Introduction: As the ADR movement made its way from the courts to the agency hearing rooms in the 1980s, negotiated rulemaking (sometimes called "regulatory negotiation" or simply "reg-neg") also emerged on a parallel track as an alternative to traditional procedures for drafting proposed regulations. This exemplar of regulatory reform was based on two insights: (1) that the usual process of written notice-and-comment rulemaking has an intrinsic weakness because stakeholders engaged in it do not interact with each other or with the agency; and (2) in certain situations, it is possible to bring together representatives of the agency and the various …

As a career path, early childhood mental health consultation MHC is an emerging and growing work force opportunity. In keeping with the vision of an effective transformed service system expressed in the final report of the Presidents' New Freedom Commission, and communities are expanding capacity to meet the mental health needs of young children and caregivers through mental health sultation. The Role Of Interagency Collaboration For Substance- Abusing Families Involved With Child Welfare, Beth L. Green, Anna Rockhill, Scott Burns

Meeting the needs of families involved with the child welfare system because of a substance abuse issue remains a challenge for child welfare practitioners. In order to improve services to these families, there has been an increasing focus on improving collaboration between child welfare, treatment providers, and the court systems. This paper presents the results from qualitative interviews with 104 representatives of these three systems that explore how the collaborative process works to benefit families, as well as the barriers and supports for building successful collaborations. The literature is full of examples detailing ecological impacts of invasive species and predictions of which and where species will invade next. Many fewer examples of effective prevention strategies are known. Prevention of aquatic invasive species (AIS) to inland lakes should be easily established because most AIS are initially introduced into watersheds by recreational boating activities, especially in North America. The Watershed Management Plan for Otsego Lake, a central New York glacial lake, provides for prevention of AIS via a stringent boat inspection and washing program (BIP). Evaluation Of Some Essential Element Levels In Thalassemia Major Patients In Mosul District, Iraq, Abdulmunaim H. Al-Samarrai, Mohaisen H. Adaay, Khudhair A. Al-Tikriti, Muayed M. Al-Anzy

OBJECTIVE: To evaluate the levels of some essential elements in thalassemic patients in Mosul, Iraq. METHODS: One hundred and five thalassemic blood transfusion dependent children, 2.5-18 years of age attending Ibn-Al-Atheer teaching hospital in Mosul City, Iraq, during 2005, were used in this study. Fifty-four healthy subjects served as a control group. Patients were allocated in a non-randomized prospective cross-sectional hospital based study. Essential elements levels were estimated. The mean, standard deviation, correlation coefficient, and z-test were used. P-values <0.05 were considered statistically significant. RESULTS: Low serum zinc, and magnesium, and high serum copper, and potassium levels were found among the 105 thalassemic patients compared to the 54 controls. Levels of calcium, phosphate, and sodium were within normal limits. CONCLUSION: Fluctuations in the essential elements levels seem to be related to the different complications associated with the disease. Zinc deficiency may be attributed to hyperzincuria resulted from the release of Zn from hemolyzed red cells. Hypercupremia occurs in acute and chronic infections and hemochromatosis, which is a principal complication of thalassemia. Increased Na levels may be due to renal damage. Hypomagnesemia may occur due to hypoparathyroidism.

OBJECTIVE: To assess the drug information-seeking behavior of physicians in Saudi Arabia and the information resources they were using to obtain information about new drugs. The physicians9 awareness of the existence of drug information centers (DICs) and their attitudes toward these centers were also investigated. Physicians were also surveyed concerning their future information needs. METHODS: The study was conducted between September 2002 and June 2003. A questionnaire was sent to 2000 registered physicians. Data were collected on demographics, drug information resources currently used by physicians, attitudes towards DICs and future information needs. RESULTS: Response rate was 65.9%. Only 70% of …

Carcinoma Of Breast Co-Existing With Non-Hodgkin's Lymphoma Of Axillary Lymph Nodes, Maysa A. Al-Hussaini, Jamal K. Al-Masad, Abdullah A. Awidi

The co-existence of breast carcinoma and lymphoma in the axillary lymph nodes, without a history of previous chemotherapy or radiotherapy is rarely described. We present a case of a 50-year-old female with right breast mass, proved by pathological examination to be invasive mucinous carcinoma. Examination of the axillary lymph nodes as axillary clearance showed concomitant small lymphocytic lymphoma and chronic lymphocytic leukemia, with no evidence of metastatic mammary carcinoma deposits.

This paper examines Yucca Mountain as the nation's first planned permanent repository for nuclear waste. In addition to analyzing the site itself, I also examine the possible ramifications that opening this mountain site may have on the nuclear power revival movement and renewable 'green' forms of energy. These issues were explored using historical, descriptive, comparative and qualitative methods. As a consequence of applying these methodologies I determined the Yucca site to be geologically unstable; transportation issues associated with nuclear waste are more problematic than first envisioned; the choice of this particular mountain site involves enviornmental racism of the worst kind; …

The purpose of this project was to aid in the social rehabilitation of mentally ill adults by empowering their vocational ability. The results of a program evaluation showed that only a minority of graduates from a transitional living program was vocationally active. After identifying the specific barriers to community involvement a vocational fair was organized to address the need.

This curriculum was facilitated to help pre-adolescents living with cancer make peer connections, strengthen self-confidence, develop friendship-building skills, increase self-worth, and learn coping strategies for stressful situations, while restoring joy in their lives and overcoming obstacles they faced.
