Standing And Speaking Constitutional Truth To Local Power Regarding Undocumented Immigrant Residents Dwelling With We The People Of The United States, L. Darnell Weeden

Under the due process clause of the 14th Amendment of the United States Constitution, undocumented immigrants must be treated fairly. Across the nation, state and municipal governments attempt to regulate immigration by enacting laws with harsh penalties directly aimed at undocumented immigrants. When state and municipal governments take such action, they cause fear and unrest among all citizens living in their communities. This fear and unrest often leads to violence against the undocumented immigrants.
In addition, federal courts sometimes fail to recognize that undocumented immigrants have standing to challenge local government attempts to regulate immigration. Not only do these regulations …

Concealed weapons detection is a large problem that is faced by the Police Department nowadays. There are many disasters caused by poor detection of the weapons. Since public safety is at risk there is a need to design an efficient detector that can detect the weapons hidden under the clothing. This thesis presents a novel method for detecting concealed weapons under clothing using image processing techniques. In this thesis IR imagery is used to capture an image which works on the principle of law of black body radiation. As part of its push for mono-culturalism throughout China in general, and in the XUAR in particular, China's language policy is at the forefront of what some have labeled China's program of "cultural genocide." While most agree that this provocative terminology is overstated, China's language policy may well be at the root of various human rights violations. The Hidden Second Amendment Framework Within "District Of Columbia V. Heller", Andrew R. Gould

The Second Amendment has always been shrouded in constitutional mystery. For most of our history, this mystery has centered on whether the Second Amendment protects an individual or collective right to keep and bear arms. The Supreme Court had not addressed the issue in any meaningful fashion, and lower courts continuously struggled with it, leading legal commentators to produce countless books, articles, and symposia on the topic.

The Court resolved this central Second Amendment question in June 2008 when it decided District of Columbia v. Heller. In Heller, the Court squarely confronted the meaning of the Second Amendment and held …

Coexisting With Cougars: Public Perceptions, Attitudes, And Awareness Of Cougars On The Urban-Rural Fringe Of Calgary, Alberta, Canada, Clarisse Thornton, Michael S. Quinn

Human–Wildlife Interactions

Interactions between humans and cougars (Puma concolor) have been steadily increasing over the past 20 years largely due to human encroachment into cougar habitat and an increase in the human population. We determined the attitudes, knowledge, and perceptions toward cougars by residents in the urban-rural fringe of Calgary, Alberta, Canada, an area populated by both cougars and humans. We sent a survey to a stratified, random sample of 1,508 residents. Survey analysis included a potential for conflict index (PCI) to help provide quantitative direction for future cougar management. Many issues have come before the Federal Communications Committee (FCC) in the last year. Some actions were taken (as with particular mergers), some actions were postponed (as with Universal Service Fund reform), and some issues are currently being tackled (the National Broadband Strategic Plan). In this paper, we focus on the topic of the National Broadband Plan, which the FCC is mandated to provide to Congress February 17, 2010, the FCC Merger Review process, and the determination of optimal penalties for violations of FCC rules or orders.
