Professor Creel testifies that incarceration alone cannot address the problem of crime in Indian Country and advocates for additional funding and greater access to effective substance abuse treatment programs, education and job training, and culturally-based re-entry programs. Creel's testimony also emphasizes that Native American defendants in tribal court should be afforded the right to counsel, including the right of court appointed counsel, and due process of law. In his "The Problem of Evil and Some Varieties of Atheism," William Rowe famously argues that there are no God justifying goods that we know of that can excuse God's allowing the very many widespread evils and horrors there are in our world. I argue that this forms the backbone of his 2004 volume entitled Can God be Free? in which he posits two further arguments: (1) God must create the best of necessity and is thereby not free and so not praiseworthy, and (2) God cannot create a best world (since there is no best) and so always does …

Senior leadership of the Air Force's Space and Missile Center suggested an investigation of systems integration within the space acquisition community in the fall of 2008. This thesis performs that investigation. A review concluded that while Systems Integration (SI) is extensively discussed as an area deserving considerable attention in the Systems Engineering literature, definitions are weak and methods and tools non-existent. Known SI activities are not being traced and assessed for adequacy throughout system development. Hoke's comments to the FCC on expanding civic participation in voting by expanded use of the Internet. Hoke recommends that the FCC not become involved in election regulatory issues concerning the Internet, but will support a different federal regulatory agency with national security and technical-cybersecurity expertise receiving primary jurisdiction over election cybersecurity.

We all have access to large collections of digital text documents, which are useful only if we can make sense of them all and distill important information from them. Good document clustering algorithms that organize such information automatically in meaningful ways can make a difference in how effective we are at using that information. In this paper we use model-based document clustering algorithms as a base for bisecting methods in order to identify increasingly cohesive clusters from larger, more diverse clusters. Governance In Motion: Service Provision And Child Welfare Outcomes In A Performance-Based, Managed Care Contracting Environment, Bowen Mcbeath, William Meezan
School of Social Work Faculty Publications and Presentations
Examining the linkage between service provision and client outcomes is important in performance-based human service environments. Since most performance initiatives reward agencies for improving client outcomes rather than providing specific services, managers may have incentives to streamline workers’ efforts and reduce resources devoted to services considered nonessential. This article uses data from a performance-based child welfare initiative to examine the relationship between child permanency outcomes, the services provided by caseworkers, and the environment surrounding frontline service provision. Findings indicate that greater service efforts are required to reunify children with parents than to reach other outcomes, including adoption and placement with …
