The purpose of international criminal law is to establish the criminal responsibility of individuals for international crimes. Public international law is traditionally focused on the rights and obligations of states, and thus is not particularly well suited to this task. It has adapted through a long and slow historical process, drawing upon multiple sources. Many of the chapters in this Handbook explore to some extent the historical development of international criminal law. I will not attempt to summarize that history in detail, but a few historical observations here will help to explain how international criminal law emerged from its sources …

Radio has been the dominant collaboration technology in military aviation, but may not be optimal owing to channel overload and static interference. The current study sought to examine how team communication was changed when radio was augmented by text-based chat, a virtual whiteboard, and two ecological resource displays in a simulated air defense task. To accomplish this, twentyone five-person teams performed the simulation with goals to protect friendly assets, eliminate enemy aircraft, and conduct refueling operations. The joint availability of chat and the whiteboard increased the total number of team communications, but reduced team reliance on radio. Access to a …

Timeline displays are a promising user interface concept for supervising multiple unmanned vehicles. The essentials of a timeline display include a timescale, current time indicator, and lines overlaid with symbology to represent the duration and timing of events such as refueling, transit to destinations, and mission durations. Little research has investigated alternatives to portraying time and events. The present study investigated two ways to portray the passage of time: a moving timeline with a stationary current-time indicator, and a stationary timeline with a moving currenttime indicator. Technologies are needed enabling more cost-effective military aviation training. Automated performance assessment has been advanced as one approach to enable instructors to make more effective use of simulation-based training systems. Recent experimental research will be reviewed illustrating that automated techniques produce student assessments comparable to human appraisals of student performance and employed within an after-action debrief, resulted in more effective training, as compared to a baseline after-action debrief capability. These studies used the E-2 Enhanced Deployable Readiness Trainer (EDRT), a medium-fidelity simulation trainer employed for training E-2 Hawkeye Naval Flight Officers (NFOs). A reassessment of United States' constitutional constraints on state-level foreign policy is sorely needed. State engagement in foreign policy was rarely significant until the 1960s. Since that time, state involvement has rapidly expanded in both sheer magnitude and the types of activities undertaken. The most prominent and problematic among these state and local activities in the past fifty-plus years has been three waves of state and local sanction initiatives targeting countries ruled by regimes with repugnant human rights policies. In the mid-1980s, over half of the states and at least 100 localities adopted sanctions legislation against South Africa, most often …

The ancient Maya had strong ties to the sea. The trade, transportation and use of marine resources were important not only to coastal Maya communities, but also to the heavily populated cities that lay many miles inland. A review of zooarchaeological evidence recovered from excavations at the inland site of Caracol, Belize suggests that the inhabitants imported marine fish for food, marine shell for working into trade items, and sharks teeth and stingray spines for ritual use. Breast-feeding and weaning are a part of childhood in all human populations, but the exact timing of these milestones varies between groups. As infants incorporate the nutrients from breast milk into their growing bones, chemical evidence is captured in the form of higher stable nitrogen (δ15N) isotope values. This study interprets δ15N values in the bone collagen of children (n = 24) buried at the Yukisma Mound (CA-SCL-38), in Santa Clara County, California. Radiocarbon dates for this site span 2200-250 B.P., but primarily fall during the Late period (740-230 B.P.). In the one probable mother-infant pair available for study, a …

Over the course of the last decade there has been an increasing emphasis on recipient-country ownership, or the "effective exercise of a government's authority over development policies and activities, including those that rely...on external resources" (OECD 2007), within the international development community. This new emphasis is not only rhetorical but has resulted in a host of new aid programs promising increased ownership. Broadly speaking, these aid programs are supposed to change the institutional relationships between donors and recipient-country governments and allow aid beneficiaries to have a say over the development policies that impact their daily lives. From November 1942 until May 1945, the Allied nations fought a series of campaigns across the Mediterranean. Ever since, historians have debated the role and impact of the Mediterranean theater upon the greater war in Europe. Through analysis of official archival documents, unit histories from the period, and personal memoirs, this dissertation investigates the impact of US Army service forces on each of the campaigns and operations conducted across the Mediterranean theater. Additionally, this study examines how the campaigns of the Mediterranean shaped and informed the 1944 landings in France and the subsequent drive into Germany. This dissertation argues that …

Like other Justices on the Supreme Court, Justice Black hired law clerks to assist with the work of the Court. Each year, his law clerks would assist in reviewing cert. petitions, doing legal research, and editing opinion drafts. These job duties, however, were only one dimension of the Black clerkship. As the Justice himself once remarked to a law-clerk applicant, “I don’t pick my law clerks for what they can do for me, I pick my law clerks for what I can do for them.”

The goal of this guide is to provide a resource for managers of mixed conifer forests of the Southwestern plateaus and uplands, the Central and Southern Rocky Mountains, the Sierra Nevada, and the Transverse and Peninsular Ranges in Southern California. Mixed conifer forests have different species, structures, and spatial patterns in these regions but, in general, we focus on forests with a mix of ponderosa or Jeffrey pine, Douglas-fir, true firs, and aspen. The gut microbiota is essential for mammalian health and metabolism. Thus identifying factors that influence the host microbiota is key to understanding the dynamic interplay between the host and its microbiota. Recent studies have shown the effect of chronic exposures of trivalent arsenic [As(III)] in environmentally relevant concentrations on host physiology, however, little is known of how it impacts the gut microbiota.

Progress To Reconciliation: A Journey With Lewis, Bono, And Spider-Man, David M. Johnstone

Growth: The Journal of the Association for Christians in Student Development

Reconciliation is a word full of profound inferences. It has implications steeped in the biblical landscape, yet it is also challenging to define. Using Miroslav Volf‘s guidance, twentieth century fiction, and film and pop music icons, this article seeks to glimpse a deeper biblical vision of grace and reconciliation. Volf observes that “[t]o triumph fully, evil needs two victories, not one.” Reconciliation sabotages and steals that victory from evil. Forgiveness and reconciliation do not negate justice; they provide the opportunity to go beyond justice and retribution. Simply put, reconciliation allows a terrible situation to be redeemed.
