Multilateral Trade Measures In A Post-2012 Climate Change Regime?: What Can Be Taken From The Montreal Protocol And The Wto?, Zhongxiang Zhang

Fondazione Eni Enrico Mattei Working Papers

The climate-trade nexus gains increasing attention as governments are taking great efforts to forge a post-2012 climate change regime to succeed the Kyoto Protocol. This raises the issues of the scope of trade-related measures and of when and how they could be used. This paper discusses how far trade-related measures should be incorporated in that context. Drawing on an analogy to the Montreal Protocol and comparing developing country’s climate mitigation and adaptation needs with the funding available, the paper argues that such measures should initially be applied only among Annex I or II countries. To discipline the use of unilateral …

Synthetic Science: A Response To Rabinow, David S. Caudill Oct 2009

Synthetic Science: A Response To Rabinow, David S. Caudill

Working Paper Series

Rabinow’s description of the unique collaborative goal of synthetic biology at Berkeley, to foster a coproduction among multiple disciplines and perspectives from the outset (as opposed to downstream reflection upon ethical, legal, and social implications), is somewhat misleading. While that particular assemblage is represented as coproductive, the inevitability of science as a coproduction is eclipsed. That shortcoming may well be a strategic compromise to ensure effective collaboration, but it could backfire. Idealized images of science, which might be termed synthetic or artificial, have had adverse consequences in legal and administrative assessments of reliable science.

Planning For Climate Change Mitigation And Adaptation In North Central Texas: A Roundtable Discussion, Jeff Howard, Kent Hurst

School of Urban and Public Affairs Publications - Archive

On July 16, 2009, the School of Urban and Public Affairs at the University of Texas at Arlington hosted a daylong roundtable on how “climate leader” municipalities of North Central Texas—and urban planners in those communities—are responding to the looming challenge of climate change. The organizers invited the planning directors in selected North Central Texas communities to send staff members to participate. The targeted municipalities were those who are members of Cities for Climate Protection (ICLEI Local Governments for Sustainability) or whose mayors have signed the Climate Protection Agreement (U.S. Conference of Mayors). Of the 17 such communities in the …
