Measuring The Effectiveness Of The Statewide Initiative: “The Maturing Of Illinois”, Joseph Alustiza
Capstone Projects – Politics and Government
The federal government continues to mandate and fund non-profit organizations to provide social services in local communities around the United States. Social services such as healthcare, education and poverty relief have been “privatized” to non-profit organizations. In the case of aging services, the East Central Illinois Area Agency on Aging (ECIAAA) has been mandated and funded by the federal government and the state government of Illinois based on appropriations in Title III from the Older Americans Act (OAA). This area agency and others around the country provide program and planning services and support to service providers for older adults, caregivers …

A House Divided: The Evolution Of The Louisiana Superdome From A Divisive Concept Into A Symbol Of New Orleans And The Surrounding Areas, Matthew B. Higgins
LSU New Orleans Theses and Dissertations
The following thesis examines the development of the Louisiana Superdome from a concept that created division amongst the people of Louisiana, including those in the New Orleans metropolitan area, to a facility that would serve as, "a symbol of our recovery". This thesis begins with the fanfare and euphoria from the reopening of the Superdome in September 2006 following millions of dollars worth of damage from Hurricane Katrina and from those using it as a "shelter of last resort". It then introduces some of the major players in the Superdome's development from a divisive concept into a symbol of the …

Blind Synchronization And Detection Of Nyquist Pulse Shaped Qam Signals, Evren Terzi
USF Tampa Graduate Theses and Dissertations
This thesis proposes a blind receiver for the Nyquist pulse shaped quadratureamplitude modulation (QAM) signals. The focus is on single carrier signals. The blind receiver includes the estimation of the symbol rate, the roll-off factor of the filter, the optimal sample phase, the frequency offset, the phase offset and as well as the correction of frequency and phase offsets.
The blind receiver is proposed for the cognitive radio applications. Cognitive radios are intelligent devices which can adapt themselves according to its user and its environment, i.e. they are aware of the user and the environment. Another importance of cognitive radios …
