Killings Of Police In U.S. Cities Since 1980: An Examination Of Environmental And Political Explanations, Stephanie L. Kent

Most research on killings of police in urban areas attempted to link lethal violence against officers to the violence and disorder in the communities they work.Yet support for this relationship is inconsistent. Fewer studies considered whether local political arrangements affect killings of police. This study attempts to remedy this gap by using recent data to investigate the relationship between the political conditions of large U.S. cities and the number of homicides of police officers in the line of duty in the years 1980, 1990, and 2000. Negative binomial regression analyses suggest that racial income inequality and the size of the …

As we approach our 100th birthday in 2014 as a National Cooperative Extension Service, we would like to spark discourse around our collective identity as agents of change. We present an argument in the spirit of promoting a self-reflective debate to move our organization—and ourselves—forward. The Outsourcing Of Creative Work And The Limits Of Capability: The Case Of The Philippines Animation Industry, Feichin Ted Tschang, Andrea Goldstein

The animation industry, like many information-technology-enabled services sectors, has been of interest to many developing countries interested in developing services outsourcing industries. We analyze the case of the Philippines' animation industry. This paper investigates the outsourcing process in animation and the nature of capabilities within that, with the goal of contributing to a more general understanding of services outsourcing. We examine the industry's history, interview data with industry participants, and secondary data. We find that strong labor force skills have been central to capabilities rather than organizational abilities. Outsourcing of production takes place only so far as the work is …

The Department of Homeland Security has mandated specific systems and techniques for the management of emergencies in the United States, including the Incident Command System, the National Incident Management System, Emergency Operations Plans, Emergency Operations Centers, Continuity of Government Plans and Continuity of Operations Plans. These plans and systems may be applied to the state-level transportation agency�s disaster response systems to enhance efficiency and effectiveness. Specific guidance and management techniques are provided to aid emergency planning staff to create DHS-compliant systems.

Teacher Evaluation: Assessing Principals’ Perceptions In The State Of New Jersey, Robert J. Fisicaro

This dissertation describes a study assessing New Jersey school principals' attitudes towards various characteristics of teacher evaluation and compares perceptions among sub groups. Four-hundred sixty-two building principals completed a survey which measured perceptions of four constructs of teacher evaluation that were selected from current educational theory: teacher evaluation should be founded in a partnership, differentiated for individuals, ongoing, and considerate of student learning outcomes. Principals were examined as sub groups according to gender, level of school, and years of experience. Descriptive statistics indicated that principals agreed that evaluation systems should be part of an ongoing cycle. Principals were neutral to …

Assessing The Impact Of A Modernized Application Process On Florida’S Food Stamp Caseload, Colleen Heflin, Peter Mueser

In 2005, Florida implemented an internet-based service delivery system for eligibility determination in public assistance programs, including the Food Stamp, Temporary Assistance for Needy Families (TANF), and the Medicaid programs. At the same time, Florida switched from a caseworker model to a technology-driven model and decreased staffing levels of employees involved in social service delivery. We conduct an evaluative case study of the effects of these policy changes on the Food Stamp caseload. In particular, we consider the impact on applications and the flows onto and off of the program. This article offers a personal vision and conceptual design for reimagining specialized science, technology, engineering, and mathematics (STEM) academies designed to nurture decidedly different STEM minds and ignite a new generation of global STEM talent, innovation, and entrepreneurial leadership. In 1998, Florida voters approved Article V, Revision 7, which changed the funding mechanism of the state circuit court system from a county/state mix to state responsibility. The change was implemented as planned in the 2004/05 fiscal year. Although increased efficiency was a key goal of Revision 7, to date no published studies exist on the impacts of Revision 7 on circuit or system efficiency and/or productivity. This work analyzes Revision 7, integrating the larger debate of increasing judgeships or improving efficiency. Transformational development is a concept of change that originated in the Christian context but has now become generally used in the work of both secular and faith-based organizations. The growing use of the concept by organizations that are fundamentally different has naturally led to some confusion about what the concept means and what it takes to effectively implement it. In this article, we describe the key features of the concept and how they are important in determining the organizational requirements for its effective implementation. Drawing on a few cases, the paper highlights the centrality of faith in transformational development work.

Two Field Studies Examining The Association Between Positive Psychological Capital And Employee Performance, James B. Avey, James L. Nimnicht, Nancy Graber Pigeon

Purpose – The purpose of this study is to examine the relationship between psychological capital (comprised of hope, optimism, efficacy and resilience) and employee performance through multiple studies and methods of data.

Design/methodology/approach – The study included two samples in a large financial firm headquartered in Melbourne, Australia. The employees' level of psychological capital were measured with the psychological capital questionnaire. Via regression, this was related to individual level financial performance data from the firm and manager rated performance.

Findings – As hypothesized, psychological capital was found to be related to employees' level of financial performance, referrals within the firm …

Exploring The Effect Of Unfair Work Contexts On The Development Of Fairness Beliefs, Sonia Goltz

This paper examines what happens when individuals who perceive a fair situation discover that the situation is in fact, unfair. In a previous study, women who sued their universities discussed their initial expectations that the university would treat them fairly despite several studies that clearly indicated discrimination at universities is still a problem (Goltz, 2005a). Thus, using interview excerpts from this past study, the current paper explores how these women's expectations of fairness may have been formed, as well as how they changed after a discriminatory experience. The University of Connecticut Libraries was one of five Phase 1 libraries that participated in the ClimateQUAL® survey in 2007. Once the quantitative and qualitative results were received, the Libraries needed help understanding how to interpret the findings and respond. The Libraries turned to a library organizational development consultant for assistance with both interpreting the results and beginning to address them. The consultant designed a format for focus groups to provide anonymous but more detailed, experience-based information which helped the Libraries discover, understand and appropriately respond to the root causes of 'problem' areas indicated in the ClimateQUAL® Survey. There is a common thread of leadership research that theorizes the dynamic between a leader's behavior and their followers is essential in encouraging employees to exceed expectations, thereby increasing organizational performance (Bass, 1985; Bennis & Thomas, 2002; Kouzes & Posner, 1987). Research indicates transformational leadership correlates well with organizational culture, but the number of empirical studies is few. Kouzes and Posner (2002) maintain that organizations create culture; therefore a leader's behavior can and does affect organizational performance. Schein (2004) maintains it is leadership's duty to step outside the organizational culture to initiate changes (by their behavior) when warranted.
