The United Nations Development Fund for Women (UNIFEM) has taken several measures to promote gender equality in all areas of life. These include not only several operational programs around the world but also a number of important areas of information collection and dissemination through various publications. These areas of work have been invaluable for organizations attempting to further gender equality in mine action. They have provided a starting line of information on how women are disproportionately affected by armed conflict and ERW as well as how women can be better integrated into solving the problems following a mine- accident.

On 30 May 2008, the international community adopted the Convention on Cluster Munitions. It is little wonder that those who were against a convention of this sort are still reeling from the shock of it. Africa, on the other hand, can give itself a well-deserved pat on the back for having played a pivotal role in the adoption of a groundbreaking, legally-binding instrument of which posterity will judge the results.

This research effort examines the creation of mission impact analysis visualizations to enhance situational awareness. It focuses on using prefuse to create a visualization that allows the user to quickly understand the impact of the failure of any element needed directly or indirectly for a mission. The visualization correctly identifies the direct or indirect impact on physical requirements such as network links and servers as well as non-physical elements such as the generation of a report, or ability to perform a task. The cyber attacks on Estonia in late April and the early weeks of May 2007 significantly crippled the country, preventing it from performing banking, communications, news reporting, government transactions and command and control activities. Estonia is considered a “Wired Society”, much like the United States. Both countries rely on the cyberspace infrastructure economically and politically. Estonia sought assistance outside the country to recover from and to address the attacks. This research effort demonstrates hot swapping protocol implementations in OPNET via the building of a dependency injection testing framework. The thesis demonstrates the externalization (compiling as stand-alone code) of OPNET process models, and their inclusion into custom DLL's (Dynamically Linked Libraries). A framework then utilizes these process model DLL's, to specify, or “inject,” process implementations post-compile time into an OPNET simulation. Two separate applications demonstrate this mechanism. The first application is a toolkit that allows for the testing of multiple routing related protocols in various combinations without code re-compilation or scenario re-generation. The Global Positioning System (GPS) has become the primary system for navigation and precise positioning. GPS has limitations, though, and is not suitable in environments where a line-of-site (LOS) path to multiple satellites is not available. Reliable alternatives need to be developed to provide GPS-like positioning when GPS is unavailable. One such alternative is to use signals of opportunity (SoOP). This concept refers to navigation using signals which inherently exist in the environment and were developed for non-navigation applications. A physiologically-based pharmacokinetic model has been developed to examine the effects of organophosphates on the levels of acetylcholine in different tissues throughout the mammalian body. Many organophosphate-like chemical and kinetic characteristics are tested without reference to a specific chemical. Characteristics include partition coefficients, metabolic constants, the inhibition coefficient, the aging rate, and the regeneration rate. Two separate exposure scenarios are tested and compared against a baseline. The baseline consists of a direct inhalation exposure. The first exposure scenario examines the effects of bronchial scrubbing (via inhalation) and the second scenario is a study of dermal exposures and compares the levels …

In recent years, researchers have increasingly turned their attention to the proliferation of small arms and light weapons. Small arms are difficult to track and are not the stuff of military parades, but they are immensely destructive. In addition to what is already circulating, a substantial percentage of what is newly produced enters the black market and is destined for conflict zones across the globe. I argue that the illicit trade in small arms shares some important properties with networked forms of organization studied by sociologists. This Article examines the influence of the therapeutic culture on the modem constitutional law of civil rights. The therapeutic culture is defined as one in which the central moral question is individual fulfillment. That culture has sprung up to replace older cultures such as Protestantism and classical republicanism, which are no longer capable of appealing to a nation as diverse as the United States. Instead of asking whether individuals or the nation conform to some external moral system, the therapeutic culture asks whether individuals are happy or fulfilled. A significant motif in Les Trois Mousquetaires is to communicate the four heroes’ differing natures through their differing relationships with the Latin language. The separate academic pedigrees thus suggested for the three actual musketeers, Porthos, Athos and Aramis, each represent one of the major education models of early 17th century France: the courtly academy, private tuition, and the Jesuit collège. In the case of the up-and-coming d’Artagnan, by contrast, Dumas proffers less a type of 17th century education than an updating of the social values of that period to coincide with those of his own time. We document the cumulative change in expressions of support for Social Security's social insurance ideals to privatization,from the late 1970s through 2007. Social Security's basic structure and principles generally were supported by the United States government and in amendments to the original Act of 1935. However, in the 1980s market arguments began to proliferate in government alongside pension privatization projects by international governmental organizations and conservative think tanks. Although in 1983 Commission members concluded "the Social Security system is sound in principle.. and... structure," four members wrote a supplemental statement that emphasized market rationalism. A computational methodology is proposed to describe the fluid transport in compressed open- celled metallic foams. Various unit-cell foam geometries are numerically deformed under uniaxial loads using a finite element method. An algorithm is developed and implemented to deform the fluid domain mesh inside the unit-cell foam based on the deformed solid unit-cell geometry. Direct simulations of the fluid transport in these deformed meshes are then performed over a range of Reynolds numbers used in practical applications. The model is validated against available experimental results and correlations. A corrected model is proposed for the permeability of compressed foams as a …

Following the collapse of the Soviet Empire, the new world order did not bring about a closure of revolutionary warfare. In fact, the Soviet-inspired wars of liberation against imperialism have been eclipsed by reactionary, jihadist wars. By all indications in Afghanistan, Chechnya, Somalia, and Iraq, Islamic militants have embraced revolutionary warfare, although not Mao’s People’s War model. Therefore, a study of revolutionary warfare is apt because the conflict between the West and radical jihadism will continue to take place in dysfunctional, collapsing, or failed states. Certain ongoing spacelift research efforts are focused on developing operationally responsive Reusable Military Launch Vehicles (RMLV) capable of launching payloads into orbit within hours of a tasking notification. Previous Air Force Research Laboratory-sponsored AFIT studies have resulted in the development of the MILEPOST discrete-event simulation model.
