The Legal Implications Arising From Economic And Social Reconstruction As An Aspect Of Peace Support Operations, Claire Breen
The Legal Implications Arising From Economic And Social Reconstruction As An Aspect Of Peace Support Operations, Claire Breen
Peace and Conflict Studies
This article asserts that the link between peace and security and stabilization and development, as exemplified by the UN-mandated international presences in Afghanistan, is to be welcomed but that, from the perspective of the laws governing both the use of force and the conduct of warfare, such an evolution is problematic for a number of reasons. One, the broader functions of the military in peace support raises questions for jus ad bellum such as determining whether the basis for the peace enforcement has been achieved, as States and their armed forces engage in stabilization and state-building initiatives as a means …

The Evolution Of Function In Strictosidine Synthase-Like Proteins, Michael A. Hicks, Alan E. Barber, Lesley Ann Giddings, Jenna Caldwell, Sarah E. O'Connor, Patricia C. Babbitt
Chemistry: Faculty Publications
The exponential growth of sequence data provides abundant information for the discovery of new enzyme reactions. Correctly annotating the functions of highly diverse proteins can be difficult, however, hindering use of this information. Global analysis of large superfamilies of related proteins is a powerful strategy for understanding the evolution of reactions by identifying catalytic commonalities and differences in reaction and substrate specificity, even when only a few members have been biochemically or structurally characterized. A comparison of >2500 sequences sharing the six-bladed β-propeller fold establishes sequence, structural, and functional links among the three subgroups of the functionally diverse N6P superfamily: …
Shutting The Black Door: Using American Needle To Cure The Problem Of Improper Product Definition, Daniel A. Schwartz
Shutting The Black Door: Using American Needle To Cure The Problem Of Improper Product Definition, Daniel A. Schwartz
Michigan Law Review
Section 1 of the Sherman Act is designed to protect competition by making illegal any agreement that has the effect of limiting consumer choice. To make this determination, courts first define the product at issue and then consider the challenged restraint's impact on the market in which that product competes. When considering § 1 allegations against sports leagues, courts have tended to define products according to the structure of the leagues. The result of this tendency is that harm to competition between the leagues' teams is not properly accounted for in the courts' analyses. This, in turn, grants leagues a …
Ostrom's Law: Property Rights In The Commons, Lee Anne Fennell
Ostrom's Law: Property Rights In The Commons, Lee Anne Fennell
Coase-Sandor Institute for Law & Economics Research Paper Series
Elinor Ostrom's work has immeasurably enhanced legal scholars' understanding of property. Although the richness of these contributions cannot be distilled into a single thesis, their flavor can be captured in a maxim I call Ostrom's Law: A resource arrangement that works in practice can work in theory. Ostrom's scholarship challenges the conventional wisdom by examining how people interact over resources on the ground – an approach that enables her to identify recurring institutional features associated with long-term success. In this essay, I trace some of the ways that Ostrom's focus on situated examples has advanced interdisciplinary dialogue about property as …
Analysis Of Pacific Harbor Seal Survival At Wolf Hollow Wildlife Rehabilitation Center, Friday Harbor, Wa, Casey L. Martinez
Analysis Of Pacific Harbor Seal Survival At Wolf Hollow Wildlife Rehabilitation Center, Friday Harbor, Wa, Casey L. Martinez
Animal Science
The Wolf Hollow Wildlife Rehabilitation Center cares for and releases dozens of Pacific Harbor Seals each year. Analysis of 161 seal records from mid-2004 to 2010 showed that the sex, weight, and age of the incoming seals are not statistically significant predictors of survival to release. The absence of wounds and injuries, on the other hand, is correlated with increased survival about two times greater than that of wounded seals.

Pparδ Regulates Satellite Cell Proliferation And Skeletal Muscle Regeneration, Alison R. Angione, Chunhui Jiang, Dongning Pan, Yong-Xu Wang, Shihuan Kuang
Department of Animal Sciences Faculty Publications
Peroxisome proliferator-activated receptors (PPARs) are a class of nuclear receptors that play important roles in development and energy metabolism. Whereas PPARδ has been shown to regulate mitochondrial biosynthesis and slow-muscle fiber types, its function in skeletal muscle progenitors (satellite cells) is unknown. Since constitutive mutation of Pparδ leads to embryonic lethality, we sought to address this question by conditional knockout (cKO) of Pparδ using Myf5-Cre/Pparδflox/flox alleles to ablate PPARδ in myogenic progenitor cells. Although Pparδ-cKO mice were born normally and initially displayed no difference in body weight, muscle size or muscle composition, they later developed metabolic syndrome, which …
Dark Silicon Is Sub-Optimal And Avoidable, Hamza Bin Sohail, Mithuna Thottethodi, T.N. Vijaykumar
Dark Silicon Is Sub-Optimal And Avoidable, Hamza Bin Sohail, Mithuna Thottethodi, T.N. Vijaykumar
Department of Electrical and Computer Engineering Technical Reports
Several recent papers argue that due to the slowing down of Dennard’s scaling of the supply voltage future multicore performance will be limited by dark silicon where an increasing number of cores are kept powered down due to lack of power. Customizing the cores to improve power efficiency may incur increased effort for hardware design, verification and test, and degraded programmability. In this paper, we show that dark silicon is sub-optimal in performance and avoidable, and that a gentler, evolutionary path for multicores exists. We make the key observations that (1) previous papers examine voltage-frequency-scaled designs on the power-performance Pareto …
Quantification Of Vascular Perfusion In The Spinal Cord After Injury., Ruthie S. Fligor
Quantification Of Vascular Perfusion In The Spinal Cord After Injury., Ruthie S. Fligor
Electronic Theses and Dissertations
Traumatic injury destroys blood vessels at the injury epicenter and is followed by local angiogenesis and regional inflammation. Healing from injury depends on vascular health because blood supply is directly responsible for the health and function of surrounding tissue. This work establishes a new method for qualitatively and quantitatively measuring the blood supply of spinal cord (SC) tissue. Systemically injecting fluorescent microspheres (FMs) and cryostat sectioning SC tissue reveals a novel and potentially powerful way of assessing blood supply. This method is easily incorporated with existing tissue processing protocols because it does not require chemical digestion of the tissue region …

United States Department of Agriculture Wildlife Services: Staff Publications
Avian bornaviruses (ABV), identified in 2008, infect captive parrots and macaws worldwide. The natural reservoirs of these viruses are unknown. Reverse transcription-PCR (RT-PCR) was used to screen oropharyngeal/ cloacal swab and brain samples from wild Canada geese (Branta canadensis) for ABV. Approximately 2.9% of swab samples were positive for bornavirus sequences. Fifty-two percent of brain samples from 2 urban flocks also tested positive, and brain isolates were cultured in duck embryo fibroblasts. Phylogenetic analyses placed goose isolates in an independent cluster, and more notably, important regulatory sequences present in Borna disease virus but lacking in psittacine ABVs were …

The Freshwater Mussels (Mollusca: Bivalvia: Unionoida) Of Nebraska, Ellet Hoke
Transactions of the Nebraska Academy of Sciences and Affiliated Societies
This paper reports the results of the first statewide survey of the freshwater mussels of Nebraska. Survey goals were: (1) to document current distributions through collection of recent shells; (2) to document former distributions through collection of relict shells and examination of museum collections; (3) to identify changes in distribution; (4) to identify the primary natural and anthropomorphic factors impacting unionids; and (5) to develop a model to explain the documented distributions. The survey confirmed 30 unionid species and the exotic Corbicula fluminea for the state, and museum vouchers documented one additional unionid species. Analysis of museum records and an …

A Report Of Freshwater Sponge (Porifera: Spongillidae) In Central Nebraska, Todd S. Paulsen, W. Wyatt Hoback
Transactions of the Nebraska Academy of Sciences and Affiliated Societies
Little has been reported about the occurrence of freshwater sponges in Nebraska and no publications have previously recorded from central Nebraska waters. A large colony of freshwater sponges was discovered on the steel interior walls of a sunken (3.5 meters) delivery truck in a sand/rock quarry of the Platte River Valley near Kearney, Nebraska. Samples were collected and characteristics of the sponge were examined under magnification. Morphology indicates the sponge is a member of the genus Ephydatia. Although the species was not conclusively determined, it shares the most characteristics with E. muelleri. This is the first confirmed record of …

The Nebraska Sand Hills, which make up approximately 80% of Brown County, cover about 20,000 square miles of the state. This study reports a total of 726 plant species, subspecies, and varieties for Brown County, representing 105 families and 358 genera. Fourteen new county records were collected. A list of the vascular flora for Brown County is given and an index of similarity is used to compare Brown County …
A False Start In The Race Against Doping In Sport: Concerns With Cycling’S Biological Passport, Nicholas Hailey
A False Start In The Race Against Doping In Sport: Concerns With Cycling’S Biological Passport, Nicholas Hailey
Duke Law Journal
Professional cycling has suffered from a number of doping scandals. The sport’s governing bodies have responded by implementing an aggressive new antidoping program known as the biological passport. Cycling’s biological passport marks a departure from traditional antidoping efforts, which have focused on directly detecting prohibited substances in a cyclist’s system. Instead, the biological passport tracks biological variables in a cyclist’s blood and urine over time, monitoring for fluctuations that are thought to indirectly reveal the effects of doping. Although this method of indirect detection is promising, it also raises serious legal and scientific concerns. Since its introduction, the cycling community …
Event Perception, Gabriel A. Radvansky, Jeffrey M. Zacks
Event Perception, Gabriel A. Radvansky, Jeffrey M. Zacks
Psychological & Brain Sciences Faculty Research
Events are central elements of human experience. Formally, they can be individuated in terms of the entities that compose them, the features of those entities, and the relations amongst entities. Psychologically, representations of events capture their spatiotemporal location, the people and objects involved, and the relations between these elements. Here, we present an account of the nature of psychological representations of events and how they are constructed and updated. Event representations are like images in that they are isomorphic to the situations they represent. However, they are like models or language in that they are constructed of components rather than …

Journal Articles: Regenerative Medicine
Type 1 diabetes (T1D) is an autoimmune disease that shows familial aggregation in humans and likely has genetic determinants. Disease linkage studies have revealed many susceptibility loci for T1D in mice and humans. The mouse T1D susceptibility locus insulin-dependent diabetes susceptibility 3 (Idd3), which has a homologous genetic interval in humans, encodes cytokine genes Il2 and Il21 and regulates diabetes and other autoimmune diseases; however, the cellular and molecular mechanisms of this regulation are still being elucidated. Here we show that T cells from NOD mice produce more Il21 and less Il2 and exhibit enhanced Th17 cell generation compared with …

Innate And Adaptive Immunity To The Nematode Strongyloides Stercoralis In A Mouse Model., Sandra Bonne-Annee, Jessica A. Hess, David Abraham
Department of Microbiology and Immunology Faculty Papers
Mice have been used to the study the mechanisms of protective innate and adaptive immunity to larval Strongyloides stercoralis. During primary infection, neutrophils and eosinophils are attracted by parasite components and kill the larvae by release of granule products. Eosinophils also function as antigen-presenting cells for the induction of a Th2 response. B cells produce both IgM and IgG that collaborate with neutrophils to kill worms in the adaptive immune response. Vaccine studies have identified a recombinant diagnostic antigen that induced high levels of immunity to infection with S. stercoralis in mice. These studies demonstrate that there are redundancies in …

Epigenetic variation describes heritable differences that are not attributable to changes in DNA sequence. There is the potential for pure epigenetic variation that occurs in the absence of any genetic change or for more complex situations that involve both genetic and epigenetic differences. Methylation of cytosine residues provides one mechanism for the inheritance of epigenetic information. A genome-wide profiling of DNA methylation in two different genotypes of Zea mays (ssp. mays), an organism with a complex genome of interspersed genes and repetitive elements, allowed the identification and characterization of examples of natural epigenetic variation. The distribution of DNA methylation …

Kikuchi-Fujimoto Disease. Histiocytic Necrotizing Lymphadenitis., Jaudah A. Al-Maghrabi
Saudi Medical Journal
Kikuchi-Fujimoto disease (KFD), or histiocytic necrotizing lymphadenitis, is a self-limited disease of complex and unclear etiology. Clinically and microscopically, it may mimic malignant lymphoma and other non-malignant diseases. Recognition of this entity is crucial, as mistaking this disease as lymphoma has major clinical consequences. Although KFD is a well-recognized entity in the literature, many clinicians and pathologists are still unaware of its existence. In this article, a review of KFD is provided with special emphasis on the pathogenesis and pathological differential diagnosis of this disease.
