The political attention paid to moral values - in the context of the high profile fights over abortion, homosexuality, and abstinence education - has developed over the past quarter century in ideological terms as though race and class no longer existed. A contributory factor in the increasing rates of young people going through the “back door” and out of our church is the extension of adolescence and the corresponding postponement of commitment. This paper will look at pluralism, the extension of adolescence, and the erosion of adulthood as some reasons why commitment is being delayed. Studies agree that the church is losing a significant proportion of its young people. This trend is hurting families, congregations and the church as a whole but very little seems to be done about it. Now is the time to do so. Back in the 1990’s the church last looked at restructuring youth ministry — following a commission on youth, the autumn council of 1992 voted a six point plan including revival, recovery, evangelism and nurture. Judicial Oversight Over The Interstate Placement Of Foster Children: The Missing Element In Current Efforts To Reform The Interstate Compact On The Placement Of Children, Vivek Sankaran

This article argues that current efforts to reform the Compact are flawed because they lack an essential element: judicial oversight of agency decision-making. The first section explores the important role that juvenile court judges play in making placement decisions for foster children. Next, an examination of the current problems in the interstate placement process demonstrates the vital need for judicial oversight of the system. Finally, a specific proposal is put forth on how best to incorporate judicial oversight without interfering with the sovereignty of states.

This article describes, and explains the rationales for, the establishment of an innovative program in which a law school and two social services agencies are collaborating in a mediation clinic that uses the transformative model of mediation to serve clients in cases that seem ideally suited to benefit from this approach to practice—so-called “PINS” (persons in need of supervision) cases involving conflict within families, between parents and their adolescent children. The purpose of this study was to examine the relationship between family leisure involvement and family functioning among families that include children with developmental disabilities. The sample consisted of 144 families (144 parents and 60 youth). Data were analyzed from the parent, youth, and family perspective. The Family Leisure Activity Profile (FLAP) was used to measure family leisure involvement. FACES II was used to measure family functioning. Development Of The Video Suggestibility Scale For Children: Spanish-Language Version, Claudia Ornelas

This study examined the psychometric properties of a Spanish version of the Video Suggestibility Scale (VSSC). A cross-cultural validation with a sample of 3-5 year old Spanish speaking children was performed to evaluate its psychometric properties (N = 79). The development of the VSSC Spanish language version (VSSC-S) is described. The new version was created using the translation-back-translation process to increase the instrument‟s equivalence. Internal consistencies were satisfactory. Construct validity was assessed by using factor analysis and the Varimax procedure. As expected, the VSSC-S items loaded on two separate factors. This article begins with the context: despite increases in the number of adoptions from foster care achieved in the 1990s, tens of thousands of children remain in foster care awaiting adoption or permanent guardianship. The following section provides background on subsidy law and policy. The section describes the recent history of federal and state subsidies for parents who adopt children from the state foster care systems; the section describes state subsidies for caregivers who become legal permanent guardians of children in the state child welfare systems, and the section describes the disparities between adoption and guardianship subsidies and the subsidies …

This paper traces the history of attempts to restrict contraception, the legal events securing widespread access to contraception and their importance to a generation of college-aged women, the short-lived nature of the consensus that produced them, and the potential of the issue to serve as a rallying point for a revitalized feminism. It explores the hypocrisy of a system that, whatever its values, makes reproductive autonomy readily available for the affluent and the sophisticated and increasingly beyond the reach of the most vulnerable. It is widely recognized that alcoholism and relationship violence often have serious consequences for adults; however, children living with alcoholic parents are susceptible to the deleterious familial environments these caregivers frequently create. Given the prevalence of IPV among patients entering substance abuse treatment, coupled with the negative familial consequences associated with these types of behavior, this review explores what have been, to this point, two divergent lines of research: (a) the effects of parental alcoholism on children, and (b) the effects of children's exposure to intimate partner violence. Due to continued fragmentation and gaps in mental health services and the increase in the prevalence of mental health problems for children, youth, and their families, these populations remain underserved. In 2003, the federal New Freedom Commission (Commission) responded by publishing policies to address these concerns. As directed in 2005, the Substance Abuse and Mental Health Services Administration (SAMHSA) funded planning incentive grants to states to transform their delivery of care.

The study reviewed the federal policy, specifically the recommendations of the Commission’s Subcommittee on Children and Families, and Washington State’s policy and implementation actions of its five-year SAMHSA incentive …

A significant amount of research has examined the complex set of ecological factors that are associated with alcohol use and abuse during adolescence. Much of this research has focused exclusively on males or failed to report differences by gender. Shifting trends towards earlier age of onset and earlier development of problems among girls highlights the need to explore these factors in both adolescent males and females. Three hundred and seventy middle school students completed self-report assessments of several ecological domains of risk (e.g., peer, family management, community) at two different time points (beginning of sixth grade, end of seventh grade). …

Discrepancies In Reporting Of Physical And Sexual Abuse Among Homeless Young Adults, Kimberly A. Tyler, Lisa A. Melander

This study investigated risk factors for discrepant reporting of physical and sexual abuse among 172 homeless young adults. Discrepant reporting includes situations in which a respondent denies experiencing abuse in general but reports being a victim of specific forms of maltreatment. The results revealed that discrepant reporting rates tended to be highest for minor physical assault and for noncontact sexual abuse. Multivariate results revealed that demographic characteristics were important correlates of both discrepant physical and sexual abuse reporters. Family background characteristics also played a role in discrepant reporting for physical abuse. Overall, some young people with abuse histories are not …

Some of the concepts of the view of the childhood held by the Latter-day Saints can be found in stories told about the early life of their founder and first prophet, Joseph Smith. This paper will discuss the use of a technique known as resource mapping in an effort to improve systems of Positive Behavioral Supports (PBS) and Wraparound provided by the school system. The concept of PBS will be defined and discussed, along with a common student support philosophy known as Wraparound. Next, resource mapping will be discussed along with its associated benefits for schools and communities. Finally the results of a resource mapping project in a medium sized Midwestern community will be presented along with a discussion of the obstacles associated with such a task.

The following report outlines the planning process, the agenda, and the outcomes of the 2009 Portland National Youth Summit.
