Journal of Contemporary Water Research and Education
The Runoff Reduction Method (RRM) provides an innovative approach to crediting the total performance of stormwater best management practices (BMPs). Total BMP performance refers to the pollutant removal and runoff volume reduction capabilities. The RRM tracks the implementation of stormwater BMPs, including Low Impact Development (LID) strategies such as permeable pavement, rainwater harvesting, downspout disconnection, soil amendments, etc., and credits the appropriate runoff volume reduction, pollutant concentration reduction, or both towards compliance with stormwater quality and quantity requirements. By providing a mechanism to credit the volume reduction associated with these LID strategies the RRM also documents an allowable reduction of …

Stormwater best management practice is aimed at reducing potential downstream impacts on aquatic ecosystem health. Sediment basins, wetlands and ponds are commonly used in subtropical Australia for water-quality improvement; they also have the potential to enhance aquatic biodiversity in urbanised catchments. Two retrofit field sites in Brisbane, Australia were monitored for water quality and ecosystem health. The Golden Pond "wetland system" treatment train consisted of a sediment basin and two wetlands. The Bridgewater Creek "pond system", consisted of a sediment basin and five ponds. Suspended solids were reduced during wet weather, but increased during dry weather due to resuspension by …

Despite several decades of experience with stormwater Best Management Practices (BMPs) in the United States, the application of such approaches in the Desert Southwest region has not received adequate attention. One reason for this shortcoming could be the general perception of the insignificance of BMPs in a region with little annual precipitation. However, the Desert Southwest still experiences relatively high rainfall intensity and runoff from rainfall. Sparse vegetation, steep topography, complex soils, unique geology, and rapid land development all contribute increase runoff response. Engineers are increasingly expected to consider several influential criteria when selecting a single best management practice (BMP) for stormwater management. These criteria include site physical characteristics; local, state, and federal pollution control ordinances; stakeholder input, and BMP implementation and long-term maintenance costs. This paper discusses the development of a software-aided approach based on the Analytic Hierarchy Process (AHP) as a decision-making tool for selecting stormwater management BMPs. Supported with input from a geographic information system, the AHP can provide an objective, mathematically-based alternative to the existing, often subjective BMP selection approaches. In response to water quality concerns in the Jordan Lake Reservoir and state and federal mandates, several cities in North Carolina are being required for the first time to reduce nutrient loads in stormwater from previously developed lands; that is, install retrofits. It is anticipated that similar requirements will become necessary for other urban areas in North Carolina. Effective watershed and stormwater education and public involvement programs strive to increase awareness of watersheds and landscape connectivity and also encourage behavior changes that may be contributing to water quality and quantity problems within a targeted basin. According to new guidance from the US Environmental Protection Agency on stormwater permit improvement, regulators are looking for programs to utilize targeted issues relevant to a community to guide the development of a comprehensive outreach program. A record setting 24-hour rainstorm hit Chicago in September 2008. It created an opportunity to assess its impacts and to compare the storm water management with that used in other recent rainstorms. Flooding impacted all forms of transportation and thousands of homes and businesses, 10,000 homes had to be evacuated. One lesson learned is that this storm's magnitude was enhanced by urban and lake influences on the atmosphere that extended over the large suburban areas west of the city. Integrated freestanding single-crystal silicon nanowires with typical dimension of 100 nm × 100 nm × 5 µm are fabricated by conventional 1:1 optical lithography and wet chemical silicon etching. The fabrication procedure can lead to wafer-scale integration of silicon nanowires in arrays. The measured electrical transport characteristics of the silicon nanowires covered with/without SiO2 support a model of Fermi level pinning near the conduction band. The I–V curves of the nanowires reveal a current carrier polarity reversal depending on Si–SiO2 and Si–H bonds on the nanowire surfaces

This project examines the ways in which several texts written in the late twentieth century by African American and Caribbean writers appropriate history and witness trauma. I read the representational practices of Toni Morrison, Ernest Gaines, Paule Marshall, and Fred D'Aguiar as they offer distinct approaches to history and the resulting effects such reconstituted, discovered, or, in some cases, imagined histories can have on the affirmation of the self as a subject. The Patient Protection and Affordable Care Act (PPACA) as amended by the Health Care Education Reconciliation Act of 2010 makes landmark changes to health insurance markets. Individual and small-group insurance plans and markets will see the biggest changes, but PPACA also affects large employer and self-insured plans by imposing rules for benefit design and health plan practices. Background: The failure rate of health information systems is high, partially due to fragmented, incomplete, or incorrect identification and description of specific and critical domain requirements. In order to systematically transform the requirements of work into real information system, an explicit conceptual framework is essential to summarize the work requirements and guide system design. The present invention provides a galvanic cell having an aluminum anode and a cathode compartment design suitable for carrying out the aqueous electrochemical reaction between solid aluminum metal and aqueous peroxide ions. The galvanic cell is activated when water, aqueous hydroxide solution, or an aqueous salt solution is added to the cell. This reaction releases a significant amount of electrochemical energy from a small size (mass or volume) cell. This cell reaction and design leads to an improvement in energy released over state-of-the-art aluminum/hydrogen peroxide galvanic cells.

Disclosed is a spectroscopic system having a fiber-optic probe for simultaneous IR and Raman measurement. The probe includes a single strand of optical fiber, such as sapphire which is suitable for IR absorption measurements as far as 4 μm and Raman excitation at wavelengths as short as 300 nm. The probe is immersed in the sample and functions in the evanescent wave mode for both IR absorption and Raman scattering measurements. The sensing system makes possible the synergistic, and simultaneous, analysis of both IR and Raman data in an integrated device.

A transflective liquid crystal display (TLCD) using separate transmissive (T) and reflective (R) cells in which two liquid crystal materials with different birefringence changes are used. The birefringence change of the R region is half of the birefringence change of the T region. In this case, a single cell gap is possible and identical transmittance and reflectance for R and T is obtained. It is applicable to various reflective LC modes, and the fabrication methods are simple.

A composition and method for fabricating and tuning a dopant based core-shell semiconductor having a quantum dot core with an excitation band-gap are provided. A quantum dot core composed of an alloy of cadmium sulfide (CdS) and zinc sulfide (ZnS) as semi-conductor materials include a dopant of manganese (Mn) added to the core and an outer shell of zine sulfide (ZnS). The dopant based core/shell quantum dot semiconductor of the present invention allows the fine tuning of an excitation band-gap, covering a wide range (from 2.4 eV to ~4 eV). Nevertheless, there are many other forms of tax policy that give larger space for private sectors to increase their productivity.
