Adequate tax revenues are critical for a government to operate and maintain the delivery of services that its citizens depend. The stability of these revenues is necessary for a government to accurately forecast future revenue growth and to ensure that balanced-budget requirements are met. The Lexington-Fayette Urban County Government (LFUCG) depends upon five primary tax sources for nearly 95% of its tax revenue. These taxes comprise the city’s tax revenue portfolio and include the business net profits tax, employee withholdings tax, franchise tax, insurance premiums tax, and the property tax. Each of tax possesses unique characteristics that dictate their susceptibility …

Vibrational Spectroscopy Of Isotopically Labeled Indoles And Electron Transfer Involving Indole (Tryptophan) Radicals, Senghane Dominique Dieng

Theses, Dissertations and Culminating Projects

Vibrational spectroscopy of tryptophan can be used as a probe for local protein conformation and to study protein electron transfer. For the interpretation of the vibrational spectra, the proper assignment of the vibrational bands to normal modes is essential. We report the experimentally measured infrared and Raman spectra of tryptophan, indole and 3-methylindole as well as of several of their isotope substituted forms; tryptophan indole-d5 and -15N2, and indole 2-13C. The effect of the exchange of the indole NH to ND on the vibrational spectra of these molecules was also determined. The measurements …

Partial Ion Yield Sspectroscopy Around The Cl 2p And C 1s Ionization Thresholds In Cf3cl, D. Ceolin, Maria Novella Piancastelli, Wayne C. Stolte, Dennis W. Lindle

Chemistry and Biochemistry Faculty Research

We present a partial ion yield experiment on freon 13, CF3Cl, excited in the vicinity of the C 1s and Cl 2p ionization thresholds. We have collected a large amount of cationic fragments and a few anionic fragments at both edges. We have observed a strong intensity dependence of Rydberg transitions with ion fragment size for the CFnCl+ and CFn+/F+ (n=0–3) series at both the Cl 2p and C 1s ionization edges. Selectivity in the fragmentation processes involving the C–Cl and C–F bonds are highlighted by the intensities of the C …

Yttrium And Hydrogen Superstructure And Correlation Of Lattice Expansion And Proton Conductivity In The Bazr0.9y0.1o2.95 Proton Conductor, A. Braun, A. Ovalle, V. Pomjakushin, A. Cervellino, S. Erat, Wayne C. Stolte, T. Graule

Chemistry and Biochemistry Faculty Research

Bragg reflections in Y-resonant x-ray diffractograms of BaZr0.9Y0.1O2.95 (BZY10) reveal that Y is organized in a superstructure. Comparison with neutron diffraction superstructure reflections in protonated/deuterated BZY10 suggests that both superstructures are linked, and that protons move in the landscape imposed by the Y. The thermal lattice expansion decreases abruptly for protonated BZY10 at T≥648±20 K, coinciding with the onset of lateral proton diffusion and suggesting a correlation of structural changes and proton conductivity. The chemical shift in the Y L1-shell x-ray absorption spectra reveals a reduction from Y3+ toward Y2+ upon …

Rape, Feminism, And The War On Crime, Aya Gruber Jan 2009

Rape, Feminism, And The War On Crime, Aya Gruber

Publications

Over the past several years, feminism has been increasingly associated with crime control and the incarceration of men. In apparent lock step with the movement of the American penal system, feminists have advocated a host of reforms to strengthen state power to punish gender-based crimes. In the rape context, this effort has produced mixed results. Sexual assault laws that adopt prevailing views of criminality and victimhood, such as predator laws, enjoy great popularity. However, reforms that target the difficulties of date rape prosecutions and seek to counter gender norms, such as rape shield and affirmative consent laws, are controversial, sporadically-implemented, …

Complete Identification Of Permissible Sampling Rates For First-Order Sampling Of Multi-Band Bandpass Signals, Yan Wu, Daniel F. Linder Jan 2009

Complete Identification Of Permissible Sampling Rates For First-Order Sampling Of Multi-Band Bandpass Signals, Yan Wu, Daniel F. Linder

Biostatistics: Faculty Publications

The first-order sampling of multi-band bandpass signals with arbitrary band positions is considered in this paper. Gaps between the spectral sub-bands are utilized to achieve lower sampling rates than the Nyquist. The lowest possible sampling rate along with other permissible sampling rates is identified via a unique partition of the frequency axis. With the complete identification of all the permissible sampling rates, a necessary and sufficient sampling theorem for multi-band bandpass signals is presented in terms of a series of csinc-interpolators.

Minimizing Loss At Times Of Financial Crisis : Quantile Regression As A Tool For Portfolio Investment Decisions, David E. Allen, Abhay Kumar Singh

Research outputs pre 2011

The worldwide impact of the Global Financial Crisis on stock markets, investors and fund managers has lead to a renewed interest in tools for robust risk management. Quantile regression is a suitable candidate and deserves the interest of financial decision makers given its remarkable capabilities for capturing and explaining the behaviour of financial return series more effectively than the ordinary least squares regression methods which are the standard tool. In this paper we present quantile regression estimation as an attractive additional investment tool, which is more efficient than Ordinary Least Square in analyzing information across the quantiles of a distribution. …

Modelling Australian Domestic Tourism Demand : A Panel Data Approach, David E. Allen, Ghialy Yap Jan 2009

Modelling Australian Domestic Tourism Demand : A Panel Data Approach, David E. Allen, Ghialy Yap

Research outputs pre 2011

This study estimates the income and tourism price elasticities of demand for Australian domestic tourism using a panel data approach. Given that about 76% of total tourism revenue in Australia is generated by domestic tourism, it is worthwhile examining whether changes in Australian households’ income and the prices of domestic travel can influence the demand for domestic travel. The research employs a panel data approach. This method has been widely employed in the literature on international tourism demand, but thus far, has not appeared in the context of the domestic tourism demand literature. The model used for this study is …

The Status Of School Science Laboratory Technicians In Australian Secondary Schools : Research Report Prepared For The Department Of Education, Employment And Workplace Relations, Mark Hackling

Research outputs pre 2011

Australia needs a scientifically literate society and a supply of scientists and technologists to sustain a thriving economy and to address a wide range of social and environmental challenges. The goals of scientific literacy and a sufficient supply of science and technology graduates from higher education require that primary and secondary schools offer authentic and inquiry oriented science curricula that engage students and inspire them to continue their studies of science (Ainley et al., 2008). Science teachers depend heavily on good facilities and high quality technical support to implement an engaging and inquiry-oriented curriculum and this will be particularly important …

Ballistics Image Processing And Analysis For Firearm Identification, Dongguang Li Jan 2009

Ballistics Image Processing And Analysis For Firearm Identification, Dongguang Li

Research outputs pre 2011

Firearm identification is an intensive and time-consuming process that requires physical interpretation of forensic ballistics evidence. Especially as the level of violent crime involving firearms escalates, the number of firearms to be identified accumulates dramatically. The demand for an automatic firearm identification system arises. This chapter proposes a new, analytic system for automatic firearm identification based on the cartridge and projectile specimens. Not only do we present an approach for capturing and storing the surface image of the spent projectiles at high resolution using line-scan imaging technique for the projectiles database, but we also present a novel and effective FFT-based …

A Match-Based Approach To Optimize Conformance Test Sequence Generation Using Mp-Method, Jitian Xiao Jan 2009

A Match-Based Approach To Optimize Conformance Test Sequence Generation Using Mp-Method, Jitian Xiao

Research outputs pre 2011

An important issue in protocol conformance testing is how to generate test sequences in an efficient and effective way that achieves the required fault detection coverage. We proposed an approach for finding shorter test sequences for protocol conformance testing based on the Wp method in our previous work. While the method generated good quality test sequences, an extra leading sequence may have to be added if the final test sequence generated was not started from the same starting state of the given FSM. A new approach is proposed in this paper to overcome this problem thus to improve the quality …

Perceptions And Pedagogy: Exploring The Beliefs And Practices Of An Effective Primary Science Teacher, Angela Fitzgerald, Vaille Dawson, Mark Hackling Jan 2009

Perceptions And Pedagogy: Exploring The Beliefs And Practices Of An Effective Primary Science Teacher, Angela Fitzgerald, Vaille Dawson, Mark Hackling

Research outputs pre 2011

Effective science teaching is vital for improved student learning outcomes in primary school science. Therefore, there is a need to tease out the components of effective science teaching to better understand what effective primary teachers do in their classrooms and why they do it. Four primary teachers, each nominated as effective science practitioners by a professional colleague, entered into this research study. This 'entry' phase involved gathering information from classroom observations and teacher interviews to provide background information about the beliefs and practices of these teachers. This paper reports on the findings drawn from one teacher - 'Deanne'.

Laboratory Technicians In Australian Secondary Schools, Mark Hackling Jan 2009

Laboratory Technicians In Australian Secondary Schools, Mark Hackling

Research outputs pre 2011

A number of reports have argued that secondary science education needs to be more inquiry oriented and involve authentic and practical investigations to develop scientific literacy and better engage students in learning science. Inquiry-oriented approaches, such as those advocated in the new science national curriculum, require that teachers have access to good laboratory facilities and equipment and are supported by knowledgeable laboratory technicians. Without adequate and qualified technical support, the quality of the curriculum will be compromised. This paper reports on the status of laboratory technicians in Australian secondary schools and makes recommendations for improving the quality of training and …

Investigating Other Leading Indicators Influencing Australian Domestic Tourism Demand, David Allen, Ghialy Choy Lee Yap Jan 2009

Investigating Other Leading Indicators Influencing Australian Domestic Tourism Demand, David Allen, Ghialy Choy Lee Yap

Research outputs pre 2011

In the tourism demand literature, much of the research focuses on income and price variables as demand determinants for travel. Nevertheless, the literature has neglected other possible indicators such as consumers’ perceptions of the future course of the economy, household debt and the number of hours worked in paid jobs. In fact, several studies found that these indicators could influence consumers in making decisions to travel. In this paper, we intend to examine whether there are other indicators that can influence future Australian domestic tourism demand. The research employs panel data with a total of 252 observations. For the dependent …

Scada Security - Slowly Circling A Disaster Area, Craig Valli, Andrew Woodward Jan 2009

Scada Security - Slowly Circling A Disaster Area, Craig Valli, Andrew Woodward

Research outputs pre 2011

SCADA (Supervisory Control And Data Acquisition) networks control much of the industrialised nations production and supply complexes. Various government reports and investigations have highlighted the vulnerability of these systems. Many of these systems are on private networks which are increasingly being connected to systems that are accessible from other networks such as the Internet. SCADA systems have unique security and operational requirements. However, many of the most basic security measures are missing in these networks. This examines some of these issues and proposes some technologies that could help secure these networks from attack.

Insecurity By Obscurity: A Review Of Soho Router Literature From A Network Security Perspective, Patryk Szewczyk, Craig Valli Jan 2009

Insecurity By Obscurity: A Review Of Soho Router Literature From A Network Security Perspective, Patryk Szewczyk, Craig Valli

Research outputs pre 2011

Because of prevalent threats to SoHo based ADSL Routers, many more devices are compromised. Whilst an end-user may be at fault for not applying the appropriate security mechanisms to counter these threats, vendors should equally share the blame. This paper reveals that the lack of security related content and poor overall design could impact on end-users’ interpretation and willingness to implement security controls on their ADSL router. It argues that whilst the number of threats circulating the Internet is increasing, vendors are not improving their product literature.

Visualisation Of Honeypot Data Using Graphviz And Afterglow, Craig Valli Jan 2009

Visualisation Of Honeypot Data Using Graphviz And Afterglow, Craig Valli

Research outputs pre 2011

This research in progress paper explores the use of Graphviz and Afterglow for the analysis of data emanating from a honeypot system. Honeypot systems gather a wide range of data that is often difficult to readily search for patterns and trends using conventional log file analysis techniques. The data from the honeypots has been statically extracted and processed through Afterglow scripts to produce inputs suitable for use by the DOT graph based tools contained within Graphviz. This paper explores some of the benefits and drawbacks of currently using this type of approach.

Evolving The Quality Of A Model-Based Test Suite, Usman Farooq, Chiou P. Lam Jan 2009

Evolving The Quality Of A Model-Based Test Suite, Usman Farooq, Chiou P. Lam

Research outputs pre 2011

Redundant test cases in newly generated test suites often remain undetected until execution and waste scarce project resources. In model-based testing, the testing process starts early on in the developmental phases and enables early fault detection. The redundancy in the test suites generated from models can be detected earlier as well and removed prior to its execution. The article presents a novel model-based test suite optimization technique involving UML activity diagrams by formulating the test suite optimization problem as an Equality Knapsack Problem. The aim here is the development of a test suite optimization framework that could optimize the model-based …

A Max-Min Multiobjective Technique To Optimize Model Based Test Suite, Usman Farooq, Chiou P. Lam Jan 2009

A Max-Min Multiobjective Technique To Optimize Model Based Test Suite, Usman Farooq, Chiou P. Lam

Research outputs pre 2011

Generally, quality software production seeks timely delivery with higher productivity at lower cost. Redundancy in a test suite raises the execution cost and wastes scarce project resources. In model-based testing, the testing process starts with earlier software developmental phases and enables fault detection in earlier phases. The redundancy in the test suites generated from models can be detected earlier as well and removed prior to its execution. The paper presents a novel max-min multiobjective technique incorporated into a test suite optimization framework to find a better trade-off between the intrinsically conflicting goals. For illustration two objectives i.e. coverage and size …

Stock Returns And Equity Premium Evidence Using Dividend Price Ratios And Dividend Yields In Malaysia, David Allen, Imbarine Bujang Jan 2009

Stock Returns And Equity Premium Evidence Using Dividend Price Ratios And Dividend Yields In Malaysia, David Allen, Imbarine Bujang

Research outputs pre 2011

The empirical findings of Goyal and Welch (2003) and Cochrane (2006) suggested that dividend yields and dividend ratios are robust predictors of annual stock returns and annual equity premia. However, Goyal and Welch (2003) asserted that many researchers considered dividend yields to be a good predictor for the equity premium before the 1990s but not after the 1990s. We apply these models to the Malaysian market. Our general findings suggest that the in-sample performances of the KLCI Malaysian datasets present similar results to those predicted by Goyal and Welch (2003, 2006). Meanwhile, the Mincer-Zarnowitz (1969) regression forecast tests for out …

Conditional Beta Capital Asset Pricing Model (Capm) And Duration Dependence Tests, David E. Allen, Imbarine Bujang

Research outputs pre 2011

This paper uses a sample of 50 companies continuously listed on Main Board of Bursa Malaysia from January 1994 until December 2001 and uses duration dependence tests whilst applying two asset pricing models based on the CAPM; the two Factor Model developed by Fama and French (F&F)(1998) and Ferson, Sarkissian and Simin’s (FSS) (2008) conditional beta model applied to estimate the conditional beta of CAPM as to generate the positive and negative abnormal returns. The findings suggest that both the Log Logistic and Weibull hazard models seem to support the existence of negative duration dependence for both positive and negative …

Pricing Options By Simulation Using Realized Volatility, David E. Allen, Michael Mcaleer, Marcel Scharth Jan 2009

Pricing Options By Simulation Using Realized Volatility, David E. Allen, Michael Mcaleer, Marcel Scharth

Research outputs pre 2011

A growing literature advocates the use of high-frequency data for the purpose of volatility estimation. However, despite the successes in modeling the conditional mean of realized volatility empirical evaluations of this class of models outside the realm of short run forecasting is limited. How can realized volatility be used for pricing options? What are the modeling qualities introduced by realized volatility models for pricing derivatives? In this short paper, we propose an options pricing framework based on a new realized volatility model that captures all the relevant empirical regularities of the realized volatility series of the S&P 500 index. We …

Iterated Prisoner's Dilemma For Species, Philip Hingston Jan 2009

Iterated Prisoner's Dilemma For Species, Philip Hingston

Research outputs pre 2011

The Iterated Prisoner's Dilemma (IPD) is widely used to study the evolution of cooperation between self-interested agents. Existing work asks how genes that code for cooperation arise and spread through a single-species population of IPD playing agents. In this paper, we focus on competition between different species of agents. Making this distinction allows us to separate and examine macroevolutionary phenomena. We illustrate with some species-level simulation experiments with agents that use well-known strategies, and with species of agents that use team strategies.
