Recent U.S. high consequence events have clarified the importance of government collaboration with industry. The benefit of such collaboration was one of the most important lessons learned from Hurricane Katrina. The resources owned and controlled by American industry dwarf those available to local, state and even the federal government departments. Better agreements and incentives to bring the full capabilities of industry squarely into the national response agenda will be indispensable in effectively responding to large-scale catastrophes. During the 1980's and 1990's, the firm of MAAR Associates of Newark, Delaware, conducted more than thirty archeological investigations of the prehistoric sites and Danish Plantations of the U. S. Virgin Islands. These studies were conducted to fulfill the requirements of the National Historic Preservation Act prior to proposed hotel construction there. However, after the islands were devastated by Hurricane Hugo in 1987, many of these projects were never built. Nonetheless, a great volume of information about the history and prehistory of the Virgin Islands was collected. This study will provide a compilation of some of the discoveries made during …

During the past year, the Mine Action Information Center at James Madison University has partnered with a British EOD consultancy company, C King Associates Ltd, to conduct a preliminary study into the effects of aging on landmines. This project entailed examination and disassembly of several types of anti-personnel mines, a literature review of relevant material and analysis of the initial findings.

The thesis compares the period of transition to democracy in Portugal and Iran after the collapse of the authoritarian regimes through revolutions in 1974 in Portugal and 1979 in Iran. Despite the similarities the cases share, the outcome of the transition in Portugal was a political democracy while Iran faced the rise of authoritarianism. The research compares the similar and dissimilar variables between Portugal and Iran such as the form of the break with authoritarianism and holding of initial elections, institutional design, involvement in wars, and popular mobilization. This paper presents some thoughts on the progress of Muslim women towards gender justice. It argues that Liberal Legal feminism shares a common understanding of history and progress with those Liberal political theories that justified the British Empire. Because of this genealogy, Liberal feminism seeks to reform cultures and societies that do not comport with a particular Liberal teleology that forecloses the expression of alternative ideas of history, progress, and human flourishing. It further argues that Muslim women's organizations that partner with Northern organizations sometimes seek to fulfill Liberal expectations of victimhood at the hands of their culture. This article discusses the affect decay has within a systems approach used when implementing security strategies, in particular, the theory of defence in depth. Defence in depth is implemented within a risk management framework to reduce an organisation’s identified risks, which could lead to undesirable and unacceptable consequences. Defence in depth aims to link layered security elements into a system to ensure a holistic and functional security system, underpinned by the functions of; deter, detect, delay, response and recovery. Understanding Norms Without A Theory Of Mind, Kristin Andrews

I argue that having a theory of mind requires having at least implicit knowledge of the norms of the community, and that an implicit understanding of the normative is what drives the development of a theory of mind. This conclusion is defended by two arguments. First I argue that a theory of mind likely did not develop in order to predict behavior, because before individuals can use propositional attitudes to predict behavior, they have to be able to use them in explanations of behavior. The outstanding problem faced by operational systems that utilize the ionosphere is that ionospheric weather variability is comparable to the ionospheric climate variability. However, the number of simultaneous measurements is orders of magnitude too few to resolve the weather scales that are impacting systems. We describe a prototype distributed array of affordable passive radio beacon monitors combined with a central data repository and a data-model analysis system called the Frequency-Agile Distributed Sensor System (FADSS). By monitoring signals from terrestrial VLF/HF radio beacons the FADSS tracks changes in the D, E, or F regions and makes appropriate modifications to the ionospheric …

Projections of the future national-security environment are always laden with uncertainty and ambiguity. However, they help to serve an early-warning function concerning emergent threats and the nationalist capabilities that will be required to respond to them. With this in mind, I would like to offer a reconceptualization of the 2006 Quadrennial Defense Review, or QDR, threat categories by viewing these threat potentials through a modified perceptual lens.

In this review, we develop a framework to guide future research and to examine the execution of leadership in extreme contexts. We start by defining and distinguishing extreme contexts from crisis and other contexts. A five component typology is developed comprised of magnitude of consequences, form of threat, probability of consequences, location in time and physical or psychological–social proximity. We discuss the unique influences these components have on leadership processes in extreme contexts examining the relevance of organization types such as critical action and high reliability organizations. Two major classes of polar compounds have recently become a major focus as sources of contamination of water systems. Pharmaceuticals and personal care products (PPCPs) enter water through wastewater streams, and many of these compounds survive current wastewater treatment processes. High production volume chemicals (HPVCs), defined as chemicals produced in excess of one million pounds per year have numerous entries into surface and drinking waters due to their ubiquity. The commonality between many of these compounds is their polarity, which makes them water-soluble.

Contact programs, such as Seeds of Peace, subscribe to the assertion that an essential element to co-existence between groups with a violent history is to provide situations in which out-group members are encouraged to form new relationships. Although the individual may have positive feelings toward out-group members at the conclusion of the program, he or she must return home to existing social networks, which may not hold the same tolerant attitudes.
