The Fiscal Impact Of The Milwaukee Parental Choice Program: 2010 – 2011 Update And Policy Options, Robert M. Costrell

School Choice Demonstration Project

In February 2008 and March 2009, the School Choice Demonstration Project (SCDP) issued its first report and subsequent update on the fiscal impact of the Milwaukee Parental Choice Program (MPCP) on taxpayers in Milwaukee and the state of Wisconsin. These reports covered the period 1993-2009, and addressed two distinct questions: 1. What is the net impact of the MPCP on state and local public funds? That is, what is the difference between the public funds expended on Wisconsin students, including MPCP students, and the amount that would have been spent without the MPCP? 2. Early childhood educators are on the frontline of developing emergent literacy skills in their students. Research is abundant and clear about the importance of exposure to and experience with literacy activities for young children (Joint Position Statement- International Reading Association and the National Association for the Education of Young Children, 2005). However, students arrive in the classroom with varying skills and backgrounds relative to literacy, and many students are in a position to be considered at-risk of school failure. Local citizens recruited and trained as bagh heralu (“tiger watchers”) helped us to collect information on the distribution of tiger throughout the Terai of Nepal. While the ultimate goal of the bagh heralu program was to map the current metapopulation of tigers in Nepal and to determine extent of breeding outside protected areas, the bagh heralu approach was useful not only because it facilitated data collection but also because it enhanced conservation efforts in multiple ways.Over the five years of the program, bagh heralu became knowledgeable about basic tiger biology and they became recognized in their communities as local tiger …

In this article, we establish the asymptotic normality of the posterior distribution for the natural parameter in an exponential family based on independent and identically distributed data. The mode of convergence is expected Kullback-Leibler distance and the number of parameters p is increasing with the sample size n. Using this, we give an asymptotic expansion of the Shannon mutual information valid when p = pm increases at a sufficiently slow rate. COMARU (Consejo Machiguenga del Río Urubamba) is an indigenous organization that promotes the rights of thirty native Amazonian communities in the face of the Camisea Project, a massive natural gas extraction project. The state has consistently ignored negative health, environmental, and cultural impacts from five spills that have occurred in the natural gas pipeline, and the communities the right of consultation granted to them in the International Labor Organization’s Convention 169. This paper, using interviews with Machiguenga community members and COMARU leadership in addition to political ecology scholarship, analyzes the success of COMARU’s politicized and depoliticized strategies. The institutional platforms that supported activist intellectuals seeking to inaugurate political and cultural modernity through the formation of study societies (xuehui) proliferated throughout the late Qing China (ca. 1895-1911). While existing studies either subsume this distinctive phenomenon under the political programs of reform and revolutionary movements or conceive it as a kind of the prototypical formation of civil society and the public sphere in late Qing China, they seldom question the meanings and functions of ‘civilization,” “society” and “civility” as the constitutive and highly contested notions underlying the cultural and political practices of these study societies. In September of 2010, the Muskie School of Public Service conducted four Listening Sessions with MaineCare members to gather in-depth information about their experiences on MaineCare, their likes and dislikes, and suggestions, needs and wants for improving the program. The overall goal of these sessions was to provide rich information to help inform DHHS in their design of a new managed care initiative. Funding for this project was provided by the Maine Health Access Foundation (MeHAF).

Adding Constraints -- A (Seemingly Counterintuitive But) Useful Heuristic In Solving Difficult Problems, Olga Kosheleva, Martine Ceberio, Vladik Kreinovich

Departmental Technical Reports (CS)

Intuitively, the more constraints we impose on a problem, the more difficult it is to solve it. However, in practice, difficult-to-solve problems sometimes get solved when we impose additional constraints and thus, make the problems seemingly more complex. In this methodological paper, we explain this seemingly counter-intuitive phenomenon, and we show that, dues to this explanation, additional constraints can serve as a useful heuristic in solving difficult problems.

The objective of this literature review was to determine the potential causes and factors affecting the incidence of ovarian cysts in dairy cattle as well as to examine functionality of various preventative methods and treatments of cysts. The end product was to be a document outlining all the information available on the three different types of cysts that can develop on the bovine ovary, follicular cysts, luteal cysts, and cystic corpora lutea. The literature that was reviewed, most in the forms of research papers, articles, and reviews, came primarily from scientific journals and published books. The literature reviewed was only …
