Voter-Approved Development: Why Merced County Voters Didn't Follow Stanislaus County Voters At The Ballot Box, Tan Hoang
Master's Projects
The report analyzes the factors that influenced the divergent paths that Stanislaus and Merced County residents took when deciding if their counties should implement a new growth management policy that gives county voters final approval of new development projects at the ballot box. This agricultural land policy would require affirmative majority vote from county residents for any development project that rezoned at least ten acres of agricultural land to residential land, and the subsequent voting outcome would effectively overrule any previous decision made by the respective County Boards of Supervisors.

Enhancing Productivity Of Recruitment Process Using Data Mining & Text Mining Tools, Charul Saxena
Master's Projects
Digital communication has significantly reduced the time it takes to send a résumé, but the recruiter’s work has become more complicated because with this technological advancement they get more résumés for each job opening. It becomes almost impossible to physically scan each résumé that meets their organization’s job requirement. The filtering and search techniques provide hundreds of résumés that can fulfill the desired criteria. Most approaches focus on either parsing the résumé to get information or propose some filtering methods. Moreover, résumés vary in format and style, making it difficult to maintain a structural repository which would contain all the …
Clustering Of Twitter Technology Tweets And The Impact Of Stopwords On Clusters, Surya Bhagvat
Clustering Of Twitter Technology Tweets And The Impact Of Stopwords On Clusters, Surya Bhagvat
Master's Projects
Year of 2010 could be termed as the year in which Twitter became completely mainstream. Twitter, which started as a means of communicating with friends, became much more than its beginning. Now Twitter is used by companies to promote their new products, used by movie industry to promote movies. A lot of advertising and branding is now tied to Twitter and most importantly any breaking news that happens, the first place one goes and tries to find is to search it on Twitter. Be it the Mumbai attacks that happened in 2008, or the minor earthquakes that happened in Bay …
Unmet Social Needs In Singapore: Singapore's Social Structures And Policies, And Their Impact On Six Vulnerable Communities, Braema Mathi, Sharifah Mohamed
Unmet Social Needs In Singapore: Singapore's Social Structures And Policies, And Their Impact On Six Vulnerable Communities, Braema Mathi, Sharifah Mohamed
Lien Centre for Social Innovation: Research
In line with Lien Centre’s vision to catalyse positive social change, this research was carried out to understand social gaps in Singapore and how our society’s ability to meet social needs can be enhanced. Despite basic social needs in Singapore being essentially met through direct government interventions and the contributions of non-governmental social service activities, there are today some vulnerable groups that remain or have become more prominent. This research project aims to identify some of these needs and the possible approaches to addressing them.
It is hoped that some of the recommendations of this report will be helpful for …
Reconceiving Surrogacy: Toward A Reproductive Justice Account Of Indian Surrogacy, Alison Bailey
Reconceiving Surrogacy: Toward A Reproductive Justice Account Of Indian Surrogacy, Alison Bailey
Faculty Publications - Philosophy
My project here is to argue for a reproductive justice approach to Indian surrogacy. I begin by crafting the best picture of Indian surrogacy available to me while marking some worries about the role of discursive colonialism and epistemic honesty in this project. Western feminists’ responses to contract pregnancy fall loosely into two moments: Post-Baby M approaches that raised questions about the morality of surrogacy and the new reproductive technologies, and more recent feminist ethnographic engagements that aim to capture how these practices are lived, embodied, and negotiated. Both approaches have shortcomings. Extending Western moral frameworks (e.g. liberal feminist approaches) …

The Gray Lady's Guide To Avant-Garde Cinema, Brian L. Frye
Law Faculty Scholarly Articles
Who is the most important avant-garde filmmaker? It depends who you ask. Different people value different things at different times. Fortunately, citation analysis can provide an objective answer. This article uses a citation study of The New York Times to measure the relative importance of avant-garde filmmakers. It concludes that, according to The New York Times, the most important avant-garde filmmaker is Andy Warhol.

Layer-By-Layer Fabrication Of Covalently Crosslinked And Reactive Polymer Multilayers Using Azlactone-Functionalized Copolymers: A Platform For The Design Of Functional Biointerfaces, Maren E. Buck, David M. Lynn
Chemistry: Faculty Publications
We report a method for modulating the physicochemical properties of surfaces that is based on the reactive layer-by-layer fabrication of covalently crosslinked thin films using azlactone-functionalized copolymers. We demonstrate that copolymers containing different molar ratios of methyl methacrylate (MMA) and 2-vinyl-4,4-dimethylazlactone (VDMA) can be alternately deposited with poly(ethyleneimine) to assemble covalently crosslinked thin films. Characterization using ellipsometry demonstrates that, in general, film growth and thickness decrease as the content of reactive, azlactone functionality in the copolymer used to assemble the film decreases. Reflective infrared spectroscopy experiments demonstrate that films fabricated from MMA:VDMA copolymers contain residual azlactone functionality and that these …

Message from President: Once upon a time, assumptions were events that happened in monasteries, convents, and, occasionally, martyr scenes. In later, more corrupt times, assumptions transpired in mortgage broker offices. Nowadays, in our slickly cynical period, the literal meaning of the term—the taking up [of whatever happens to be in the vicinity]—has returned with a vengeance as academe allows itself to draw in a steady stream of unexamined postulates. At the upper end of the assumption hierarchy are the nostrums promulgated by the ever coming-and-going political figures who allegedly lead higher education from Regents’ offices, legislative chambers, and occasionally the …

Arbitration Ambush In A Policy Polemic, Amy J. Schmitz
Arbitration Ambush In A Policy Polemic, Amy J. Schmitz
Faculty Publications
Arbitration has been demonized in the media and consumer protection debates, often without empirical support or consideration of its attributes. This has led to renewed efforts to pass the Arbitration Fairness Action, which would bar enforcement of pre-dispute arbitration clauses in consumer, employment, and civil rights contexts. It also inspired Dodd-Frank’s preclusion of arbitration clauses in mortgage contracts, along with the Consumer Financial Protection Bureau’s charge to prohibit or limit enforcement of pre-dispute arbitration agreements in consumer financial products and services contracts. Some of this negativity toward arbitration is warranted, especially in the wake of the United Supreme Court’s recent …
A Global Panopticon - The Changing Role Of International Organizations In The Information Age, Jennifer Shkabatur
A Global Panopticon - The Changing Role Of International Organizations In The Information Age, Jennifer Shkabatur
Michigan Journal of International Law
The outbreaks of Severe Acute Respiratory Syndrome (SARS) in 2002-2003 and Swine Flu (H1N1) in 2009 captured a great deal of global attention. The swift spread of these diseases wreaked havoc, generated public hysteria, disrupted global trade and travel, and inflicted severe economic losses to countries, corporations, and individuals. Although affected states were required to report to the World Health Organization (WHO) events that may have constituted a public health emergency, many failed to do so. The WHO and the rest of the international community were therefore desperate for accurate, up-to-date information as to the nature of the pandemics, their …

The People's Court, Kermit J. Lind
Law Faculty Articles and Essays
The Cleveland Housing Court adjudicates only one house and one owner at a time, while the investors and speculators in blighted properties operate in secret at high volume from a distance. However, the court's focus on housing code compliance and its (when needed) willingness to hand down strong measures is powerful. Even now, the City of Cleveland is implementing new strategic code compliance measures in partnership with neighborhood-based community development corporations, to the point where there is less profit in owning worthless houses in Cleveland, and the court is redirecting the disposal of low-value foreclosed houses to local land banks …
Meritocracy Voting: Measuring The Unmeasurable, Peter C.B. Phillips
Meritocracy Voting: Measuring The Unmeasurable, Peter C.B. Phillips
Cowles Foundation Discussion Papers
Learned societies commonly carry out selection processes to add new fellows to an existing fellowship. Criteria vary across societies but are typically based on subjective judgments concerning the merit of individuals who are nominated for fellowships. These subjective assessments may be made by existing fellows as they vote in elections to determine the new fellows or they may be decided by a selection committee of fellows and officers of the society who determine merit after reviewing nominations and written assessments. Human judgment inevitably plays a central role in these determinations and, notwithstanding its limitations, is usually regarded as being a …

Do Libraries Still Need Book Vendors And Subscription Agents?, Stephen Bosch, Christopher Sugnet, J. Cory Tucker, Lauren Corbett
Do Libraries Still Need Book Vendors And Subscription Agents?, Stephen Bosch, Christopher Sugnet, J. Cory Tucker, Lauren Corbett
Library Faculty Research
Digital content blurs the lines of traditional library acquisition workflows and organization. For example: link resolvers and the loading of order confirmation record files may be handled by systems staff in one organization and by technical services staff in another. Lines are being crossed between acquisitions and interlibrary loan functions, notably with electronic versions of theses and dissertations. Regardless of this blurring of lines, library staff use vendors still in acquiring content for the library collection. The reasons for using vendors have stood for decades, but are changes in the information industry having an impact? In the current environment, what …

An Observation Of The Facebook Messaging Strategies Of Nonprofit Vs. For-Profit Organizations, Kristin Parker
Communication & Leadership Dissertations and Theses
Over the last five years, organizations have begun to invest in non-traditional marketing communications strategies, specifically, social media marketing. While organizations, in general, are clear about the value of social media marketing, their current strategies are not engaging and uninspiring. The literature on this topic highlights critical considerations for the most significant communications impact (Foulger, 2004; Lasswell, 1948), such as the importance of human interaction, interpersonal ability, personal influence and intimacy (Lazarsfeld, 1944 ; Short, Williams & Christie, 1976). Additionally, a study by Boase, Horrigan, Wellman & Rainie (2006) presents research on how the Internet and Social Networking are revolutionizing …
