Cityland – Vol. 6, No. 11, Center For New York City Law

CityLand - 2009

The December 2009 issue of CityLand covers major land use, preservation, and legal developments in New York City. The City Council approved a modified plan for the Western Rail Yard in Hudson Yards, securing permanently affordable housing. It rejected the Kingsbridge Armory redevelopment due to the lack of a living wage provision. The Council also approved a rezoning in West Harlem and a controversial plan for the Broadway Triangle in Williamsburg. Landmark actions included the designation of the Paramount Hotel and one of the B.F. Goodrich Company Buildings, while denying designation of its sister building. Landmarks also reviewed a rooftop …

Internal Priming: An Opportunistic Pathway For L1 And Alu Retrotransposition In Hominins, Deepa Srikanta, Shurjo K. Sen, Erin M. Conlin, Mark A. Batzer Dec 2009

Internal Priming: An Opportunistic Pathway For L1 And Alu Retrotransposition In Hominins, Deepa Srikanta, Shurjo K. Sen, Erin M. Conlin, Mark A. Batzer

Faculty Publications

Retrotransposons, specifically Alu and L1 elements, have been especially successful in their expansion throughout primate genomes. While most of these elements integrate through an endonuclease-mediated process termed target primed reverse transcription, a minority integrate using alternative methods. Here we present evidence for one such mechanism, which we term internal priming and demonstrate that loci integrating through this mechanism are qualitatively different from "classical" insertions. Previous examples of this mechanism are limited to cell culture assays, which show that reverse transcription can initiate upstream of the 3′ poly-A tail during retrotransposon integration. To detect whether this mechanism occurs in vivo as …

The Acs Survey Of Galactic Globular Clusters. Ix. Horizontal Branch Morphology And The Second Parameter Phenomenon, Aaron Dotter, Ata Sarajedini, Jay Anderson, Antonio Aparicio, Luigi R. Bedin, Brian Chaboyer Dec 2009

The Acs Survey Of Galactic Globular Clusters. Ix. Horizontal Branch Morphology And The Second Parameter Phenomenon, Aaron Dotter, Ata Sarajedini, Jay Anderson, Antonio Aparicio, Luigi R. Bedin, Brian Chaboyer

Dartmouth Scholarship

The horizontal branch (HB) morphology of globular clusters (GCs) is most strongly influenced by metallicity. The second parameter phenomenon, first described in the 1960s, acknowledges that metallicity alone is not enough to describe the HB morphology of all GCs. In particular, astronomers noticed that the outer Galactic halo contains GCs with redder HBs at a given metallicity than are found inside the solar circle. Thus, at least a second parameter was required to characterize HB morphology. While the term "second parameter" has since come to be used in a broader context, its identity with respect to the original problem has …

The Albany Movement And The Limits Of Nonviolent Protest In Albany, Georgia, 1961-1962, Brendan Kevin Nelligan Dec 2009

The Albany Movement And The Limits Of Nonviolent Protest In Albany, Georgia, 1961-1962, Brendan Kevin Nelligan

History & Classics Undergraduate Theses

This thesis argues that the failure of the Albany Movement to force desegregation and gain concessions from the white establishment resulted from the use of a deeply flawed nonviolent protest model that required vast public dedication. The absence of this dedication led directly to the defeat of the Albany Movement in 1962. Further, the paper demonstrates that King and the SCLC implemented the same defective strategy in Birmingham a year later, very nearly leading to the failure of what Americans commonly see as a victory for the Civil Rights movement. Failing to study and truly understand the events in Albany …

Production Of Iron Using Environmentally-Benign Renewable Or Recycled Reducing Agents, Timothy C. Eisele, Surendra Komar Kawatra Dec 2009

Production Of Iron Using Environmentally-Benign Renewable Or Recycled Reducing Agents, Timothy C. Eisele, Surendra Komar Kawatra

Michigan Tech Patents

To produce metallic iron from iron ore, a composition comprising a mass of material formed from a mixture of iron ore particles and particles of a reductant that is either a biomass material in particulate form or a plastic resinous material in particulate form is used. The reductant can also be a mixture of biomass material and resin in any proportions. The mass of material comprises at least one body having a shape adapted for smelting such as pellets, briquettes, pieces or lumps. The pellets have sufficient cohesion to maintain the shape into which they have been formed. The invention …

Fleet Dynamic Analysis Of The Taiwan Offshore Trawl Fishery: An Application Of The Sea Surface Temperature Measures, Chin-Hwa Sun, Fu-Sung Chiang Dec 2009

Fleet Dynamic Analysis Of The Taiwan Offshore Trawl Fishery: An Application Of The Sea Surface Temperature Measures, Chin-Hwa Sun, Fu-Sung Chiang

Journal of Marine Science and Technology–Taiwan

The overall goal of this paper is to provide important information documenting and analyzing Taiwan’s trawl fishing fleet activities in the northeastern of Taiwan. Seasonal SST data are used to analyze different seasonal fishing patterns and the density of fleet dynamics of offshore trawl fleet is used to identify five distinct fishing areas (A, B, C, D, and E) in the northeastern of Taiwan. A Wilcoxon sign test is used to examine the variability in the percent of days spent in each fishing area from 1993 to 1996. Results show that a significant portion of trawl vessels have shifted from …

Non-Darcy Flow And Heat Transfer In A Porous Insulation With Infiltration, Hwa-Chong Tien, Kwang-Sheng Chiang Dec 2009

Non-Darcy Flow And Heat Transfer In A Porous Insulation With Infiltration, Hwa-Chong Tien, Kwang-Sheng Chiang

Journal of Marine Science and Technology–Taiwan

This work analyzes non-Darcy flow and heat transfer in a vertical slot filled with a porous matrix. The left and right vertical boundaries of the porous system are maintained at higher and lower temperatures, respectively. The horizontal boundaries are assumed to be impermeable and insulated. The vertical boundaries are either completely impermeable, where free convection is induced, or partially permeable in a way to simulate the wall leakage in the building materials, where both air infiltration and free convection exist. The non-Darcy model, which includes the Brinkman and Forchheimer extensions along with the convection terms, is employed to describe the …

Passive Earth Pressures On A Pile Cap With A Dense Sand Backfill, Robert Ashall Marsh Dec 2009

Passive Earth Pressures On A Pile Cap With A Dense Sand Backfill, Robert Ashall Marsh

Theses and Dissertations

Pile groups are often used to provide support for structures. Capping a pile group further adds to the system's resistance due to the passive earth pressure from surrounding backfill. While ultimate passive earth pressure under static loading conditions can be readily calculated using several different theories, the effects of cyclic and dynamic loading on the passive earth pressure response are less understood. Data derived from the full-scale testing of a pile cap system with a densely compacted sand backfill under static, cyclic, and dynamic loadings was analyzed with particular focus on soil pressures measured directly using pressure plates. Based on …

Realizing The Technical Advantages Of Star Transformation, Karen L. Darling Dec 2009

Realizing The Technical Advantages Of Star Transformation, Karen L. Darling

Regis University Student Publications (comprehensive collection)

Data warehousing and business intelligence go hand in hand, each gives the other purpose for development, maintenance and improvement. Both have evolved over a few decades and build upon initial development. Management initiatives further drive the need and complexity of business intelligence, while in turn expanding the end user community so that business change, results and strategy are affected at the business unit level. The literature, including a recent business intelligence user survey, demonstrates that query performance is the most significant issue encountered. Oracle's data warehouse 10g.2 is examined with improvements to query optimization via "best practice" through Star Transformation. …

An Investigation Into Rewriting A Security Policy For Loreto College, Paul M. Mwai Dec 2009

An Investigation Into Rewriting A Security Policy For Loreto College, Paul M. Mwai

Regis University Student Publications (comprehensive collection)

Computers as well as the networking environments in which they operate have evolved into highly sophisticated and complex systems. The intricacy of these systems and especially the relationship between them forms the greatest area of vulnerabilities for organizations. (Whitman and Mattord, 2004) Information needs to be transmitted to and from the organization, and thus may be vulnerable within certain stages along the communications line. If at any stage of the process, the information is compromised, it could have a negative impact on the entire organization. Protective measures such as disaster recover plans, encryption/ decryption, and information system security controls, can …
