Changes Voter Approval Requirement For Local Bonds And Taxes To 55% From Two-Thirds So Long As Accountability Requirements Met. Initiative Constitutional Amendment And Statute.
Initiatives
Changes voter approval requirement to 55% from two-thirds for local infrastructure bonds, property taxes to repay bonds where taxes exceed 1% of the property's assessed value, and certain local taxes where taxes are to be used only as voters specify. Allows 55% vote only when certain "accountability requirements" are satisfied. Prohibits state from taking local tax revenues and requires public hearings on fund use, independent audits, and citizens' oversight committees. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: Major increases in local government revenues and spending. Depending on local voter …

Student Affairs Digital Community Development
The general purpose of this meeting was to continue the dialog we started on 11/18. A second major purpose is to explore the possibility of holding an Equity Council Student Leadership Conference at URI's W. Alton Jones Campus in early February.
The focus of the retreat was to gather data in order to have a sense of the current climate/culture present at URI. To conduct focus groups at Alton Jones. The forums/ focus groups addressed issues revolving around the following areas: Academics/Curricular issues/concerns, Housing and Residential Life, Student Leaders and Student Groups, Faculty Diversity Training/Interventions, and Campus Climate.
Developing A Community Clinic To Address The Health Needs As Experienced By A Small Rural Village In Sierra Leone, Doris K. Acton
Developing A Community Clinic To Address The Health Needs As Experienced By A Small Rural Village In Sierra Leone, Doris K. Acton
Theses and Graduate Projects
Developing countries experience a disproportionate amount of health care inequities due to extreme poverty, lack of education, minimal resources and marginalization from health care services. Additionally, barriers such as access, availability and affordability prevent people from seeking care. Development of community based clinics can help to address the health disparities that the people of these countries often experience. Utilizing Madeleine Leininger's Culture Care Theory and the Sunrise Enabler provide a framework on which to develop clinics and health care programs in ways that are culturally congruent and acceptable. This paper addresses the health needs of Manonkoh, a small village in …

Now days every organization uses SQL plus tool to write SQL commands in oracle database or in some other databases. As an industry norms database must be under control of database administrator, which means no other user can access the database but sometimes organization will give permissions to all users in that organization to access the database for some projects and also organization has to give permissions for their clients to access database but sometimes manually it is not possible. To avoid these types of problems UNIFIED DATABASE INTERFACE was introduced. UNIFIED DAT ABASE INTERFACE is an industry-standard tool for …

Corporate Social Performance: Reporting Roundtable, Poonam Puri, Edward J. Waitzer, Kevin Ranney, Michael Torrance
Commissioned Reports, Studies and Public Policy Documents
The purpose of this consultation (to take place in Toronto, Canada on December 7, 2009) is to elicit the views of informed stakeholders in a review of reporting and disclosure requirements under Ontario securities legislation for corporate “social” performance. In particular, the Consultation paper considers whether existing reporting and disclosure requirements on corporate social performance are adequate. If change is advisable, the question becomes what regulatory or other measures merit consideration.
The Consultation is in response to a private member’s resolution introduced by the Honorable Laurel Broten (Etobicoke-Lakeshore), and passed unanimously by the Ontario Legislature (the “Resolution”). In part, the …

Multidimensional Methods: Applications In Drug-Enzyme Intrinsic Clearance Determination And Comprehensive Two-Dimensional Liquid Chromatography Peak Volume Determination, Dennis Thekkudan
Theses and Dissertations
The goal of the first project was to evaluate strategies for determining the in vitro intrinsic clearance (CLint) of dextrorphan (DR) as metabolized by the UGT2B7 enzyme to obtain dextrorphan glucuronide (DR-G). A direct injection liquid chromatography-mass spectrometry (LC-MS) method was used to monitor products using the pseudo-first-order (PFO) model. Standard enzymatic incubations were also quantified using LC-MS. These data were fit utilizing both PFO and Michaelis-Menten (MM) models to determine estimates of kinetic parameters. The CLint was determined to be 0.28 (± 0.08) µL/min/mg protein for a baculovirus insect cell-expressed UGT2B7 enzyme. This is the first confirmation that dextrorphan …

Viscosity Dependent Liquid Slip At Molecularly Smooth Hydrophobic Surfaces, Sean P. Mcbride, Bruce M. Law
Viscosity Dependent Liquid Slip At Molecularly Smooth Hydrophobic Surfaces, Sean P. Mcbride, Bruce M. Law
Physics Faculty Research
Colloidal probe atomic force microscopy is used to study the slip behavior of 18 Newtonian liquids from two homologous series, the n-alkanes and n-alcohols, at molecularly smooth hydrophobic n-hexadecyltrichlorosilane coated surfaces. We find that the slip behavior is governed by the bulk viscosity η of the liquid, specifically, the slip length b∼ηx with x∼0.33. Additionally, the slip length was found to be shear rate independent, validating the use of Vinogradova slip theory in this work.

Nocturnal Fish Distribution, Feeding And Predation Risk In Relation To A Mangrove-Seagrass Ecotone, Neil Hammerschlag
Nocturnal Fish Distribution, Feeding And Predation Risk In Relation To A Mangrove-Seagrass Ecotone, Neil Hammerschlag
Open Access Dissertations
The combined effects of food availability and predation risk on fish foraging behavior have been investigated via both laboratory and field experiments, primarily in temperate, freshwater systems and during daylight hours. In contrast, relatively little attention has been directed towards fish foraging decisions along subtropical shorelines, which serve as nursery grounds for a variety of economically important fishes, as well as at night, when many species emerge from refuges to feed. The mangrove-seagrass ecotone and adjacent seagrass beds constitute nocturnal feeding grounds for fish secondary-tertiary consumers. In subtropical Biscayne Bay, Florida (USA), I investigated the influences of food and risk …

In When Obscenity Discriminates, I argued that the First Amendment’s obscenity doctrine has generated discriminatory collateral effects against gays and lesbians, and that those collateral effects generate a need to refine the obscenity doctrine in light of the Supreme Court’s decision in Lawrence v. Texas. In his response, If Obscenity Were to Discriminate, Professor Barry McDonald agrees with my essay’s “core insight—that the Miller obscenity test should be applied in a manner that is neutral as to the sexual orientation of the pertinent actors,” and notes that this insight “appears to have substantial support in basic principles …

Effect Of The Interactive Computerized Information For Surrogates Icu Program In Increasing The Understanding Of Informed Consent And The Knowledge Of Genetic And Genomics Research, Ann Kathleen Shelton
Dissertations
Background: A significant and growing number of clinical research studies conducted in Intensive Care Units (ICUs) today have some genetic and genomics component. Surrogates approached to authorize participation in clinical research for a loved-one in the ICU may not be prepared to make informed decisions. A model of stewardship of genetic and genomics research was used as a framework for this study. Purpose: The purpose of this investigation was to examine the effect of an educational program, the Interactive Computerized Information for Surrogates (ICIS) ICU Education Program in assisting surrogates to (1) increase their understanding of the process of informed …
