34/1 | Excavations At Kadesh Barnea (Tell El-Qudeirat) 1976–1982, Part 1: Text, Rudolph Cohen, Hannah Bernick-Greenberg

IAA Reports—Monograph Series of the Israel Antiquities Authority

This volume, comprised of two parts: text and plates, presents the results of the excavations at Tell el-Qudeirat, located in an oasis in the northern Sinai desert and identified as biblical Kadesh Barnea. The excavations, which took place over ten seasons (1976–1982), revealed a stratigraphic sequence of three superimposed Iron Age fortresses. The plans and architecture of the fortresses, as well as the pottery, including the family of ‘Negebite Ware’, are described.

Time-Series Intervention Analysis Using Itsacorr: Fatal Flaws, Bradley E. Huitema, Joseph W. Mckean, Sean Laraway

The ITSACORR method (Crosbie, 1993, 1995) is evaluated for the analysis of two-phase interrupted time-series designs. It is shown that each component of the ITSACORR framework (including the structural model, the design matrix, the autocorrelation estimator, the ultimate parameter estimation scheme, and the inferential method) contains fatal flaws.

Multiple Comparison Of Medians Using Permutation Tests, Scott J. Richter, Melinda H. Mccann

Journal of Modern Applied Statistical Methods

A robust method is proposed for simultaneous pairwise comparison using permutation tests and median differences. The new procedure provides strong control of familywise error rate and has better power properties than the median procedure of Nemenyi/Levy. It can be more powerful than the Tukey-Kramer procedure using mean differences, especially for nonnormal distributions and unequal sample sizes.

The Effect Of Different Degrees Of Freedom Of The Chi-Square Distribution On The Statistical Power Of The T, Permutation T, And Wilcoxon Tests, Michèle Weber

The Chi-square distribution is used quite often in Monte Carlo studies to examine statistical power of competing statistics. The power spectrum of the t-test, Wilcoxon test, and permutation t test are compared under various degrees of freedom for this distribution. The two t tests have similar power, which is generally less than the Wilcoxon.

Robust estimators have been developed and tested for symmetric distributions via simulation studies. The primary objective was to show that they are more efficient than the sample mean when used in conjunction with asymmetric distributions. Little attention has been given to how they perform on data that are from asymmetric distributions, or from distributions that have inherent anomalies (messy data). Thus, the behavior of hinge estimators using sensitivity curve are examined.

Researchers evaluated a ratio imputation technique used at the US Survey of Graduate Students and Postdoctorates in Science and Engineering, which is an annually conducted cross-sectional establishment survey. Standardized bias was used, mean square error and relative bias to appraise this imputation method on point and variance estimates via simulations.

OBJECTIVE: To evaluate the possible effectiveness of bowel preparation on pain after hernia repair. METHODS: This was a prospective randomized study, performed at King Fahad Hospital, Hofuf, Kingdom of Saudi Arabia between January 2000 and December 2002. The group of patient was randomly divided in 2 groups. Sixty-two patients (Group I) had bowel preparation and 65 patients (Group II) had no bowel preparation. All patients in the Group 1 received lactulose 2 days before surgery and rectal enema on the day of surgery. Patients were assessed at 8 hours interval in the hospital. Real-time multimedia streaming applications require a strict bounded end-to-end delay and are considered to be bursty as each video frame is typically transmitted as a burst of packets. In this paper we show how the distribution of video frame sizes can be used to efficiently dimension the IEEE 802.11e TXOP limit parameter to efficiently deal with this burstiness in order to enhance the transmission of real-time video streaming services. Through experimental investigation, we show that by using the mean video frame size to dimension the TXOP limit parameter, the transmission delay for the video frame is reduced by 67% under …

Most Algebra courses in Washington are supplemented with Washington Assessment of Student Learning (WASL) material. However, in the last two years, little more than half of Washington sophomores passed the math portion of the WASL; for about half of tenth graders the extra worksheets did little to no good. Students need relevant WASL material that correlates with the current math they are studying. In this manner, even though questions may be phrased differently, the material is familiar and so answering questions are more possible. Marking the fifteenth anniversary of Lucas v. South Carolina Coastal Council—the modern U.S. Supreme Court's seminal regulatory takings decision—this Article surveys Lucas's impact upon regulations that restrict wetland filling, sprawling development, and the emission of greenhouse gases. The Lucas Court set forth a new categorical rule of governmental liability for regulations that prohibit all economically beneficial use of land, but also established a new defense that draws upon the states' common law of nuisance and property. Unexpectedly, that defense has taken on a life of its own—forming what this Article calls the new nuisance doctrine. As this Article …

An Administrative "Death Sentence" For Asylum Seekers: Deprivation Of Due Process Under 8 U.S.C. § 1158(D)(6)'S Frivolousness Standard, E. Lea Johnston

In 1996, Congress amended the Immigration and Nationality Act by providing a new sanction for asylum seekers: if an immigration judge makes a finding that a noncitizen has knowingly filed a fraudulent asylum application, then that person is permanently ineligible for immigration benefits. For eleven years, immigration judges, the Board of Immigration Appeals, and federal courts have imposed and reviewed this sanction without specifying a burden of proof. When it did act to fill the statutory gap in April 2007, the Board held that the government must prove the elements of the statute by a preponderance of the evidence. This …

Associations Among Physical Activity, Health Indicators, And Employment In 12th Grade Girls, Marsha Dowda, Karin A. Pfeiffer, Rod K. Dishman, Russell R. Pate

Objectives: This study compared physical activity, sedentary behaviors, and other health indicators between 1381 employed and nonemployed 12th grade girls.

Methods: The girls were from 22 high schools in South Carolina (2002-2003); 56% of the girls were African American, and the mean age was 17.7 (0.6) years. Physical activity and sedentary behaviors were measured using the 3-Day Physical Activity Recall (3DPAR). Fitness, depressive symptoms, and smoking behavior were assessed.

Results: Fifty percent of the girls were employed, and on average, employed girls worked 9.6 30-minute blocks per day. Girls who worked reported significantly (p≤0.001) higher average total metabolic …

Public Law and Legal Theory Working Papers

The Administrative Procedure Act instructs federal courts to invalidate agency decisions that are “arbitrary” or “capricious.” In its 1983 decision in the State Farm case, the Supreme Court firmly endorsed the idea that arbitrariness review requires courts to take a “hard look” at agency decisions. The hard look doctrine has been defended as a second-best substitute for insistence on the original constitutional safeguards; close judicial scrutiny is said to discipline agency decisions and to constrain the illegitimate exercise of discretion. In the last two decades, however, hard look review has been challenged on the plausible but admittedly speculative ground that …
