly interconnected global order, governments are experiencing growing pressures to engage in cooperative and integrative processes. Indeed, regionalism has become a primary objective for all regions. East Asia is no exception. Using the "European Union" as a model, scholars generally regard East Asian regionalism as a "failure." With an emphasis on 'process' over 'progress' East Asian regionalist institutions lack the institutional formality and accountability mechanisms valued by Western standards on regionalism. Artifacts Of Exchange: A Multiscalar Approach To Maritime Archaeology At Elmina, Ghana, Andrew T. Pietruszka

This dissertation focuses on the excavation and interpretation of two European ships discovered at Elmina Ghana, the coastal site of the first and largest European fort in sub-Saharan Africa. Discovered in 2003, the first vessel, located 1.5 miles offshore of the castle, is largely comprised of remnants of cargo exposed on the seafloor. European trade wares recovered from the site suggest a mid-seventeenth century vessel, most likely of Dutch origin. AMS radiocarbon dates obtained from several fragments of wood recovered in cores taken at the site support this assumption. The second vessel was discovered by accident during the 2007 dredging …

In this essay we shall be concerned with the real world relevance of theories of international law; that is, with the question of the theories themselves as a factor in international decision-making. To do this it is first necessary to review briefly the substance of the jurisprudential debate among legal scholars, then to view some basic jurisprudential ideas as factors in international views of "law," and finally to reach the question of the operative difference a study of these theories might make in world politics.

After a century of benign neglect, international theorizing has taken off. The three contributors to legal theory reviewed here can be placed along a linear spectrum with Posner at the extreme political science end, Lepard at the opposite international law end and Andrew Guzman holding up the middle.

The strategy for coping with value pluralism that Rawls has proposed is to permit political decisions, at least with respect to basic rights, to depend only on those goods that can be inferred from the bare requirements of respectful relations between persons. His account offers such a parsimonious conception of the good that it cannot cognize some atrocities. I focus on one extreme human rights case: the practice of female genital mutilation (FGM), which, it is well established, violates basic human rights. Doubtless Rawls was appalled by the practice. Yet his theory cannot generate a basis for condemning it. A …

The United Nations (“UN”) adopted the International Covenant on Civil and Political Rights (“ICCPR”) in 1966 and officially implemented it in 1976 to ensure, among other guarantees, that no human is denied his or her right to equal voting, freedom of political association, due process of law, freedom of life, freedom of religion, freedom of speech, and freedom of assembly. The Islamic Republic of Pakistan is among 166 nations that have signed and ratified the ICCPR.
