From Tragedy To Opportunity: A Case Study Assessment On The Controlled Disposal Facility At Payatas, Quezon City, Philippines, M.R. Delos Reyes, R. Jimenez, F. Aspiras, Pariatamby Agamuthu

Research Publications (2011 to 2015)

This paper presents the results of the case study assessment on the controlled dumpsite facility located at Payatas, Quezon City, Philippines. The facility formerly was an open dumpsite, which has a tragic history of more than 30 years of misuse, and on July 1, 2000 a hill of garbage fell on a slum community resulting in the death of nearly 300 people buried alive and leaving hundreds of families homeless. To address this problem, the dumpsite was converted to a controlled-waste disposal facility and undergone construction for an engineered sanitary landfill. Likewise, it was developed from waste to energy facility, …

Landfill Use: A Potential Source Of Toxicant To Aquatic Life, Emenike Chijioke Uche, Shahul Hamid Fauziah, Pariatamby Agamuthu

Research Publications (2011 to 2015)

Regardless of the beneficial aspect of landfill use, its environmental impact becomes subject of concern to sustainability and development. Landfilling among other things lead to generation of leachate. Therefore this study was undertaken with a view to analyzing the detailed physicalchemical components of leachate from closed sanitary landfill and its associated impact on fish (Clarias batrachus). Whole effluent toxicity (WET) approach was used to evaluate the toxicological effect of leachate on fish. Five different concentrations of the leachate (3.13 – 5.63 % v/v) as observed during the range finding test were applied definitively to obtain the effluent’s lethal concentration (LC50) …

Beyond Absurdity: Climate Regulation And The Case For Restricting The Absurd Results Doctrine, Katherine Kirklin O'Brien Oct 2011

Beyond Absurdity: Climate Regulation And The Case For Restricting The Absurd Results Doctrine, Katherine Kirklin O'Brien

Washington Law Review

The absurd results doctrine of statutory interpretation allows courts to depart from clear legislative text when a literal reading would be “absurd.” Traditionally, courts defined an absurd result as one that offends fundamental social values. Over time, however, courts have expanded the concept of legal absurdity to include outcomes that do not violate moral principles, but instead present regulatory burdens deemed too onerous to reflect congressional intent. In June 2010, the U.S. Environmental Protection Agency (EPA) invoked this expansive reading of the absurd results doctrine to support a regulation known as the “Tailoring Rule,” which the agency promulgated as part …

Mission Center Of Hope Bylaws, Maria Belen Gonzalez Sutil, Mikhaela Payden-Travers, Shane Engel

Governance

In creating the bylaws for the Mission Center of HOPE, our team strove to create a document that would not only reflect the nonprofit best practices and ensure compliance with CA law, but that would also provide clear guidance on structure, policies, and procedures. We also worked closely with the organization to ensure that the newly formed board could follow the policies and procedures set forth in the bylaws.

Message from President: Once upon a time, assumptions were events that happened in monasteries, convents, and, occasionally, martyr scenes. In later, more corrupt times, assumptions transpired in mortgage broker offices. Nowadays, in our slickly cynical period, the literal meaning of the term—the taking up [of whatever happens to be in the vicinity]—has returned with a vengeance as academe allows itself to draw in a steady stream of unexamined postulates. At the upper end of the assumption hierarchy are the nostrums promulgated by the ever coming-and-going political figures who allegedly lead higher education from Regents’ offices, legislative chambers, and occasionally the …

Dietary-Resistant Starch Improves Maternal Glycemic Control In Goto-Kakizaki Rat, Li Shen, Michael J. Keenan, Anne Raggio, Cathy Williams, Roy J. Martin Oct 2011

Dietary-Resistant Starch Improves Maternal Glycemic Control In Goto-Kakizaki Rat, Li Shen, Michael J. Keenan, Anne Raggio, Cathy Williams, Roy J. Martin

Faculty Publications

Scope: Dietary prebiotics show potential in anti-diabetes. Dietary resistant starch (RS) has a favorable impact on gut hormone profiles, including glucagon-like peptide-1 (GLP-1) consistently released, a potent anti-diabetic incretin. Also RS reduced body fat and improved glucose tolerance in rats and mice. In the current project, we hypothesize that dietary-resistant starch can improve insulin sensitivity and pancreatic β cell mass in a type 2 diabetic rat model. Altered gut fermentation and microbiota are the initial mechanisms, and enhancement in serum GLP-1 is the secondary mechanism. Methods and results: In this study, GK rats were fed an RS diet with 30% …

Uses And Abuses Of Textualism And Originalism In Establishment Clause Interpretation, Carl H. Esbeck Oct 2011

Uses And Abuses Of Textualism And Originalism In Establishment Clause Interpretation, Carl H. Esbeck

Faculty Publications

This article takes up the curious tale as to why the text and drafting record in the House and Senate were ignored by the Court in Everson, as well as what the text and debate can tell us about contemporary theories making the rounds. One theory of conservatives is that the Establishment Clause was not intended to prohibit support for religion so long as no religion is preferred.

In Search Of The Neurobiological Substrates For Social Playfulness In Mammalian Brains, Stephen M. Siviy, Jaak Panksepp Oct 2011

In Search Of The Neurobiological Substrates For Social Playfulness In Mammalian Brains, Stephen M. Siviy, Jaak Panksepp

Psychology Faculty Publications

Play behavior is a fundamental and intrinsic neurobehavioral process in the mammalian brain. Using rough-and-tumble play in the juvenile rat as a model system to study mammalian playfulness, some of the relevant neurobiological substrates for this behavior have been identified, and in this review this progress. A primary-process executive circuit for play in the rat that includes thalamic intralaminar nuclei, frontal cortex and striatum can be gleaned from these data. Other neural areas that may interact with this putative circuit include amygdala, ventral hypothalamus, periaqueductal gray (PAG), and deep tectum, as well as ascending dopamine systems which participate in all …

The effects of the selective 5HT1A agonist 8-OH-DPAT were assessed on the play behavior of juvenile rats. When both rats of the test pair were comparably motivated to play, the only significant effect of 8-OH-DPAT was for play to be reduced at higher doses. When there was a baseline asymmetry in playful solicitation due to a differential motivation to play and only one rat of the pair was treated, low doses of 8-OH-DPAT resulted in a collapse of asymmetry in playful solicitations. It did not matter whether the rat that was treated initially accounted for more nape contacts or fewer …

Integrating Ecosystem Services, River Restoration And Community: A Case Study At Fisher's Bend, Michael Carlson Oct 2011

Integrating Ecosystem Services, River Restoration And Community: A Case Study At Fisher's Bend, Michael Carlson

Environmental Science and Management Professional Master's Project Reports

Natural areas and ecosystem services at the edge of urban areas are threatened by increasing development. This paper examines how community based restoration partnerships can work to identify, protect and restore ecosystem services provided by salmon and our local rivers. Floodplains provide a wide range of ecosystem services to urban and rural communities and we should work collaboratively to protect and restore them. Floodplains are especially valuable and important for salmon recovery. By using a case study, we explore the process and feasibility of restoring off-channel salmon habitat at Fisher's Bend in the lower Clackamas river. A feasibility study was …

Structure Of Parasite Component Communities Of Didelphid Marsupials: Insights From A Comparative Study, F Agustín Jiménez, François Catzeflis, Scott L Gardner

Publications

The parasite fauna of the gray four-eyed opossum, Philander opossum (Linnaeus, 1758), and the common opossum, Didelphis marsupialis Linnaeus, 1758, in Camp du Tigre, French Guiana, is characterized. Nine species from the gastrointestinal system were recovered from both species, which shared 80% of their parasites. The parasite fauna comprised several monoxenous species (63%) and was dominated by Aspidodera raillieti Travassos, 1914, which exhibited high levels of prevalence and abundance in both communities. Only 2 species (Moennigia sp. and Spirura guianensis) had been recorded in other species of mammals. Both species richness and taxonomic composition at the level of …

Effects Of Experimental Nitrogen Additions On Plant Diversity In Tropical Forests Of Contrasting Disturbance Regimes In Southern China, Xiankai Lu, Jiangming Mo, Frank S. Gilliam, Guirui Yu, Wei Zhang, Yunting Fang, Juan Huang Oct 2011

Effects Of Experimental Nitrogen Additions On Plant Diversity In Tropical Forests Of Contrasting Disturbance Regimes In Southern China, Xiankai Lu, Jiangming Mo, Frank S. Gilliam, Guirui Yu, Wei Zhang, Yunting Fang, Juan Huang

Biological Sciences Faculty Research

Responses of understory plant diversity to nitrogen (N) additions were investigated in reforested forests of contrasting disturbance regimes in southern China from 2003 to 2008: disturbed forest (withharvesting of understory vegetation and litter) and rehabilitated forest (without harvesting). Experimental additions of N were administered as the following treatments: Control, 50 kg N ha1yr1, and 100kg N ha1yr1. Nitrogen additions did not significantly affect understory plant richness, density, and cover in the disturbed forest. Similarly, no significant response was found for canopy closure in thisforest. In the rehabilitated forest, species richness and density showed no significant response to Nadditions; however, understory cover …
