The history of the development of the American West is full of countless examples of promoters seeking to encourage outside investors to buy land, invest in mines, and build railroads. The history of water projects in the region is no different. Residents of communities such as Grand Junction, Colorado, recognized early on the two-fold dilemma that they faced: irrigation and reclamation projects would be critical to the economic growth of the area, and the funding for these projects would have to be obtained from sources outside the region. Despite 4 years of millions of dollars in aid, equipment, education, and advisors, Iraqi police force development lags far behind the military. Numerous reasons are offered to account for this gap: corrupt practices left over from the previous regime, infiltration by militias, weak leadership, competition by better armed and organized criminal and militant groups, and so on. However, the military is also subject to these same influences, thus none of these explanations by themselves or in combination are satisfactory. Despite the many debates about the usefulness of nonspeech oral motor exercises (NSOMEs) in the treatment of speech disorders, few controlled experiments have evaluated their efficacy in the remediation of phonological/articulatory disorders (PADs). More importantly, the relative effect of NSOMEs compared with traditional production treatment (PT) has not been established. The current study employed an alternating treatment design to evaluate changes in production of sounds targeted by NSOMEs and PT in nine children with PAD. Each subject received treatment on two linguistically distinct sounds in which one sound was treated with NSOMEs and the second sound was targeted with PT. …

The Honorable Helen Wilson Nies Memorial Lecture

Prof. Reichman describes the growth and consequences of new intellectual property rights given to pharmaceutical developers, and it advocates treating clinical trials as a public good. Although the soaring cost of clinical trials is well known and discussed, too little attention is given to the underlying rationale for allowing drug developers to recoup their costs through the new intellectual property rights provided in multilateral, regional, and bilateral agreements. Known in the US as 'market exclusivity' and in Europe as 'data exclusivity,' these rights prohibit would-be generic producers from obtaining regulatory approval based on the original producers’ undisclosed test data.

Research on African women and gender studies has grown substantially to a position where African-centered gender theories and praxis contribute to theorizing on global feminist scholarship. Africanist scholars in this field have explored new areas such as transnational and multiracial feminisms, both of which address the complex and interlocking conditions that impact women's lives and produce oppression, opportunity and privilege. Although the United States supports the creation of a permanent International Criminal Court (ICC), it opposes such a court as set forth in the 1998 Rome Statute because it leaves open the potential for United States military personnel and government officials to be prosecuted for unintended loss of civilian life. Can the United States formulate a legal argument to support its view that inadvertent civilian casualties should not be considered a war crime within the jurisdiction of the ICC? Microbial Community Structure Dynamics In Ohio River Sediments During Reductive Dechlorination Of Pcbs, Andres Enrique Nunez

The entire stretch of the Ohio River is under fish consumption advisories due to contamination with polychlorinated biphenyls (PCBs). In this study, natural attenuation and biostimulation of PCBs and microbial communities responsible for PCB transformations were investigated in Ohio River sediments.

Natural attenuation of PCBs was negligible in sediments, which was likely attributed to low temperature conditions during most of the year, as well as low amounts of available nitrogen, phosphorus, and organic carbon. Moreover, surface sediments were relatively oxidized, as indicated by the prevalence of aerobic bacteria such as beta- Proteobacteria, alpha-Proteobacteria, Sphingobacteria, and Nitrospira in 16S rRNA sediment …

As academic libraries begin to digitize objects in their collections, how and who in the library creates access to these resources has become a hot issue. At the University of Nebraska-Lincoln Libraries (UNL Libraries), taskforces were formed to study metadata schemes used at UNL Libraries. Purpose—This paper sets out to describe successful partnerships between Purdue University Libraries’ faculty and directors of undergraduate honors programs. By reporting the results and implications of these collaborations and sharing effective approaches for building new partnerships, the author hopes to provide ideas and suggestions for others considering similar collaborations and services.

The theoretical notion of anomie is used to examine the impact of top management’s control mechanisms on the environment of the marketing function. Based on a literature review and in-depth field interviews with marketing managers in diverse industries, a conceptual model is proposed that incorporates the two managerial control mechanisms, viz. output and process control, and relates their distinctive influence to anomie in the marketing function. Three contingency variables, i.e., resource scarcity, power, and ethics codification, are proposed to moderate the relationship between control mechanisms and anomie. Environmental Context, Managerial Cognition, And Strategic Action: An Integrated View, Sucheta Nadkarni, Pamela S. Barr

This study addresses an apparent disconnect between two views of strategic action: the “economic view,” which contends that industry structure is the primary influence on strategic action, and the “cognitive view,” which suggests that managerial cognition drives strategic action. We argue that this disconnect has created artificial boundaries between the two perspectives and has limited our ability to develop holistic explanations of strategic action. In response, we develop an integrated model that answers two questions: 1) Does industry context affect managerial cognition? 2) Does managerial cognition mediate the relationship between industry context and strategic responses to environmental changes? We use F. Ferrari’s methods relating matrix models to Calabi–Yau spaces in order to explain much of Intriligator and Wecht’s ADE classification of N = 1 superconformal theories which arise as RG fixed points of N = 1 SQCD theories with adjoints. We find that ADE superpotentials in the Intriligator–Wecht classification exactly match matrix model superpotentials obtained from Calabi–Yau with corresponding ADE singularities. Moreover, in the additional Ô, Â, Dˆ and Ê cases we find new singular geometries. These “hat” geometries are closely related to their ADE counterparts, but feature non-isolated singularities. The ultimate product of an electrophysiology experiment is often a decision on which biological hypothesis or model best explains the observed data. We outline a paradigm designed for comparison of different models, which we refer to as spike train prediction. A key ingredient of this paradigm is a prediction quality valuation that estimates how close a predicted conditional intensity function is to an actual observed spike train. Although a valuation based on log likelihood (L) is most natural, it has various complications in this context. We propose that a quadratic valuation (Q) can be used as an alternative to L. …

The traditional view of conflict, as a problematic condition always requiring reduction or elimination and whose conditions or outcomes can be predicted, is incompatible with a complex adaptive systems view of organizations. Thus, conventional approaches to reducing conflict are often futile because the fundamental properties of complex adaptive systems are the source of much organizational ‘conflict.’ In this paper we offer an alternative view of conflict as pattern fluctuations in complex adaptive systems. Rather than needing reduction or elimination, conflict is the fuel that drives system growth and enables learning and adaptive behaviors, making innovation possible. Instead of focusing on …
