Families with children are one of the fastest growing homeless populations in the United States, but are often left out of public library discussions of services to the homeless. This article will explore the demographics and educational issues surrounding children and teens who are experiencing homelessness in order to make the case that library services specifically for them are necessary. It will also look at the role library programs and services for their parents can play in improving literacy skills within the family unit. Sexual Abuse In Preschool Aged Children: Teaching Childcare Professionals To Identify Signs And Symptoms, Kristin Pleines

Identifying sexual abuse in young children is difficult, but crucial to a child’s immediate well-being and long-term well-being. Because many children spend a large percentage of their day in childcare settings, the aim of this study was to help teach early childhood educators to identify and report sexual abuse. To accomplish this, the researcher designed a training program about sexual abuse and how to report it. The training program was then forwarded via e-mail to ten experts in the childcare field who had previously expressed interest in the study. These experts responded to a survey and provided many other suggestions. …

State budget cuts reduce the resources available to the Department of Child Welfare. The Child Welfare Unit has had an increase in caseloads and a decrease in workers, resulting in an increase in caseloads for the remaining workers. In January 2009, the Department of Child Welfare made a transition with a community wide initiative to a more family directed all inclusive, team approach to service provision. The State was divided into four Initiative Regions, with a lead agency in each. Children who are forced into foster or residential care are one of the most vulnerable populations in the United States. Many of these children have not had the benefit of a positive adult role model in their lives and therefore lack social skills and self-esteem often resulting in criminal activity. Previous research indicates various positive and negative influences on morale and decision making of children and youths in both of these populations. National research has shown that high quality, alternative community based diversionary programs for delinquent youth are both more effective at reducing recidivism and less expensive than incarceration. As the state of Rhode Island faces budgetary issues, not unlike the issues the United States is facing on the national level, they have begun to move toward this model as a way to address juvenile delinquency. But the question is, does Rhode Island have the available resources to provide a better alternative for these youths than incarceration? Child protective services begin with an intake (screening) decision to accept or reject maltreatment reports. This crucial decision may lead to significant positive or negative outcomes for children and families. Little is known about characteristics that intake decision-makers share or factors that influence the decision-making process. Racially-biased intake practices have been blamed for contributing to African American children’s disproportionate overrepresentation in the child welfare system. Concerns have emerged that social workers may hold negative stereotypes about African Americans and parents who use drugs. Stereotypical biases may influence decisions in reports alleging parental drug use and/or involving African American families. This …

Between the ages of nine and twelve, key developmental differences exist between genders. Boys’ and girls’ brains simply develop in a different sequence (Sax, 2007) and at a different rate (Hanlon, et al., 1999). Since the 1970’s a tendency toward gender blindness and a lack of understanding about the real developmental differences between boys and girls may have limited the ability of youth professionals to best serve all youth. We’Re Here, We’Re Hopeful, And We Can Do Well: Conceptions And Attributes Of Positive Youth Development Among Immigrant Youth, Yulika Forman, Dan Du, Megan Kiely, Jennifer Carrano

Using qualitative and quantitative information from Grades 8 and 9 of the 4-H Study of Positive Youth Development (PYD), we describe the conceptions of thriving youth present within adolescent immigrants to the United States, and interrelate these conceptions with quantitative scores for PYD, contribution, and positive future orientation. Conceptions of thriving that included positive future orientation were associated with higher quantitative scores for PYD and Contribution. Conceiving of thriving as making contributions to themselves or their communities was associated with higher quantitative scores for Contribution. These findings suggest that immigrant youth whose qualitative definitions of thriving include the U.S.-based conceptions …

A Good Friend’: The Role Of Peer Networks In Juvenile Treatment Courts, Pamela Linden, Shelly Cohen

A primary goal of Juvenile Treatment Courts is participant abstention from the use of alcohol and drugs. The present paper seeks to understand the role of social networks in participant abstention by examining the accounts of peer interactions of 37 current and former youth participants in New York State. This qualitative study found that while severing deviant network ties were involved in abstention in some cases, the dominant theme was the perceived protective role of emotionally close, albeit drug using, peers in supporting abstention. A recent report, 4-H Critical Indicators of Youth Development Outcomes for Mission Mandates, outlines a nationwide evaluation of youth program quality and impact of three new programming initiatives. The plan is presented as a model for youth development impact and organizational change. Discussion focuses on the three components of the plan, including evaluation context, framework for assessing program quality and outcomes, and implementation issues critical to successful evaluation.

Federal legislation was enacted in the 1980’s to expand Medicaid eligibility of prenatal care coverage. Despite this focus however, many women still continue to not utilize care early or adequately (Regenstein, Cummings, & Huang, 2005, p.1). This study examines how barriers to utilizing early and adequate prenatal care, such as a lack of transportation and/or childcare, affect women of low income living in Rhode Island. Specifically, the focus is on the clients’ perceptions of the client-prenatal service provider relationship. On April 14, 2009, approximately 175 individuals from public and private nonprofit agencies across Nevada came together with representatives from national organizations and federal agencies to attend the Nevada Nonprofit’s Children Summit hosted by Senator Harry Reid and co-sponsored by the Nevada Institute for Children’s Research and Policy and the Children’s Advocacy Alliance. Participants gained insight into federal initiatives and discussed practice and policy priorities in the areas of child welfare, juvenile justice and youth homelessness. Substance Abuse Program Availability And Child Maltreatment, Cindy Juby Ph.D.
Contemporary Rural Social Work Journal
The objective of this study was to examine the relationships between substance abuse treatment availability, drug and DUI arrests, and child maltreatment across metropolitan, nonmetropolitan/adjacent, and nonmetropolitan/nonadjacent counties in Iowa. County-level data from Iowa between 2002 and 2005 were analyzed for associations between the selected variables. Regression and a path model were the methods of analysis and minority and poverty status were included in the design as control variables. The results revealed that counties with further proximity from metropolitan areas, those with increased drug arrest rates, and those with the highest poverty rates had positive and significant impacts on child …

The purpose of this study was to explore the experiences of school counselors during or after making suspected child abuse and neglect reports. The survey population for this study consisted of all members of the American School Counselor Association (ASCA) who identified themselves as working in elementary, elementary/middle, middle/junior high, middle/secondary, secondary/high school, and K-12 work settings. Email addresses were obtained from the ASCA online member directory during the summer of 2008. A total of 847 surveys were completed and returned. A total of 11,113 ASCA members were sent surveys. Of those sent, 7,021 were returned undeliverable, suggesting that the …

Children coping with chronic illnesses employ a variety of strategies to help them defend against their illness-related stressors. In a study of children diagnosed with asthma, Ezop (2002), using the Children’s Religious Coping Scale (CRC), found that the use of positive religious coping techniques led to a better adaptation to life and a more positive perspective on illnesses. The Ezop study also found that children and adolescents used positive religious coping moderately and made only limited use of negative religious coping. The present study analyzed the positive and negative coping skills of adolescents diagnosed with cancer. Specifically, in a prior …
