The Japanese government is now reviewing the National Defense Program Guidelines in and after FY 2005 (NDPG 04), and this review will be completed by the end of this year. Even though NDPG 04 provides Japan's security and defense policy vision to FY 2014, the government nevertheless has decided to change it completely. The purpose of this thesis is to know the reason why the Japanese government has decided to change NDPG 04 completely, the likely contents of NDPG 09, and NDPG 09's effect on the US-Japan alliance.

One of the greatest challenges facing network operators today is the identification of malicious activity on their networks. The current approach is to deploy a set of intrusion detection sensors (IDSs) in various locations throughout the network and on strategic hosts. Unfortunately, the available intrusion detection technologies generate an overwhelming volume of false alarms, making the task of identifying genuine attacks nearly impossible. This problem is very difficult to solve even in networks of nominal size. The task of uncovering attacks in enterprise class networks quickly becomes unmanageable.

Considering today's expeditionary warfare, it is essential the United States military service academies produce cadets and midshipmen who are intrinsically academically motivated, intellectually curious, and ready to meet the diversity of "publics and parliaments" they may influence during worldwide deployments (Scheffer, 2007). Research shows teachers' learner-centered practices that focus on students' needs positively influence college students' academic motivation. The purpose of this study was to measure cadets' levels of academic motivation and perceptions of learner-centered practices at the United States Air Force Academy.

Although a number of approaches to the issue of religious violence are already available for academic consumption, this study attempts to approach the problem of the violent tension between religious principles and secular socio-political realities from a new perspective. We argue that religious violence is best conceptualized as a moment of crisis in the relationship between law and justice, considered as both intimately related (in Kant's analysis of the rightful condition) and peculiarly disjointed (in Derrida's reflections on the possibility of "justice beyond law"). Though commonly overlooked, communities of displaced persons often play a complex and significant role in the emergence and perpetuation of ethnic conflict. This paper looks at the intersection of these themes in the conflict between the former Soviet Republic of Georgia and the separatist region of Abkhazia. In particular it looks at the nature of protracted or "frozen" conflict with particular attention to the role of the displaced community in the conflict's entrenchment. Specifically, it seeks to answer the question: why do certain conflicts go unresolved for so long, and what role do refugees play in this resolution resistance?

Part I of this article discusses and analyzes clawbacks in general, including clawbacks that are part of common-law remedial schemes, federally legislated clawbacks, and those triggered by contractual clawback provisions. Part II of this article analyzes the tax consequences to the executives that result from the repayment or forfeiture of compensation. This part provides an analysis of the annual accounting concept and the claim-of-right doctrine which will generally result in the payment and return of compensation to be accounted for in separate tax years and, concomitantly, will generally result in incongruent tax consequences. Successful organizations, whether for profit or not for profit, must consider many factors when creating an effective program design. This study investigated the role stakeholders played in orthopedic supply delivery and what factors contribute to an efficient distribution of resources.

Robots In War: Issues Of Risk And Ethics, Patrick Lin, George A. Bekey, Keith Abney

Philosophy

War robots clearly hold tremendous advantages-from saving the lives of our own soldiers, to safely defusing roadside bombs, to operating in inaccessible and dangerous environments such as mountainside caves and underwater. Without emotions and other liabilities on the battlefield, they could conduct warfare more ethically and effectively than human soldiers who are susceptible to overreactions, anger, vengeance, fatigue, low morale, and so on. But the use of robots, especially autonomous ones, raises a a host of ethical and risk issues. This paper offers a a survey of such emerging issues in this new but rapidly advancing area of technology.

The images of a nuclear war bringing the end of the world or something close to it have been firmly planted in the human imagination since 1945. Fiction and speculative nonfiction writers quickly followed John Hersey’s factual and journalistic Hiroshima with fantastic imaginings of nuclear Armageddon, especially once the Cold War began. In the early nuclear age, visions of future wars often fell into the nuclear holocaust, end-of-the-world genre. Writers imagined future nuclear war as a no-win exchange of strategic city-busting nuclear weapons. This tradition continued until the end of the Cold War. A core argument of this Essay is that the capability to make borderings has itself switched organizing logics: from institutionalizing the perimeter of a territory to multiplying transversal borderings cutting across that perimeter. This switch is partly linked to the types of scalar shifts in the operational space of a growing number of systems. This Article argues that the most difficult future crises for which this legal debate is most consequential will not resemble those described by Prime Minister Thatcher or Director ElBaradei. Rather, in confronting potentially hostile and aggressive states believed to pose a WMD threat, decisionmakers contemplating the use of force will face an intelligence picture that is open to reasonable debate (contra Thatcher) and irresolvable to high levels of certainty (contra ElBaradei). This paper examines how competing legal approaches deal with this epistemic problem.

This study is based on the World War II experiences of Howard Peach, Bryant class of 1942 and founding member of the Bryant Service Club (BSC), a student organization that supported Bryant alumni during the war years. It is based on letters that Peach received and wrote to the BSC during his service with the Army Signal Corps from 1942 until early 1946 as well as oral interviews that the authors conducted at his home in Cape Cod, Massachusetts during 2009. This is the first article to assess the importance of Luciano Bianciardi’s last novel, Aprire il fuoco [Open Fire!](1969), a work often overlooked, that offers crucial insights into Bianciardi’s commitments to social causes. A so-called “irregular” of 20th-century Italian literary panorama, Luciano Bianciardi (1922-1971) in his Aprire il fuoco discusses his idea of literature as an activity that must aim at assuming the role of ethical guide in societies. In my article, I gloss the often obscure historical and literary references of the novel, and provide a critical assessment of its impact.

Catastrophe and Television in the Wake of Katrina: Working through the shift in the ideological parameters of the television form from conjunction to flow, as suggested in Raymond Williams' essays, the author argues that conjunction is still available and can denaturalize the flow form as a determinate paradigm of narrative incoherence and "full" subsumption. The argument of the essay traverses the formal, spatial and regional coordinates of the flow form, especially in disaster reportage on BBC World and the Indian media, which recompose imperial "worlds" and recast resistant gendered agencies.
