Lower Crime Rates And Prisoner Recidivism, Stephanie Stravinskas
Lower Crime Rates And Prisoner Recidivism, Stephanie Stravinskas
Honors College Theses
The transition from prison life back into society is not simple. The number of ex-prisoners that recidivate is alarming. Ex- offenders must find a residence, purchase life’s necessities and locate a job. In addition, many prisoners have not been rehabilitated, developed skills, or obtained an education while in prison. Focusing funds on rehabilitation programs instead of the construction of new prisons may be a more effective long-term strategy to reduce criminal activity. Strategies to reduce recidivism are discussed along with an analysis of what their implementation might entail.

Examining The Impact Of Drug Court Participation For Moderate And High Risk Offenders, Kara Kobus
Examining The Impact Of Drug Court Participation For Moderate And High Risk Offenders, Kara Kobus
UNLV Theses, Dissertations, Professional Papers, and Capstones
The purpose of this study was to examine the impact of drug court participation among moderate and high risk offenders. While studies have found that intensive programs, such as drug courts, are more effective when focusing their services on high risk offenders, few studies have examined the relationship between offender risk and drug court effectiveness. Using the Level of Service Inventory-Revised (LSI-R) as a measure of offender risk, the study employed a quasi-experimental design to compare outcomes of drug court participants (n=228) and a matched sample of probationers (n=252). The analyses showed that drug court participants had lower rates of …
Organization By Form: Applying Systems Theory To Urbanization, Michael Patrick Howe
Organization By Form: Applying Systems Theory To Urbanization, Michael Patrick Howe
UNLV Theses, Dissertations, Professional Papers, and Capstones
I have come to believe that the core of our declining physical, mental and community health dwells in the current practice of land use based development. Although today's land use codes began as a legitimate response to protect people's health and welfare it has since devolved into an unsustainable process. The failure of land-use zoning is rooted in an informational disconnect created by the segregation of land into distinct uses while offering generic design standards. Whereas the current mode of land use-based zoning results in an unpredictable physical form, Form-Based Codes foster a connection between the individual to the available …
An Assessment Of Proposed Sex Offender Mobility And Residency Restrictions In Nevada, Samantha Dawn Beecher
An Assessment Of Proposed Sex Offender Mobility And Residency Restrictions In Nevada, Samantha Dawn Beecher
UNLV Theses, Dissertations, Professional Papers, and Capstones
This research explores the impact of sex offender exclusion zones and residency restrictions proposed by Nevada Senate Bill 471. This law would prohibit sex offenders from being within 500 feet of places where children congregate and living within 1,000 feet of these places. Analyses conducted using Geographic Information Systems demonstrate the degree to which offender mobility, housing, employment, and access to social services may be restricted should the law be adopted and enforced. Data are also used to assess the potential impact of the law on victimization patterns. Policy implications, data limitations, and suggestions for future research are discussed.
Targeting Youth—Hit Or Miss? Juvenile Certification In Clark County, Nevada Examined, Brittnie Turquoise Watkins
Targeting Youth—Hit Or Miss? Juvenile Certification In Clark County, Nevada Examined, Brittnie Turquoise Watkins
UNLV Theses, Dissertations, Professional Papers, and Capstones
Juvenile certification is the method by which a juvenile may be removed from juvenile court jurisdiction and placed in the adult criminal court jurisdiction. In many cases, juvenile courts exercise judicial certifications, in which a judge determines if the case will be heard in juvenile or adult court. Many factors influence a judge's determination of certification outcomes. Legal factors include dangerousness, amenability, and maturity of the youth. Extra-legal factors include race and sex. Although judges are believed to be impartial, prior research has found that these bias factors may influence outcomes. This study assesses what factors are influential in one …
Warrantless Arrests In Police Standoffs: A Common Sense Approach To The Exigency Exception, Elizabeth E. Forbes
Warrantless Arrests In Police Standoffs: A Common Sense Approach To The Exigency Exception, Elizabeth E. Forbes
Law Student Publications
In the discussion that follows, I argue that exigency in police standoff situations should be governed by the clearer, more common sense rule adopted by the Sixth Circuit - namely that exigency exists due to the inherent danger of a police standoff, and is not negated by the mere passage of time. Part I provides a backdrop for the discussion, presenting an overview of the Supreme Court's jurisprudence on exigency cases. Part II discusses the differing Sixth Circuit and Ninth Circuit approaches to exigency in police standoffs. Part III argues that the better position on exigency in police standoff situations …
Go Green-Eat Slow: A Public Relations Approach To “Going Green”, Amanda Gaynor
Go Green-Eat Slow: A Public Relations Approach To “Going Green”, Amanda Gaynor
Renée Crown University Honors Thesis Projects - All
My Capstone project is rooted in public relations and the launching of a specific publicity campaign. The context of this creative work is unique in that I implemented field research in order to conduct an actual campus event.
The nature of the field research was food tasting events. More specifically, it consisted of interviews with public relations representatives, publicity chairs, event planners, restaurateurs, and many others who play roles in the planning and execution of these food tastings. I then took this research and applied it to the creation of a “go green” themed food tasting event at Syracuse University …
Mexico's Narco-Insurgency And U.S. Counterdrug Policy, Hal Brands Dr.
Mexico's Narco-Insurgency And U.S. Counterdrug Policy, Hal Brands Dr.
Books, Monographs & Collaborative Studies
In late 2007, the U.S. and Mexican governments unveiled the Merida Initiative. A 3-year, $1.4 billion counternarcotics assistance program, the Merida Initiative is designed to combat the drug-fueled violence that has ravaged Mexico of late. The initiative aims to strengthen the Mexican police and military, permitting them to take the offensive in the fight against Mexico’s powerful cartels. As currently designed, however, the Merida Initiative is unlikely to have a meaningful, long-term impact in restraining the drug trade and drug-related violence. Focussing largely on security, enforcement, and interdiction issues, it pays comparatively little attention to the deeper structural problems that …
Incentives And Disincentives For Day Visitors To Park And Ride Public Transportation At Acadia National Park, Frank Holly
Incentives And Disincentives For Day Visitors To Park And Ride Public Transportation At Acadia National Park, Frank Holly
All Theses
Acadia National Park, located on Maine's Mount Desert Island, attracts over 2 million visitors each year (National Park Service, 2009). To protect the park's natural resources and provide for superior visitor experiences, the National Park Service established the fare-free Island Explorer bus service in 1999 to transport visitors around the park and to surrounding destinations on Mount Desert Island. This service has seen a steady increase in annual ridership, and will further expand in the future with the completion of an off-island park-and-ride transit hub called the Acadia Gateway Center. The facility would serve as a place for day visitors …
Measuring And Detecting Political Forces, Ann Zerkle
Measuring And Detecting Political Forces, Ann Zerkle
All Dissertations
The essays in my dissertation explore the impact of political action on everyday life by utilizing the modern theory of political economy and investigating the 'unintended' consequences of political behavior. Specifically, the first essay studies the impact on communities when the Army activates reservists and guardsmen. The second essay challenges traditional ways of measuring electoral data, helping in the understanding of election campaigns. The third essay demonstrates the new electoral measure to ask and answer, 'Did Bush bring home troops to bolster campaign support in 2004?'

“Let’S Do The Time Warp Again”: Assessing The Competence Of Counsel In Mental Health Conservatorship Proceedings, Grant H. Morris
San Diego Law Review
Thirty years ago, I wrote an article on mental health conservatorships in California and the role of counsel for persons for whom a conservatorship has been proposed. Data was gathered on the performance of attorneys in court hearings conducted in San Diego County Superior Court. The data revealed that lawyers representing proposed conservatees were inactive and ineffective in representing their clients' interests. The lawyers did not consider themselves advocates in an adversary process in which conservatorship was to be avoided. A year after the article was published, the California Supreme Court, citing that article as authority for the "paternalistic attitude" …
The Hidden Foreign Law Debate In Heller: The Proportionality Approach In American Constitutional Law, Moshe Cohen-Eliya, Iddo Porat
The Hidden Foreign Law Debate In Heller: The Proportionality Approach In American Constitutional Law, Moshe Cohen-Eliya, Iddo Porat
San Diego Law Review
This Article first describes the unique attributes of the use of foreign law in the Heller dissent, and then addresses the soundness of the specific claim that the United States and Europe share the common methodology of proportionality. This Article argues that Justice Breyer was correct in his contention that a doctrinal framework very similar to proportionality is embedded in American constitutional law in the guise of balancing. However, this Article argues that Breyer missed an important divergence between the two doctrines: the significantly different ways in which balancing and proportionality are situated in America and Europe, respectively, owing to …

Development Of An In-Vitro Tissue Engineered Blood Vessel Mimic Using Human Large Vessel Cell Sources, Dimitri E. Delagrammaticas
Master's Theses
Tissue engineering is an emerging field that offers novel and unmatched potential medical therapies and treatments. While the vast aim of tissue engineering endeavors is to provide clinically implantable constructs, secondary applications have been developed to utilize tissue-engineered constructs for in-vitro evaluation of devices and therapies. Specifically, in-vitro blood vessel mimics (BVM) have been developed to create a bench-top blood vessel model using human cells that can be used to test and evaluate vascular disease treatments and intravascular devices. Previous BVM work has used fat derived human microvascular endothelial cells (EC) sodded on an ePTFE scaffold. To create a more …

Analyzing The Effectiveness Of Rehabilitation Programs, Victoria Miceli
Analyzing The Effectiveness Of Rehabilitation Programs, Victoria Miceli
Senior Honors Projects
Rehabilitating criminals has become a highly debated topic throughout the U.S. With the majority of criminals being repeat offenders, the correctional institution has made rehabilitation a top priority. Research over the last twenty five years has shown that some programs are more effective than others. After reviewing the body of research, I developed a modification of a widely used assessment instrument, the Correctional Program Assessment Inventory, to make it more suitable for use in Rhode Island. I used this modification together with the State of Michigan’s Program Assessment Tool to assess the degree of which four of the over 100 …
Investigations Of Storm Water Management Professionals' Perceptions Of Permeable Interlocking Concrete Pavers As A Stormwater Management Option, Keith Poole

conventional curb and gutter methodology from years past.
A self-administered survey questionnaire was developed as the primary research
methodology. Three hundred stormwater management professionals were randomly
selected as research subjects, and qualitative and quantitative methods were used to
collect data for the study. Specific statistical gathering methods and tests for this study
included: ex post facto experimental design, grounded theory design, correlation
coefficients and ANOVA, and Pearson's correlation coefficients.
The survey found through quantitative analysis that although stormwater
professionals have …
