Peer Victimization, Student Engagement, And School Attendance: Structural Equation Models, Jason Benjamin Dunkle Jun 2009

Peer Victimization, Student Engagement, And School Attendance: Structural Equation Models, Jason Benjamin Dunkle

Electronic Theses and Dissertations

Survey data from a study of 6th grade students in Colorado (n=860) were used to estimate structural equation models in which peer victimization types were hypothesized to have significant relationships with both student engagement and attendance. Then, student engagement and attendance variables were hypothesized to have significant effects on achievement (measured as grade point average). Student engagement was viewed as a multi-faceted construct, composed of behavioral, cognitive, and emotional aspects. Four different types of peer victimization variables (verbal, physical, exclusion, and intensity) were combined to form a latent measure for peer victimization that was expected to predict …

Exponential Growth, Animal Welfare, Environmental And Food Safety Impact: The Case Of China’S Livestock Production, Peter J. Li Jun 2009

Exponential Growth, Animal Welfare, Environmental And Food Safety Impact: The Case Of China’S Livestock Production, Peter J. Li

Agribusiness Collection

Developmental states are criticized for rapid “industrialization without enlightenment.” In the last 30 years, China’s breathtaking growth has been achieved at a high environmental and food safety cost. This article, utilizing a recent survey of China’s livestock industry, illustrates the initiating role of China’s developmental state in the exponential expansion of the country’s livestock production. The enthusiastic response of the livestock industry to the many state policy incentives has made China the world’s biggest animal farming nation. Shortage of meat and dairy supply is history. Yet, the Chinese government is facing new challenges of no less a threat to political …

Confronting The Evolving Safety And Security Challenge At Colleges And Universities, Oren R. Griffin Jun 2009

Confronting The Evolving Safety And Security Challenge At Colleges And Universities, Oren R. Griffin

The University of New Hampshire Law Review

[Excerpt] “Colleges and universities have long been scrutinized and confronted with lawsuits regarding safety and security measures designed and implemented to protect students and prevent dangerous incidents on campus. Under the doctrine of in loco parentis, college administrators assume responsibility for the physical safety and well-being of students as they matriculate through their academic programs. However, in recent decades, the realization that university communities are not immune to criminal activity has led to federal legislation and judicial opinions that have attempted to identify what legal duty colleges and universities have to prevent security breaches. Moreover, college and university administrators have …

Trade Secrets, Data Security And Employees, Elizabeth Rowe Jun 2009

Trade Secrets, Data Security And Employees, Elizabeth Rowe

Chicago-Kent Law Review

This essay argues that data security is important to the protection of trade secret information, and that trusted employees on the inside pose the biggest threat to the protection of trade secrets. While investments in technical measures such as firewalls and encryption are important, it is also necessary for companies to consider the internal threats from employees when creating corporate security programs. Ultimately, a more comprehensive approach that includes technical and human elements, as well as consideration of inside and outside threats is likely to be more effective in the battle to secure data.

The Need For Situational Awareness Tools To Improve Police Decision-Making Competence, Hyeyoung Lim, David W. Webb Jun 2009

The Need For Situational Awareness Tools To Improve Police Decision-Making Competence, Hyeyoung Lim, David W. Webb

Criminal Justice Faculty Publications

For many professions, instruments of one sort or another are used almost routinely to assess the level of competence of professionals in decision-making relative to their particular occupations. Aircraft pilots, doctors, engineers, and the like are no strangers to such testing. Members of police departments, overall, have little exposure to such forms of assessment, even though they are required from time to time to make critical decisions regarding public safety. At the Law Enforcement Management Institute of Texas (LEMIT), part of the Criminal Justice Center housed at Sam Houston State University, a piece of research has commenced to assess police …

Ohio's Balanced Growth Program: A Case Study Of Collaboration For Planning And Policy Design, Wendy A. Kellogg

All Maxine Goodman Levin School of Urban Affairs Publications

This paper describes the collaborative planning process for a new landscape planning programme in Ohio that seeks to influence land urbanisation patterns through joint local land use decision making on a watershed basis. The programme was developed through a collaborative process by a state agency-appointed task force that included agency staff and a wide range of stakeholders. The paper describes the process in terms of the collaborative mechanisms, the participants, the programmatic outputs, and the social and organisational outcomes that set the foundation for enhanced watershed quality through better land use decision-making practices. Key collaborations formed during the process were …

Heinous, Atrocious, And Cruel: Apprendi, Indeterminate Sentencing, And The Meaning Of Punishment, W. David Ball Jun 2009

Heinous, Atrocious, And Cruel: Apprendi, Indeterminate Sentencing, And The Meaning Of Punishment, W. David Ball

Faculty Publications

Under Apprendi v. New Jersey, any fact that increases an offender's maximum punishment must be found by a jury beyond a reasonable doubt. The Apprendi literature has focused on the allocation of power between judge and jury, ignoring entirely the role of the parole board in indeterminate sentences-that is, sentences which terminate in discretionary parole release. In an indeterminate sentence, a judge makes a pronouncement about the length of the prescriptive sentence to be imposed, but the parole board decides the actual sentence that is, in fact, imposed.

In this Article, I explore the Apprendi ramifications of indeterminate sentencing. In …

Detecting, Preventing, And Treating Sexually Transmitted Diseases Among Adolescent Arrestees: An Unmet Public Health Need, Steven Belenko, Richard Dembo, Matthew Rollie, Kristina Childs, Christopher Salvatore Jun 2009

Detecting, Preventing, And Treating Sexually Transmitted Diseases Among Adolescent Arrestees: An Unmet Public Health Need, Steven Belenko, Richard Dembo, Matthew Rollie, Kristina Childs, Christopher Salvatore

Department of Justice Studies Faculty Scholarship and Creative Works

Studies of detained and incarcerated adolescent offenders in the United States indicate that these juveniles have an elevated risk of sexually transmitted diseases (STDs). However, many more arrestees enter the “front end” of the juvenile justice system that is detained or incarcerated, and research into the STD risk profiles and service needs of this larger group is lacking. An expansion of STD testing (including of asymptomatic youths), prevention, and treatment is needed, as is improved knowledge about gender- and race-specific services. A pilot program in Florida has shown that juvenile justice and public health systems can collaborate to implement STD …

The Influence Of Incentives Offered By Local Governments To Private Developers Or Land Owners On The Rate Of Brownfield Redevelopment, Erik Benjamin Simon Jun 2009

The Influence Of Incentives Offered By Local Governments To Private Developers Or Land Owners On The Rate Of Brownfield Redevelopment, Erik Benjamin Simon

Master's Theses

Redevelopment of brownfield sites has become increasingly popular since the inception of voluntary cleanup programs in the early to mid 1990’s. Local governments have begun to offer incentives to private developers or land owners to offset costs associated with contamination and encourage the redevelopment of properties that are typically underutilized. Incentives may take several forms including, but not limited to, fast-tracked project approval, risk based cleanup standards, liability relief, tax breaks, and direct funding assistance.

This study investigates how incentives that are offered by local governments to private developers or land owners influence the rate of redevelopment in their sphere …

The Role Of Transportation In Campus Emergency Planning, Mti Report 08-06, Frances Edwards, Daniel C. Goodrich Jun 2009

The Role Of Transportation In Campus Emergency Planning, Mti Report 08-06, Frances Edwards, Daniel C. Goodrich

Mineta Transportation Institute

In 2005, Hurricane Katrina created the greatest natural disaster in American history. The states of Louisiana, Mississippi and Alabama sustained significant damage, including 31 colleges and universities. Other institutions of higher education, most notably Louisiana State University (LSU), became resources to the disaster area. This is just one of the many examples of disaster impacts on institutions of higher education. The Federal Department of Homeland Security, under Homeland Security Presidential Directive–5, requires all public agencies that want to receive federal preparedness assistance to comply with the National Incident Management System (NIMS), which includes the creation of an Emergency Operations Plan …

Do We Have A Winner? What The China-India Paradox May Reveal About Regime Type And Human Security, Devin K. Joshi Jun 2009

Do We Have A Winner? What The China-India Paradox May Reveal About Regime Type And Human Security, Devin K. Joshi

Research Collection School of Social Sciences

As the concept of human security spreads in the pose-Cold War period it is often presumed chat non-democracies have worse human security than democracies. But the national human security (NHS) siruation in weak or failed democracies can be even worse than in some non-democracies. So how exactly do the NHS records of stares with different regime types like non-democratic China and democratic India compare? To address this question the paper assesses and compares NH S in terms of "freedom from want" (anti-poverty security) and "freedom from fear" (anti-violence securiry). Ir develops a theory of how different regime types might impact …

Leadership In Partially Distributed Teams, Linda Plotnick May 2009

Leadership In Partially Distributed Teams, Linda Plotnick

Dissertations

Inter-organizational collaboration is becoming more common. When organizations collaborate they often do so in partially distributed teams (PDTs). A PDT is a hybrid team that has at least one collocated subteam and at least two subteams that are geographically distributed and communicate primarily through electronic media. While PDTs share many characteristics with both traditionally collocated and fully distributed teams, they also have unique characteristics and issues.

This dissertation reports on a field study of PDTs conducted over two semesters with student participants, This research was conducted as part of a larger series of studies investigating PDTs, In these studies, participants …
