A sample of 1,772 adult residents of the Municipality of Anchorage participated in a survey conducted by the Justice Center in late 2007. The results, compiled in this sourcebook — the second in a series of biannual surveys of the Anchorage municipality — provide one of the most detailed pictures available of community attitudes within the network of communities forming the Anchorage municipality, containing information on the demographics of residents, their perceptions of the life in their neighborhoods, social activities and organizations, and their satisfaction with various municipal and government functions, including policing. With the advent of the Anthrax attacks in the fall of 2001, this Nation has been confronted with a serious policy conundrum. On the one hand, we have strengthened programs that encourage the use of our best scientific resources to develop countermeasures to the weaponization of highly dangerous biopathogens. On the other hand, research on those countermeasures requires the use of the very biopathogens we seek to defeat. There have been many mishaps in the handling of those pathogens, which raises the frightening prospect that the research may be as (or more) dangerous than the potential bioterrorist acts themselves. Popping Britney's Personal Safety Bubble: Why Proposed Anti-Paparazzi Ordinances In Los Angeles Cannot Withstand First Amendment Scrutiny, Gary Wax

Loyola of Los Angeles Entertainment Law Review

Lawmakers in Los Angeles and in surrounding cities recently proposed the creation of personal safety zones around celebrities to curtail the activities of overly aggressive paparazzi. Nevertheless, First Amendment jurisprudence has generally protected photographers from civil invasion of privacy claims in public, assuming the photographer did not commit any independent crime or tort, especially where the subject matter of the photograph is a matter of public concern. Celebrities are "public figures," and are thus subject to news coverage protected by the First Amendment absent false malicious speech.
