Supervised Manifold Distance Segmentation, Guany Wang Dec 2009

Supervised Manifold Distance Segmentation, Guany Wang

Computer Science ETDs

In this paper, I will propose a simple and robust method for image and volume data segmentation based on manifold distance metrics. In this approach, pixels in an image are not considered as points with color values arranged in a grid. In this way, a new data set is built by a transform function from one traditional 2D image or 3D volume to a manifold in higher dimension feature space. Multiple possible feature spaces like position, gradient and probabilistic measures are studied and experimented. Graph algorithm and probabilistic classification are involved. Both time and space complexity of this algorithm is …

Esl Speakers' Production Of English Lexical Stress: The Effect Of Variation In Acoustic Correlates On Perceived Intelligibility And Nativeness, Paul Edmunds Dec 2009

Esl Speakers' Production Of English Lexical Stress: The Effect Of Variation In Acoustic Correlates On Perceived Intelligibility And Nativeness, Paul Edmunds

Linguistics ETDs

Non-native speakers of English often experience problems in pronunciation as they are learning English, many such problems persisting even when the speaker has achieved a high degree of fluency. Research has shown that for a non-native speaker to sound most natural and intelligible in his or her second language, the speaker must acquire proper prosody, such as native-like speech rhythms (Tajima et al., 1997; Wenk, 1985; Wennerstrom, 2001). This dissertation investigates how native English and Spanish ESL (English as a Second Language) speakers compare in their production of three acoustic correlates of lexical stress in English, namely the relative durations …

Does Competition Matter? An Attempt Of Analytical ‘Unbundling’ Of Competition From Consumer Welfare: A Response To Miąsik, Oles Andriychuk Dec 2009

Does Competition Matter? An Attempt Of Analytical ‘Unbundling’ Of Competition From Consumer Welfare: A Response To Miąsik, Oles Andriychuk

Yearbook of Antitrust and Regulatory Studies

This paper is an attempt to evaluate the conceptual relationship between two central elements of the theory of antitrust: competition and consumer welfare. These two notions are analysed in their mutual dependency. In terms of methodology, the paper proposes to structurally separate competition from consumer welfare. This technique is successfully applied in the domain of legal philosophy when the correlation between law and morality is debated. The main purpose of this paper is to show that both competition and consumer welfare are economic values of fundamental importance with no ex ante hierarchical dominance of consumer welfare over competition. In case …

Economic Approach To Counteracting Cartels, Anna Fornalczyk Dec 2009

Economic Approach To Counteracting Cartels, Anna Fornalczyk

Yearbook of Antitrust and Regulatory Studies

Horizontal agreements between competitors concerning price fixing, quotas, distribution and/or supply market share – cartels – represent the most severe form of competition law infringement. Why are these agreements subject to the highest fines and, in some countries (USA, Canada, Mexico, UK), subject to both fines as well as imprisonment? What are the economic grounds for such severe punishment? How important is an economic analysis for the results of anti-cartel proceedings considering that they are prohibited per se, that is, absolutely and unconditionally? Does growing market concentration and resulting transparency increase the significance of the economic approach to the evaluation …

The paper will show that Poland has sound anti-cartel laws and an antitrust authority determined to enforce them effectively. Notwithstanding its …

Civil Law Actions In The Context Of Competition Restricting Practices Under Polish Law, Paweł Podrecki Dec 2009

Civil Law Actions In The Context Of Competition Restricting Practices Under Polish Law, Paweł Podrecki

Yearbook of Antitrust and Regulatory Studies

This paper’s aim is to describe the rules governing the assertion of civil law liability in the event of a competition law infringement. Given the planned adoption and implementation of a new EU legislative package concerning private enforcement, it is useful to determine what legal instruments and procedures are already available under Polish civil law that serve the protection of market players. This paper will specify the legal basis for the assertion of civil claims associated with competition law infringements and present its particularity. Considered will be the provisions of the Polish Civil Code as well as the provisions of …

Polish Leniency Programme And Its Intersection With Private Enforcement Of Competition Law, Ewelina Rumak, Piotr Sitarek

Yearbook of Antitrust and Regulatory Studies

This paper is devoted to the Polish leniency programme, including the conditions of obtaining lenient treatment and the applicable procedure. The type, scope and form of information that must be submitted are commented on as well as the marker system and summary applications. The intersection of the leniency scheme with private enforcement of antitrust rules is discussed in detail. Special attention is devoted to the possible ways in which private antitrust plaintiffs might access information submitted to the UOKiK by leniency applicants. Thoroughly analysed are the rules regulating the possibility of obtaining relevant documents from the UOKiK and from the …

Finally, some of the potential problems that antitrust authorities must face when assessing two-sided markets are presented on the basis of an …

Challenges Of Liberalization. The Case Of Polish Electricity And Gas Sectors, Bartłomiej Nowak Dec 2009

Challenges Of Liberalization. The Case Of Polish Electricity And Gas Sectors, Bartłomiej Nowak

Yearbook of Antitrust and Regulatory Studies

This paper applies the general insights of liberalization of the electricity and gas market to the market conditions of a particularly important new Member State in the EU, Poland. To this end the aim of this paper is to explain the Polish experience of liberalizing its energy market by reviewing those developments that produced its current shape. In fact there are two possible scenarios Polish policy makers can follow in liberalizing its energy sector. One would involve the UK approach that encompasses: ownership unbundling, less market concentration, less public ownership and more private capital in the industry. The second scenario …

Benefits And Costs Of Vertical Separation In Network Industries. The Case Of Railway Transport In The European Environment, Marcin Król

Yearbook of Antitrust and Regulatory Studies

The article is devoted to a phenomenon called vertical separation in the area of network industries. Arguments for and against these tendencies have been examined using the example of the European railway transport. The complete analysis presents vertical separation as a promising solution for the railway industry. One of the conditions for the success of this reform is forming of a close cooperative relationship, based on loyalty and trust, between the infrastructure manager …

Playing By The Rules: Combating Al Qaeda Within The Law Of War, David Glazier Dec 2009

Playing By The Rules: Combating Al Qaeda Within The Law Of War, David Glazier

William & Mary Law Review

Although the conflict formerly known as the “war on terror” is now in its eighth year, key legal issues governing the use of force and military detention remain largely unresolved. These questions survive the Bush administration, as the United States continues to launch aerial strikes against al Qaeda and President Obama has indicated his intention to continue the use of preventative detention and military trials even after Guantánamo is closed. Military victory is not possible, but good faith application of authority from the law of war can effectively complement traditional criminal law in combating the threat. Even if the Geneva …

Observations Of Badgers Preying On Black-Tailed Prairie Dogs, Daniel S. Licht Dec 2009

Observations Of Badgers Preying On Black-Tailed Prairie Dogs, Daniel S. Licht

The Prairie Naturalist

American badgers (Taxidea taxus) often visit black-tailed prairie dog (Cynomys ludovicianus) colonies, most likely in search of prey (Lomolino and Smith 2004, Shaughnessy and Cifelli 2004). Badgers are well suited to hunting fossorial prey such as prairie dogs by excavating burrows and capturing individuals belowground (Lindzey 2003). However, the ecological literature is sparse regarding details of how badgers hunt and capture prairie dogs underground. Eads and Biggins (2008) documented three occurrences of a badger excavating prairie dogs. That badger (apparently the same individual) had a den within the prairie dog town where captures occurred. This note …

Mortality Of Cranes (Gruidae) Associated With Powerlines Over A Major Roost On The Platte River, Nebraska, Gregory D. Wright, Timothy J. Smith, Robert K. Murphy, Jeffery T. Runge, Robert R. Harms Dec 2009

Mortality Of Cranes (Gruidae) Associated With Powerlines Over A Major Roost On The Platte River, Nebraska, Gregory D. Wright, Timothy J. Smith, Robert K. Murphy, Jeffery T. Runge, Robert R. Harms

The Prairie Naturalist

Two 69-kilovolt powerlines spanning the Platte River in south central Nebraska are suspected to cause substantial mortality to sandhill cranes (Grus canadensis) and pose a threat to endangered whooping cranes (G. americana) that roost overnight on the river during spring and fall migrations. Most studies of crane collisions with powerlines in the region have focused on counts of carcasses away from night roosts on the river and none have accounted for potential biases in detecting carcasses. We found 61 carcasses of sandhill cranes below over-river segments of the two powerlines during 4 March to 7 April …

Bed Site Selection Of Fawn Pronghorn In Custer State Park, South Dakota, Chad P. Lehman, Jamin D. Hartland, Barbara J. Keller, Joshua J. Millspaugh, Gary C. Brundige Dec 2009

Bed Site Selection Of Fawn Pronghorn In Custer State Park, South Dakota, Chad P. Lehman, Jamin D. Hartland, Barbara J. Keller, Joshua J. Millspaugh, Gary C. Brundige

The Prairie Naturalist

We evaluated pronghorn (Antilocapra americana) fawn bedding site characteristics on a prairie and ponderosa pine (Pinus ponderosa) landscape interface in Custer State Park, South Dakota. We radio-marked 16 adult female pronghorn and collected bed site information from their fawns during 2007~2008. We compared bed site selection with random sites (n = 74) during 2 periods; the early hiding phase when fawns were 1 ~28 days of age (n = 23 bed sites) and the later group phase when fawns were 29~60 days of age (n = 52 bed sites). During the hiding phase fawns selected dry …

Joseph Priestley: Scientist, Philosopher, And Theologian: Book Review, Michael Austin Dec 2009

Joseph Priestley: Scientist, Philosopher, And Theologian: Book Review, Michael Austin

Religion in the Age of Enlightenment

I n two hundred or so published works between 17 60 and his death in 1804, Joseph Priestley established himself as an important voice in more than a half a dozen important fields. He was a grammarian and pedagogue, philosopher and political theorist, historian, world famous scientist who played a major part in the discovery of oxygen, and important figure in the development of Unitarianism. Covering all of this in a single introductory volume is a big job, and Joseph Priestley: Scientist, Philosopher, and Theologian does it well, providing a much needed introduction to the thought of one of the …
