The main argument of this Article is that the gravest threat to civil liberties during a public health emergency (PHE) stems from federal powers premised on post-9/11 national security justifications, not putative state powers under the Model State Emergency Health Powers Act (MSEHPA). While I concur with earlier assessments that the MSEHPA is seriously flawed and that PHEs should be construed as primarily federal issues, going forward, more critical attention needs to be focused on the federal role during PHEs as the initially alarming MSEHPA appears to be more of a paper tiger. For many years the association of headache with CSA has been postulated and results have been similar across studies indicating a robust connection. Chronic headache is one of the most common causes of visits to physicians and contributes to decreased quality of life for those who suffer with them. Although CSA is detrimental to both men and women, evidence supports that women are more likely to suffer from chronic somatic headache pain than men. Evaluation Of Protein Backbone Alphabets: Using Predicted Local Structure For Fold Recognition, Kyong Jin Shim

Optimally combining available information is one of the key challenges in knowledge-driven prediction techniques. In this study, we evaluate six Phi and Psi-based backbone alphabets. We show that the addition of predicted backbone conformations to SVM classifiers can improve fold recognition. Our experimental results show that the inclusion of predicted backbone conformations in our feature representation leads to higher overall accuracy compared to when using amino acid residues alone.

1. Lianas compete intensely with trees, but few studies have examined long‐term effects of liana infestation on tree growth and mortality. We quantified the effects of lianas in tree crowns (n = 2907) and rooted within 2 m of trees (n = 1086) on growth and mortality of 30 tree species from 1995 to 2005 on Barro Colorado Island (BCI), Panama, documented liana infestation in tree crowns in 1996 and 2007 to determine the dynamics of liana infestation, and quantified liana infestation in the crowns of 3231 additional canopy trees (d.b.h. ≥20 cm) in 2007 to compare with …

China’s 2000 strong state-owned farms are experiencing a dual transition in the country’s economic reforms: the market transition (from state-owned enterprises embedded in the redistributive system to independent enterprises in the new market economy) and agrarian transition (from small-scale, household-based agriculture to large-scale, capitalist forms of agriculture that rely on market exchanges of land, labor and products). This paper highlights the results of a comparative analysis of the state farms and rural farming households in the agrarian transition to address the theoretical debate about agrarian transition. Education about the Environment
President Obama’s “Blueprint for Reform” includes environmental education in part because research has demonstrated significant benefits from environmental education, including impacting student test scores in science, reading, math, and social studies. Additionally, studies have shown that environmental education can reduce discipline problems, increase attendance, and develop leadership and other social skills. Other important benefits include increased engagement, motivation, and enthusiasm for learning. The National Science Board of the National Science Foundation recognizes the importance of environmental education to student learning in their 2000 report, Environmental Science and Engineering for the 21st Century.

Keys View Road in Joshua Tree National Park (JOTR) was recently repaved, resulting in a buffer of vegetation and soil disturbance along the road corridor. In order to mitigate the effects of the repaving, JOTR designed an experimental framework to test various revegetation strategies. They outplanted salvaged and nursery grown native plant species in conjunction with vertical mulch in a fully crossed design (outplanting only, vertical mulch only, outplanting + vertical mulch, bare ground) to examine if any of the treatments most efficiently establish native plant communities.

In a collaborative project with Northern Arizona University and more than 35 resource managers in Arizona and Nevada, we completed a survey of monitoring and management activities that are ongoing in these states for conserving populations of rare plants. We sent questionnaires consisting of 16 questions to as many resource managers as possible in these states and had follow-up conversations with several managers willing to share their perspective on ongoing conservation actions. The findings may be interesting for managers to see what issues and management strategies other managers in the same or different regions are grappling with. Results will be …

Jun/Fos and Jun/BATF heterodimers are capable of binding the TRE site to regulate gene transcription, which in turn amongst other functions, could be involved in the regulation of inflammation. Studies have shown that in contrast to Jun/Fos, the Jun/BATF heterodimers result in a reduced transcriptional activity and thus inhibit the expression of AP-1 target genes. The inflammatory response is composed of a vast array of mediators, including cytokines such as IL6 and IL10. The balance between pro-inflammatory and anti-inflammatory mediators, in part, determines whether the inflammatory response persists or is resolved. Macrophages are a key cell type involved in the …

The aim of this study was to investigate modifiable predictors of vitamin D status in healthy individuals, aged 55–74, and living across the USA. Vitamin D status [serum 25-hydroxyvitamin D (25(OH)D)] was measured along with age and season at blood collection, demographics, anthropometry, physical activity (PA), diet, and other lifestyle factors in 1357 male and 1264 female controls selected from the Prostate, Lung, Colorectal, and Ovarian Cancer Screening Trial (PLCO) cohort. Multivariate linear and logistic regression analyses were used to identify associations with vitamin D status. Three%, 29% and 79% of the population had serum 25(OH)D levels 30 kg/m2 …

Aging is associated with the gradual accumulation of irreversible physiological changesthat ultimately result in susceptibility to death. To date, the most widely accepted theories ofaging that explain cellular aging are categorized into structural damage and programmedtheories. A wide range of aging causes can be classified into four major groups: free radicals,glycation, telomere shortening, and accumulation of toxic and non-toxic garbage. These extrinsicand intrinsic factors collectively stimulate physiologic stresses to all types of cells. Postmitoticand mitotic cells conferring different proliferative capacity, undergo aging in response to thesestresses via distinct mechanisms of cell death and cellular senescence, respectively. Cardiomyopathy refers to diseases of the heart muscle that becomes enlarged, thick, or rigid. These changes affect the electrical stability of the myocardial cells, which in turn predisposes the heart to failure or arrhythmias. Cardiomyopathy in its two common forms, dilated and hypertrophic, implies enlargement of the atria; therefore, we investigate its diagnosis through P wave features. In particular, we design a neuro-fuzzy network trained with a new evolutionary algorithm called biogeography-based optimization (BBO). The neuro-fuzzy network recognizes and classifies P wave features for the diagnosis of cardiomyopathy. In addition, we incorporate opposition-based learning in the BBO algorithm for improved …

Biogeography-based optimization (BBO) is a new evolutionary algorithm based on the science of biogeography. We propose two extensions to BBO. First, we propose blended migration. Second, we modify BBO to solve constrained optimization problems. The constrained BBO algorithm is compared with solutions based on a genetic algorithm (GA) and particle swarm optimization (PSO). Numerical results indicate that BBO generally performs better than GA and PSO in handling constrained single-objective optimization problems.

The Doha Development Agenda (Doha Round) of multilateral trade negotiations at the World Trade Organization (WTO) may fail unless a solution to the establishment of a multilateral register for geographical indications on wines and spirits (GIs) foreseen in the TRIPS Agreement is found. Failure of the Doha Round would entail serious intended and unintended consequences for the world trading system. Europe’s insistence on a Doha deal on GIs in now accompanied by demands from several developing countries for an extension of GI protection to products other than wines and spirits. This Essay, based on my presentation at Duke Law School's 2009 symposium, Next Generation Conservation: The Government's Role in Emerging Ecosystem Service Markets, briefly examines this emerging policy front and proposes a set of key policy questions, research needs, and options for building on the policy work that has been done to date. Part I outlines the basic context for thinking about the role federal public lands might play in the management of ecosystem services, and why using the ecosystem services concept in public land policy is worth considering. This study investigated the communicative dialectical tensions and paradoxical situations faced by Native researchers in the academy and in research with their own communities or with other Native communities. Thematic analysis was conducted on narratives from 12 semi-structured interviews from participants across the country. Three major themes emerged regarding communicative struggles for the participants when conducting research with Native communities: a dialectic of insider/outsider; challenge of developing positive communication; and concerns of appropriate and inappropriate behavior. The theme of this dissertation will focus on the syntheses and characterization of bipyridine (bipy) containing π-conjugated polymers (CPs). Specifically, poly(p-phenylene ethynylene), polyfluorene and poly(p-phenylene vinylene) derivatives have been prepared via Sonogashira coupling, Suzuki coupling and Heck coupling, respectively. Derivatives of poly(p-phenylene ethynylene), polyfluorene and poly(p-phenylene vinylene) are known to have applications in optical and electronic devices. Through this study, polymers condensed with bulky bipy-containing TAB as one of the copolymer units have shown increased solubility and diminished intrachain/interchain aggregation in solution and in film due to the effectiveness of TAB in controlling the relative orientations of individual polymer chains. …

Photon-based radiosurgery is widely used for treating local and regional tumors. The key to improving the quality of radiosurgery is to increase the dose falloff rate from high dose regions inside the tumor to low dose regions of nearby healthy tissues and structures. Currently, most radiosurgeries rely on focusing a number of external radiation beams to create a sharp dose falloff. As the number of focused beams increases, the contributions from each beam will inevitably decrease, and hence an improved dose falloff will be obtained. Dendrimers are branched molecules that often have chemical properties similar to proteins and other large organic molecules. Dendrimers presently have applications as reactive surfaces for catalysis, and as hosts for drug delivery. Computer simulations of dendritic molecules are difficult due to their relatively large size and the tendency of atoms within a dendrimer to come within very close proximity to each other. The large number of steric interactions makes modeling of dendrimers difficult due to unphysically high energies that arise when a modeler attempts to construct a starting dendrimer from which to minimize its energy.
