Youth Participation In Civil Society And Political Life In Jharkhand, International Institute For Population Sciences (Iips), Population Council
Poverty, Gender, and Youth
Youth participation in civil society and political life is increasingly recognized as an important development objective. The opportunities for participation that young people experience in their communities may influence their development and the kind of transitions they make to adulthood. Behaviors and attitudes relating to community participation that individuals adopt as young people predict their lifelong civic affiliations and perspectives. In India, the National Youth Policy 2003 has underscored the role of India’s youth in political decision-making, and has argued for greater representation of youth in appropriate bodies as well as more extensive youth participation in the design and implementation …

Romance And Sex Before Marriage Among Young Women And Men In Rajasthan, International Institute For Population Sciences (Iips), Population Council
Poverty, Gender, and Youth
Premarital partnerships among youth, including those that do not involve sexual relations, are widely discouraged in India. There is a widespread perception that youth do not find opportunities to mix and form romantic relationships and that premarital sex is negligible. These kinds of perceptions are often cited to argue against the provision of sex or family life education and sexual and reproductive health services to unmarried young people. While several small and unrepresentative studies have noted that sizable proportions of young people, particularly young men, are sexually active before marriage, the lack of rigorous and representative evidence on the levels …

Female-Initiated Prevention: Integrating Female Condoms Into Hiv Risk-Reduction Activities In Kenya, Population Council, Liverpool Vct Care & Treatment
Poverty, Gender, and Youth
The Female Condom (FC) is the only female-initiated prevention product on the market today that provides simultaneous protection against STIs, including HIV, and unintended pregnancy. However, the FC remains limited in supply, not widely available, and underutilized in many settings. Improvements in FC programming are essential to achieve increased uptake and public health impact, and to pave the way for future women’s HIV prevention products. The Population Council’s Female-Initiated Prevention Methods project aimed to stimulate action and generate evidence around FC access through innovative program experimentation. The study was conducted to understand the challenges and opportunities these different access models …
And How Will You Remember Me, My Child? Redefining Fatherhood In Turkey, Gary Barker, Deniz Dogruoz, Debbie Rogow
And How Will You Remember Me, My Child? Redefining Fatherhood In Turkey, Gary Barker, Deniz Dogruoz, Debbie Rogow
Poverty, Gender, and Youth
This issue of Quality/Calidad/Qualité profiles the AÇEV Father Support Program, a series of 13-week-long support groups for fathers across Turkey. Fatherhood (and men’s roles in the lives of children in general) is an ideal starting point for engaging men in gender equality for two key reasons: most men want to be involved in the lives of children, whether their own biological children or younger siblings, nieces, or nephews; and responsibility for the care of children is at the heart of gender inequality. The program reached nearly 10,000 men, teaching them about their role in the development of their children and …

Anticipating An Evil Which May Never Exist: Minnesota's Anachronistic Identifying Mark Statute, Michael Freiberg
Anticipating An Evil Which May Never Exist: Minnesota's Anachronistic Identifying Mark Statute, Michael Freiberg
Faculty Scholarship
In the aftermath of the 2008 senatorial election race in Minnesota, several election laws were scrutinized by state officials and the public. Specifically, Minnesota statute 204C.22 was attacked; this statute voids ballots containing "identifying" or "distinguishing" marks made in such a way as to make it evident that "the voter intended to identify the ballot". Secretary of State Ritchie proposed narrowing the scope of the identifying mark statutes, and though legislation was introduced in the state legislature, it was not adopted. The existence of these legislative initiatives makes it appropriate to examine the history of statutes prohibiting identifying marks, the …

Bipartisan Redistricting, Senator R. Creigh Deeds
Bipartisan Redistricting, Senator R. Creigh Deeds
Richmond Public Interest Law Review
The redistricting of legislative lines, whether for the houses of the General Assembly or Virginia's congressional delegation, is currently riddled with partisan politics. It appears, however, that different political parties will control the two houses of the legislature during the next redistricting process for the first time in our Commonwealth's history. Whether this is to be the case for the redistricting of 2011 will be decided by future events, but currently Democrats control the State Senate and Republicans have a majority of the House of the Delegates. The next Governor will also play a significant role in redistricting. With no …

It will also highlight the major features of the new Standards of Accreditation-implementing graduation rate accountability-and special education regulations. Entry And Service Of Protective Orders In Virginia: Are You Really Protected, Susheela Varky
Richmond Public Interest Law Review
According to the Virginia Department of State Police, there has been a legislative effort in 2008 and 2009 over the past two years to ensure that essential data from protective orders1 is entered into the Virginia Criminal Information Network ("VCIN") immediately upon the order's issuance. While data entry may seem like a dull topic, the following story highlights the dire significance of this seemingly mundane task.

Wills, Trusts And Estates (Annual Survey Of Virginia) Law, 2008-2009, J. Rodney Johnson

The 2009 Session of the General Assembly enacted wills, trusts, and estates legislation (1) preventing, in cases where persons die aft.er June 30, 2009, application of a regrettable 2008 Supreme Court of Virginia decision dealing with the rights of illegitimate heirs in intestate succession, and (2) amending Virginia's version of the Uniform Principal and Income Act to provide for taxpayer benefit and clarity in matters relating to total return unitrusts, the marital deduction, and the income taxation of trusts. In addition, there were several other enactments along with four opinions from the Supreme Court of Virginia during the one-year period …

Jumping The Pond: Transnational Law And The Future Of Chemical Regulation, Noah M. Sachs
Law Faculty Publications
Just as domestic pollution can cause transnational externalities, domestic environmental regulation can create transnational ripple effects in other jurisdictions. In this Article, I show how chemical regulation-long a weak link in the network of U.S. environmental laws-is about to be reshaped and reformed through the extraterritorial ripple effects of new European Union legislation. Contributing to both international law and environmental law scholarship, this Article shows how transnational information flows can be harnessed to end the longstanding drought of data on chemical toxicity in the United States. ·
Part I of this Article critiques the U.S. chemical regulatory regime, arguing that …

The Individual Inventor Motif In The Age Of The Patent Troll, Christopher A, Cotropia
Law Faculty Publications
The individual inventor motif has been part of American patent law since its inception. The question is whether the recent patent troll hunt has damaged the individual inventor's image and, in turn, caused Congress, the United States Patent and Trademark Office (USPTO), and the courts to become less concerned with patent law's impact on the small inventor. This Article explores whether there has been a change in attitude by looking at various sources from legislative, administrative, and judicial actors in the patent system, such as congressional statements and testimony in discussions of the recent proposed patent reform legislation, the USPTO …
