Influenza A(H1n1) And Pandemic Preparedness Under The Rule Of International Law, Lawrence O. Gostin
Influenza A(H1n1) And Pandemic Preparedness Under The Rule Of International Law, Lawrence O. Gostin
O'Neill Institute Papers
A novel strain of Influenza A (H1N1) spread rapidly through Mexico in April 2009 and now spans the globe. By the time WHO was notified and responded, geographical containment was not feasible, leading the agency to call for mitigation. The international outbreak of SARS in 2003 and the more recent Influenza A (H5N1) among birds with limited transmission to humans helped prepare the world for the current pandemic threat. SARS galvanized the WHO to revise the antiquated International Health Regulations (IHR) in 2005, which took effect June 15, 2007. Governments instituted preparedness plans in response to avian influenza.

Genomic And Systems Evolution In Vibrionaceae Species, Jianying Gu, Jennifer Neary, Hong Cai, Audrey Moshfeghian, Stephen A. Rodriguez, Timothy G. Lilburn, Yufeng Wang
Publications and Research
Background The steadily increasing number of prokaryotic genomes has accelerated the study of genome evolution; in particular, the availability of sets of genomes from closely related bacteria has facilitated the exploration of the mechanisms underlying genome plasticity. The family Vibrionaceae is found in the Gammaproteobacteria and is abundant in aquatic environments. Taxa from the family Vibrionaceae are diversified in their life styles; some species are free living, others are symbiotic, and others are human pathogens. This diversity makes this family a useful set of model organisms for studying bacterial evolution. This evolution is driven by several forces, among them gene …

Guatemala's Green Revolution: Synthetic Fertilizer, Public Health, And Economic Autonomy In The Mayan Highland, David Carey
Guatemala's Green Revolution: Synthetic Fertilizer, Public Health, And Economic Autonomy In The Mayan Highland, David Carey
Faculty Publications
Despite extensive literature both supporting and critiquing the Green Revolution, surprisingly little attention has been paid to synthetic fertilizers' health and environmental effects or indigenous farmers' perspectives. The introduction of agrochemicals in the mid-twentieth century was a watershed event for many Mayan farmers in Guatemala. While some Maya hailed synthetic fertilizers' immediate effectiveness as a relief from famines and migrant labor, others lamented the long-term deterioration of their public health, soil quality, and economic autonomy. Since the rising cost of agrochemicals compelled Maya to return to plantation labor in the 1970s, synthetic fertilizers simply shifted, rather than alleviated, Mayan dependency …
Global Stability For An Seir Epidemiological Model With Varying Infectivity And Infinite Delay, C. Connell Mccluskey
Global Stability For An Seir Epidemiological Model With Varying Infectivity And Infinite Delay, C. Connell Mccluskey
Mathematics Faculty Publications
A recent paper (Math. Biosci. and Eng. (2008) 5:389-402) presented an SEIR model using an infinite delay to account for varying infectivity. The analysis in that paper did not resolve the global dynamics for R0 > 1. Here, we show that the endemic equilibrium is globally stable for R0 > 1. The proof uses a Lyapunov functional that includes an integral over all previous states.

The Copyright Revision Act Of 2026, Jessica Litman
The Copyright Revision Act Of 2026, Jessica Litman
Marquette Intellectual Property Law Review
American copyright law is broken. In fact, its failings are leading lawyers and scholars to find resourceful strategies to work around the deficiencies in the current state of the law. These strategies, the lecturer argues, indicate that a fundamental overhaul of copyright law is imminent. After lamenting the disconnect between academia and the practicing bar and examining the present laws' shortcomings felt by authors, distributors, and consumers alike, the lecturer provides three goals a new copyright regime should meet. First, copyright law should be more easily accessible and, likewise, understandable for non-lawyers. Second, the new copyright laws should reduce the …

Overexpression Of A Mutant Form Of Ehraba, A Unique Rab Gtpase Of Entamoeba Histolytica, Alters Endoplasmic Reticulum Morphology And Localization Of The Gal/Galnac Adherence Lectin, B. H. Welter, Lesly A. Temesvari

Entamoeba histolytica is a protozoan parasite that causes amoebic dysentery and liver abscess. Vesicle trafficking events, such as phagocytosis and delivery of plasma membrane proteins, have been implicated in pathogenicity. Rab GTPases are proteins whose primary function is to regulate vesicle trafficking; therefore, understanding the function of Rabs in this organism may provide insight into virulence. E. histolytica possesses a number of unique Rabs that exhibit limited homology to host Rabs. In this study we examined the function of one such Rab, EhRabA, by characterizing a mutant overexpressing a constitutively GTP-bound version of the protein. Overexpression of mutant EhRabA resulted …

Section of Pulmonary & Critical Care
The high prevalence of Mycobacterium tuberculosis makes it imperative that immune responses to evaluate could be predictive of infection. We investigated live Mycobacterium- and recombinant antigen-induced cytokine and chemokine responses in patients with active tuberculosis (TB) compared with those of healthy controls from an area where TB is endemic (ECs). M. tuberculosis-, M. bovis BCG-, ESAT6-, and culture filtrate protein 10 (CFP10)-induced responses were determined in peripheral blood mononuclear cells from patients with pulmonary TB (n = 38) and ECs (n = 39). The levels of the cytokines gamma interferon (IFN-γ) and interleukin-10 (IL-10) and the …

Complexity, Cofactors, And The Failure Of Aids Policy In Africa, Eileen Stillwaggon
Complexity, Cofactors, And The Failure Of Aids Policy In Africa, Eileen Stillwaggon
Economics Faculty Publications
Global AIDS policy still treats HIV as an exceptional case, abstracting from the context in which infection occurs. Policy is based on a simplistic theory of HIV causation, and evaluated using outdated tools of health economics. Recent calls for a health systems strategy – preventing and treating HIV within a programme of comprehensive health care – have not yet influenced the silo approach of AIDS policy.
Evidence continues to accumulate, showing that multiple factors, such as malnutrition, malaria and helminthes, increase the risk of sexual and vertical transmission of HIV. Moreover, complementary interventions that reduce viral load, improve immune response, …

Sunny Samaritans And Egomaniacs: Price-Fixing In The Gamete Market, Kimberly D. Krawiec
Sunny Samaritans And Egomaniacs: Price-Fixing In The Gamete Market, Kimberly D. Krawiec
Law and Contemporary Problems
Krawiec compares the egg market to sperm market to illustrate the extent to which public-interest rhetoric enables private wealth transfers in the egg market. She also illuminates why such rhetoric is so effective, playing on deeply held societal norms. In addition, she provides an overview of the oocyte business, highlighting issues relating to recruitment, compensation, controversy, retrieval, and risk. She does the same for the sperm business. Furthermore, she discusses the anticompetitive behavior in the egg market and argues that the horizontal price-fixing embodied in the American Society for Reproductive Medicine's pricing guidelines violates the Sherman Act. Lastly, she concludes …
Improving Legal Competencies For Obesity Prevention And Control, Wendy Collins Perdue
Improving Legal Competencies For Obesity Prevention And Control, Wendy Collins Perdue
Law Faculty Publications
Our purpose is to offer action options that will help to improve the legal competencies of public health practitioners and policy decision makers with respect to drafting, interpreting, implementing, and enforcing laws and regulations that are relevant to the effective prevention and control of obesity. The accompanying assessment paper provided a foundation for this agenda by first establishing that legal competence for obesity prevention and control is important for both health professionals, who with proper training can effectively interject health considerations into decision- making processes, and non-health professionals involved with relevant policy and legal work, who with proper training can …

No Evolutionary Response To Four Generations Of Laboratory Selection On Antipredator Behavior Of Aedes Albopictus: Potential Implications For Biotic Resistance To Invasion, Banugopan Kesavaraju, Steven A. Juliano
Faculty Publications – Biological Sciences
Aedes albopictus (Skuse) is an invasive container-dwelling mosquito and an important disease vector that co-occurs with the native mosquito, Aedes triseriatus (Say), and the predatory midge, Corethrella appandiculata (Grabham). Larval Ae. triseriatus show significantly greater antipredatory responses when compared to larval Ae. albopictus in the presence of predation cues from C. appendiculata. The potential for evolution of antipredatory behavioral responses to C. appendiculata in Ae. albopictus is unknown. We used a controlled laboratory selection experiment to test whether Ae. albopictus could evolve antipredatory behavioral responses to C. appendiculata predation. We subjected replicate Ae. albopictus populations to four generations of predation …
Protective Privilege Versus Public Peril: How Illinois Has Failed To Balance Patient Confidentiality With The Mental Health Professional's Duty To Protect The Public, Mary I. Wood
Northern Illinois University Law Review
Mental health professionals face conflicting duties when their patients make threats of violence toward readily identifiable third parties: the duty to protect intended victims and the duty to maintain the confidentiality of patients. The seminal 1976 case, Tarasoff v. Regents of University of California, underscored the tension between these duties--unnecessary breaches of confidentiality may erode the therapeutic doctor/patient relationship and lead to liability for the doctor, but lack of action may cause devastating consequences for the victim. In the wake of the Tarasoff decision, most states enacted statutes codifying a mental health professional's duty to protect third parties from potentially …
