Bridging The Gaps: Building A University Link Tank, Grace E. Harris Leadership Institute, Virginia Commonwealth University, Christian Barrett, James Frazier, Dale Jones, Kelly Lockeman, Brigitte Sicat, Donna Steigleder, Linda Zyzniewski

L. Douglas Wilder School of Government and Public Affairs Publications

This project proposed a University Link Tank as a mechanism by which to build bridges between employees via a network of small groups. Participation in the Link Tank would be voluntary and open to all VCU and Health System employees. The program would be modeled similarly to the Faculty Learning Community (FLC) program, which is administered by the Center for Teaching Excellence, but it would concentrate on issues that are not specifically related to teaching. Topics will be proposed annually. The program would also concentrate on effectively utilizing existing VCU resources to resolve issues.

Nurses' Attitudes Towards Continuing Formal Education: A Comparison By Level Of Education And Geography, Tanya Altmann Jan 2008

Nurses' Attitudes Towards Continuing Formal Education: A Comparison By Level Of Education And Geography, Tanya Altmann

Electronic Theses and Dissertations

Quality healthcare is a priority. Many healthcare organization representatives and mission statements, recent research, and research priorities support the contention that improved quality is related to higher educated nurses providing care. What is needed goes beyond what can be acquired through continuing education courses.

What we know is that few U.S. nurses continue their formal education after licensure and that the majority have an Associate Degree or Diploma in nursing. Thus, it is in the publics' interest to invest more in enticing and enabling nurses to achieve higher educational levels consistent with the trends of other health care professionals.

Discrete Return Lidar-Based Prediction Of Leaf Area Index In Two Conifer Forests, Jennifer L. R. Jensen, Karen S. Humes, Lee A. Vierling, Andrew T. Hudak Jan 2008

Discrete Return Lidar-Based Prediction Of Leaf Area Index In Two Conifer Forests, Jennifer L. R. Jensen, Karen S. Humes, Lee A. Vierling, Andrew T. Hudak

United States Department of Agriculture, Forest Service / University of Nebraska-Lincoln: Faculty Publications

Leaf area index (LAI) is a key forest structural characteristic that serves as a primary control for exchanges of mass and energy within a vegetated ecosystem. Most previous attempts to estimate LAI from remotely sensed data have relied on empirical relationships between field-measured observations and various spectral vegetation indices (SVIs) derived from optical imagery or the inversion of canopy radiative transfer models. However, as biomass within an ecosystem increases, accurate LAI estimates are difficult to quantify. Here we use lidar data in conjunction with SPOT5-derived spectral vegetation indices (SVIs) to examine the extent to which integration of both lidar and …

Metrics For Assessing The Downstream Effects Of Dams, John C. Schmidt, Peter Wilcock Jan 2008

Metrics For Assessing The Downstream Effects Of Dams, John C. Schmidt, Peter Wilcock

Watershed Sciences Faculty Publications

We evaluate three metrics representing the drivers of channel change downstream from dams. A balance between changes in sediment supply and transport capacity identifies conditions of sediment deficit or surplus. A Shields number represents the competence of postdam flows and the potential for incision under conditions of sediment deficit. A ratio of postdam to predam flood discharge provides a metric for the scale and rate of channel change, especially width. The metrics are calculated for more than 4000 km of some of the major rivers in the western United States. More than 60% of these rivers are in sediment deficit, …

In Hollywood, some actors are regularly cast as mean, others as sweet and endearing, and some typically play innocent big-eyed youths who inevitably succeed after awakening to the particular facts of life that their producer wants them to awaken to. It is unusual and difficult for actors to cross the bridge between different types on a regular basis. However, there are always exceptions to the rule.

In the seemingly unrelated world of academics, mathematics faculty may find themselves playing different roles. People with different skills and interests strive to balance their careers in ways that will be uniquely fulfilling to …

Transnational Terrorist Financing: Criminal And Civil Perspectives, Mark A. Drumbl Jan 2008

Transnational Terrorist Financing: Criminal And Civil Perspectives, Mark A. Drumbl

Scholarly Articles

This note addresses the proscription of terrorist financing under transnational law. It considers both criminal and civil regulatory frameworks. Although the 9/11 attacks certainly galvanized jurisgeneration in this area, important treaties and customary principles preexisted those attacks. Insofar as the law on this topic is quite robust, this note does not provide a typology of every legal prohibition that touches upon terrorist financing. Instead, it offers an overview of the subject matter through case-studies drawn from international treaties and Alien Tort Claims Act litigation in the United States, and it also places the regulatory framework of terrorist financing within both …

A House Divided: How Judicial Inaction And A Circuit Split Forfeited The First Amendment Rights Of Student Journalists At America's Universities, Richard Bradley Ng Jan 2008

A House Divided: How Judicial Inaction And A Circuit Split Forfeited The First Amendment Rights Of Student Journalists At America's Universities, Richard Bradley Ng

UC Law Constitutional Quarterly

In Hazelwood School District v. Kuhlmeier, the Supreme Court examined whether a high school principal's review and censorship of a student newspaper offended the First Amendment. Although the Court held that high school administrators were accorded a high degree of deference in such circumstances, the Court expressly left the question open whether the analytical framework of Hazelwood was applicable to the university setting. Without clear guidance from the Supreme Court, the federal circuit courts have split on the issue.

Because of this circuit split, geography defines the extent of both a student journalist's First Amendment rights and the states' ability …

Ebsco’S Communication & Mass Media Complete: An Appreciable Improvement Over Previous Communication Studies Indexing?, David C. Tyler, Signe Boudreau, Katharine C. Potter, Misty Redinbaugh

University of Nebraska-Lincoln Libraries: Faculty Publications

In a prior edition of this study, we examined whether the established online communication studies indexes—Communication Abstracts, ComIndex, and ComAbstracts—provided a good avenue of access to the journal literature that researchers in the field cite and whether, where the current journal literature was concerned, that avenue of access might be equal or superior to that provided by large, multisubject online indexes. In this iteration of the study, we similarly address EBSCO’s new product for communication studies, Communication & Mass Media Complete.

Sampling Of Malodorous Compounds In Air Using Stir Bar Sorbtive Extraction, John H. Loughrin, Nanh Lovanh, Arturo I. Quintanar, Rezaul Mahmood Jan 2008

Sampling Of Malodorous Compounds In Air Using Stir Bar Sorbtive Extraction, John H. Loughrin, Nanh Lovanh, Arturo I. Quintanar, Rezaul Mahmood

High Plains Regional Climate Center: Staff Publications

Twisters, (poly)‐dimethylsiloxane‐coated magnetic stir bars, were used to measure compounds typical of swine manure malodor in air. In initial experiments, a time to achieve equilibrium was determined by preloading the stir bars with ten compounds with a range of volatilities and polarities and then monitoring their loss. The rate of loss was dependent on compound volatility, and the time for equilibrium to be attained varied widely, from 22 min for phenol to 210 min for skatole. To test whether the Twisters would respond linearly over a range of concentrations, the stir bars were placed in vented jars with solutions of …

Negotiating And Navigating The Rough Terrain Of Transnational Feminist Research, Tanya Saroj Bakhru Jan 2008

Negotiating And Navigating The Rough Terrain Of Transnational Feminist Research, Tanya Saroj Bakhru

Faculty Publications, Social Sciences

This article examines aspects of feminist methodology pertinent to carrying out transnational research within an era of globalization. I explore the use of self-reflexivity, engagement with conceptualizations of insider/outsider, and the employment of feminist critiques of notions of objectivity within the research process as feminist methodological tools relevant to transnational feminist research. I argue that in an age of globalization, such methodological frameworks and tools are necessary in research committed to feminist contestations of globalization in that the nature of transnational research sustains an ever dynamic and shifting landscape of personal, political, and geographical relationships. This article draws upon my …

The Impact On Rural Illinois Communities When The Local High School Is Closed, Cynthia Waldman Rich Jan 2008

The Impact On Rural Illinois Communities When The Local High School Is Closed, Cynthia Waldman Rich

All-Inclusive List of Electronic Theses and Dissertations

Rural Illinois communities are experiencing declining enrollment and population shifts resulting in the closure of local schools and community changes. This research explores the occurrence of changes in community well-being following the loss of the local high school when compared to similar communities with schools that enrolled the students and communities with unchanged schools. Community well-being is defined as attributes categorized as social, economic and housing characteristics measured by United States Census Bureau data. The sample was comprised of communities designated as rural distant or rural remote urban-centric locale codes, having comparable populations and a local high school recognized by …

The Broadband Digital Divide And The Nexus Of Race, Competition, And Quality, James Prieger, Wei-Min Hu Jan 2008

The Broadband Digital Divide And The Nexus Of Race, Competition, And Quality, James Prieger, Wei-Min Hu

School of Public Policy Working Papers

We examine the gap in broadband access to the Internet between minority groups and white households with geographically fine data on DSL subscription. In addition to income and demographics, we also examine quality of service and competition as components of the Digital Divide. The gaps in DSL demand for blacks and Hispanics do not disappear when income, education, and other demographic variables are accounted for. However, lack of competition is an important driver of the Digital Divide for blacks. Service quality is an important determinant of demand, and ignoring it masks the true size of the DSL gap for Hispanics.

Technology-Aided Participative Methods In Environmental Assessment: An International Perspective, Ainhoa Gonzalez, Alan Gilmer, Ronan Foley, John Sweeney, John Fry Jan 2008

Technology-Aided Participative Methods In Environmental Assessment: An International Perspective, Ainhoa Gonzalez, Alan Gilmer, Ronan Foley, John Sweeney, John Fry

Articles

Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. In particular, GIS has the potential to increase community knowledge and enhance involvement by communicating information more effectively. Variable accessibility to technology and data quality …
