US President George W. Bush used force to bring the Taliban to its knees and create a fledgling democracy in Afghanistan, then invaded Iraq with the end goal of establishing a democracy there, as well. Meanwhile, presidential hopeful Barack Obama praised those who built democracy's arsenal to vanquish fascism, and who then built a series of alliances and a world order that would ultimately defeat communism, seeming to extol and vindicate the previous US efforts to impose democracy by force. How a policy or planning tool (e.g. BRAC) contributes to real and perceived conclusions from policy implementation is the main focus of this research. This research examines differences between real and perceived encroachment issues and concerns through study of military installations and their contiguous communities using post-BRAC opinion data compared to conclusions drawn from pre-BRAC and post-BRAC empirical data. A study of six (6) supporting research topics from current literature leads to a hypothesis that there are no differences between the same variables using empirical data (reality) and opinions (perception) with respect to variable descriptors of encroachment in the post-BRAC …

Prenatal ultrasounds have become commonplace and widespread throughout the United States, Canada and Europe. Ethnographic studies have illustrated that ultrasounds can have a positive impact on a woman’s pregnancy, one that establishes a relationship between the mother and the unborn fetus as a person. This relationship comes into question when examining the state’s regulation of abortion. Several states, including Florida, Mississippi, Alabama, Texas, South Dakota, South Carolina and Ohio have considered legislation that would mandate the use of ultrasounds prior to terminating a pregnancy. My thesis raises existential questions about identity and the construction of meaning using language as a premise and platform to provoke inquiry about the distinction between various classifications of viewer. A reexamination of the term bystander compelled me to create violently themed imagery in order to locate boundaries within viewership roles. Although it shares similarities with the roles of observer, spectator, and witness, in terms of the bystanderʼs visual observance of an event, there are unclear connotations that allude to varying degrees of lucidity and sentience among these roles. Contractors compose part of the total force for U.S. warfare capability in Iraq.

Some augment U.S. warfare capability; others do not. Some of the contractors are controlled by the military; others are controlled by civilian (nonmilitary/political) government agencies. The problem: Who are the contractors and how has the nature of government oversight and control over contractors determined whether contractor contributions augment or diminish U.S. warfare capability in the Iraq War?

This article describes, compares, and analyzes two educational situations for Kurds from the point of view of linguistic human rights, using prodigious exemplification. In Turkey, Kurdish-medium schools are not allowed, and Kurdish children do not even have the right to study their mother tongue as a subject in school. Of course, there is nothing like the Holocaust publishing phenomenon, with a small flood of books and articles appearing month after month. A long lifetime devoted to nothing but reading about the Holocaust would barely begin to scratch the surface of the available studies. But it is gratifying, if obviously frustrating, to report that it is now quite impossible to keep up with all the literature on other genocides and on genocide as such.

There has been considerable theorizing and research on the motivations of individuals who rescued Jews from the Nazi Holocaust. Participants in armed resistance movements, the other major form of active opposition within Nazi- dominated Europe, have attracted less scientific attention. The study reported here compared members of these two groups using a quantitative measure applied to their own post-war memoirs and interviews. Thematic content analysis was used to score the relative strengths of eleven major value categories in materials produced by forty-seven members of resistance movements and fifty Holocaust rescuers. Benevolence, Universalism, and Spirituality were significantly higher among rescuers than …

In April 1941, Ante Pavelic ́, the fascist leader of the Independent State of Croatia, and his paramilitary force, the Ustasˇe (‘‘rebels’’), began a genocide that killed at least 330,000 Serbs and essentially eliminated Jews and Roma from Croatia. The American response to genocide in Croatia provides a fuller context for examining Washington’s reaction to the Nazi genocide. By the summer of 1941, the US government had reliable information that genocide was taking place in Croatia. Washington expressed little interest in this slaughter, except insofar it affected Croatian–American and Serbian–American relations; made no direct public statement condemning the Ustasˇe’s actions; …

The author examines the energy context of the simmering Baloch separatist insurgency that has surfaced in recent years in Pakistan’s sprawling Balochistan province. In particular, he looks at how Pakistan’s mounting energy insecurity--a product of rapid increase in demand coupled with rising scarcity and the region’s intensified energy rivalry--has both magnified the economic and strategic importance of this province while at the same time complicating Pakistan’s efforts to cope with the province’s resurgent tribal separatism. Few think of counterinsurgency as linked to constitutional design. Counterinsurgency is bottom-up; constitutional design is top-down. Counterinsurgency is military; constitutional design is political-legal. Counterinsurgency is temporary, transitional, and tactical, designed to stabilize society; constitutional systems come later and are permanent, constant, and normal. But the conflicts in Iraq and Afghanistan demonstrate the fallacy of these perceptions. Counterinsurgency and constitutional design took place simultaneously, they required high-level political agreement and ground-level acceptance, and they involved politics, law, and security. Iraq and Afghanistan demonstrate that these two enterprises are not different and disconnected, but rather intricately interconnected and complementary. This Note explores …

In this foreword, I will compare my experiences as a judge on the International Criminal Tribunal for the former Yugoslavia, and the work of war crimes tribunals generally, with a few of the recurrent themes in epic tales of war. Command and Control (C2) systems are critical components in decision-making systems in both the military and civilian domains. These systems act as the data evaluation and dissemination tools for larger Command, Control, Computer, Communication, Intelligence, Surveillance, and Recognizance (C4ISR) systems. Typical C2 systems accept a wide variety of inputs from many sources such as radars, weapons systems, simulators, operators, and other C2 systems. This thesis examines the 6 June 1862 naval battle of Memphis between the Confederate River Defense Fleet and Union Ram Fleet and Western Flotilla. In just under two hours, the crowded and anxious populace lined along the Memphis bluffs witnessed the complete destruction of the last remaining Confederate fleet along the Mississippi River.
