Technology has always shaped intelligence but never has the relationship between the two been as consequential as it is today. Emerging technology is transforming the four “core missions” of intelligence—collection, analysis, covert action, and counterintelligence. The intelligence organizations that traditionally conduct these missions are trying to keep up with the pace of transformation, including the role of non-state actors, especially private corporations, in introducing disruptive technology and tradecraft to intelligence activities. Abstract: Current multi-agent reinforcement learning algorithms suffer from low efficiency in utilizing experience data and difficulties in setting appropriate learning rates. To address these issues, this paper proposed a BiGRU multi-agent PPO with priority sampling and dynamic learning rate. The algorithm incorporated a BiGRU network to enhance the policy network's ability to model temporal information. A priority partial sampling mechanism was introduced to improve the utilization efficiency of high-value experience data. Additionally, an improved Adam optimizer with dynamic learning rate adjustment was employed to address the challenge of learning rate configuration. Simulation experiment results demonstrate that the algorithm significantly …

Congress and presidents from both political parties have actively promoted critical mineral production, offering up billions of dollars to secure mineral supply chains. This thesis examines the 2007 Israeli bombing on Syria's Al-Kibar nuclear reactor through the lens of securitization theory, concluding that intelligence served as crucial audiences in legitimizing the operation. Building on the Copenhagen School's paradigm, which defines securitization as the process by which actors build issues as existential threats necessitating extreme measures, this study fills a critical theoretical gap: the underdeveloped role of the audience. While classic formulations focus on public approval, this study suggests a more sophisticated notion of the Political Intelligence Audience: intelligence agencies that validate and operationalize securitization moves. In this thesis I shall argue that contemporary African literature, with ‘’both its ethnographic imagination and anthropological complexity’’ (Orock, 2022, p.3), its use of ‘disruptive’ characters, and its focus on the embeddedness of the ‘collective’, the ‘common’ and the ‘vulgar’ in the personal (Mbembe, 2003), may help us mitigate some social scientific limitations on the study of Africa, and may aid us in understanding relations of power within the post-colony. I seek to show how contemporary Sudanese literature has already moved beyond the fixed social categories, lines, and limits which dominate some of the social scientific literature on Sudan.
