Those of us who live in Morris are reminded of the pull of "place" every time we face the juxtaposition of rural and urban--when we move from the Morris rush-minute at Fifth and Atlantic to the 494 rush-hour of the Twin Cities. We are reminded of place every time we are called on to explain to our urban friends what it is people do here. When the Sustainable Portland Task Force Report was released in November 2007, under the leadership of Mayor Jim Cohen, Portland Councilor Kevin Donoghue had the idea that students at the Muskie School of Public Service might be able to help implement recommendations from the report. It may have helped that Kevin was himself a graduate of the Community Planning and Development Master’s program at the Muskie School, but it was a good idea nevertheless. The US Green Building Council’s LEED (Leadership in Energy and Environmental Design) national system became the country’s prominent promoter of green design practices. In expanding their approach towards environmental sustainability, the GBC is now developing standards for neighborhood development. In this essay, Elissa Black discusses these important issues and their implications for planning practice, giving us a hint of the master’s project she is currently developing.

Servant leadership is a growing practice that calls for community leaders (politicians, clergy, and educational centers) to be more pragmatic and lead others by serving them. Inspired by principles of religion, servant leadership implies that true servants make true leaders (Greenleaf, 2002, 21). They must be flexible in their approach and responsive to the needs of those they serve. Servant leaders must also provide a fresh outlook based on their past experiences and contribute to society by meeting its demands in an earnest effort. This paper deals with the definition and implications of globalism generally and for African interests in particular. Its focus is on globalism as a cluster of social, economic, and political forces contesting for the controlling paradigm of international relations and international law. The article underscores the general issue of globalism's impact on the well-being of the international community. It also considers the impact of globalism on the U.N. Charter, and, in particular, the role of the United Nations in international economic order. The Virtue Of Judicial Statesmanship, Neil S. Siegel

Some of America's most important judges have emphasized or embodied the practice of judicial statesmanship. Yet from the examples they set, it is not particularly clear what judicial statesmanship is or why it matters. In this Article, I conceptualize the elusive phenomenon of judicial statesmanship, and I defend statesmanship as a core, if under appreciated, dimension of judicial role.
I argue that judicial statesmanship defines a virtue in the role of a judge. Statesmanship charges judges with approaching cases so as to facilitate the capacity of the legal system to legitimate itself over the long run and with respect to …

This project was made possible by Portland State University spring and summer capstone students 2008 in conjunction with Community Health Partnership: Oregon’s Public Health Institute. This atlas describes some of the work of the Lents neighborhood Healthy Eating Active Living initiative, which is directed by Noelle Dobson of the Community Health Partnership, Oregon’s Public Health Institute. Extension's Role In Facilitating Collaborative Initiatives: Direct Marketing Farm Products On The Internet, Jessica Bagdonis, Joan S. Thomson, Craig Altemose

Using the Internet to direct market farm products provides multiple opportunities for producers to expand their existing businesses. Most often, these initiatives are undertaken by individual businesses. However, recent efforts in Central Pennsylvania suggest ways in which Extension can facilitate collaborative initiatives to direct market farm products online. In addition to increasing the profitability of small producers, collaborative marketing efforts can also contribute to sustainable community outcomes. Inherent in our discussion is the assumption that the principals of facilitating collaborative initiatives to direct market farm products online can be used to facilitate collaborate initiatives in other programmatic areas.

Organizational complexity is a distinguishing characteristic of local governance in America's urban areas. Organizationally complex arrangements among jurisdictions, agencies, and private for-profit and not-for-profit organizations are frequently involved in the production and delivery of local public goods and services in the United States. In this dissertation study the author seeks useful explanations regarding emergence, operation and consequences of organizational complexity found in local public economies in the United States. The study draws on the author's professional practice and researcher experience and organizational theory to develop a conceptual platform for better understanding local public sector organizational complexity. Five aspects of minority community engagement in national security issues were examined: two concerned engagement in specific minority communities (Muslim and Latino), one a “field” of engagement (public health), one a traditional type of engagement (military service), and one a prerequisite for successful community engagement (effective leadership). Do Local Economic Development Programs Work? Evidence From The Federal Empowerment Zone Program, Matias Busso, Patrick Kline
Cowles Foundation Discussion Papers
This paper evaluates the impact of Round I of the federal urban Empowerment Zone (EZ) program on neighborhood level labor and housing market outcomes over the period 1994-2000. Using four decades of Census data in conjunction with information on the proposed boundaries of rejected EZs, we find that neighborhoods receiving EZ designation experienced substantial improvements in labor market conditions and moderate increases in rents relative to rejected and future zones. These effects were accompanied by small changes in the demographic composition of the neighborhoods, though evidence from disaggregate Census tabulations suggests that these changes account for little of the observed …

With One Stroke Of The Pen: How Can Extension Professionals Involve Developers And Policymakers In Creating Sustainable Communities?, Mark Hostetler, Pierce Jones, Michael Dukes, Hal Knowles

Residential developments have a huge impact on natural resources, and sustainable or "green" communities are beginning to be built throughout the United States. Ultimately, with one stroke of a pen, developers, planners, and policymakers determine how a community will look and feel for many years to come. To interface with this non-traditional audience, we have created a new program called the Program for Resource Efficient Communities (PREC ) at the University of Florida. Through our experiences, we discuss the importance of partnering with developers, planners, and policymakers, and techniques to create resource-efficient communities.
