Arguably, no other field of law in Virginia matches the complexity, magnitude, and universality of health care. It therefore comes as little surprise that Virginia's legislative and judicial branches of government devoted substantial attention to health care law issues in 2006 and 2007. Between April 2006 and April 2007 the time period covered by this article the Supreme Court of Virginia decided a large number of cases directly affecting health care law in the Commonwealth. Objective: To investigate the involvement of hypoadiponectinemia and inflammation in coupling obesity to insulin resistance in melanocortin-3 receptor and melanocortin-4 receptor knockout (KO) mice (Mc3/4rKO). Research Methods and Procedures: Sera and tissue were collected from 6-month-old Mc3rKO, Mc4rKO, and wild-type C57BL6J litter mates maintained on low-fat diet or exposed to high-fat diet (HFD) for 1 or 3 months. Inflammation was assessed by both real-time polymerase chain reaction analysis of macrophage-specific gene expression and immunohistochemistry. Results: Mc4rKO exhibited hypoadiponectinemia, exacerbated by HFD and obesity, previously reported in murine models of obesity. Mc4r deficiency was also associated with high levels of macrophage …

Racial profiling, or the practice of using race, ethnicity, or other racially based characteristics to decide when to stop, cite, or search drivers, has been studied and analyzed by researchers for decades. Attempts have been made to gain an understanding of why officers commit acts of racial profiling and to identify different evaluation methods that allow for accurate analysis of racial profiling data. This study attempts to create a new method of evaluation by utilizing the Census Transportation Planning Package (CTPP) as a benchmark for racial profiling data. Affective decision-making (ADM) is a refutable and predictive theory of individual choice under risk and uncertainty. It generalizes expected utility theory by positing the existence of two cognitive processes — the “rational” and the “emotional” process. Observed choice is the result of their simultaneous interaction. We present a model of affective choice in insurance markets, where risk perceptions are endogenous.

Affective Decision Making: A Behavioral Theory Of Choice, Anat Bracha, Donald J. Brown

Cowles Foundation Discussion Papers

Affective decision-making is a strategic model of choice under risk and uncertainty where we posit two cognitive processes — the “rational” and the “emotional” process. Observed choice is the result of equilibirum in this intrapersonal game. As an example, we present applications of affective decision-making in insurance markets, where the risk perceptions of consumers are endogenous. We then derive the axiomatic foundation of affective decision making, and show that, although beliefs are endogenous, not every pattern of behavior is possible under affective decision making.

Purpose: To determine whether a 3-mm isotropic target margin adequately covers the prostate and seminal vesicles (SVs) during administration of an intensity-modulated radiation therapy (IMRT) treatment fraction, assuming that daily image-guided setup is performed just before each fraction. Materials and methods: In-room computed tomographic (CT) scans were acquired immediately before and after a daily treatment fraction in 46 patients with prostate cancer. An eight-field IMRT plan was designed using the pre-fraction CT with a 3-mm margin and subsequently recalculated on the post-fraction CT. The network of resonant bar detectors of gravitational waves resumed coordinated observations within the International Gravitational Event Collaboration (IGEC-2). Four detectors are taking part in this Collaboration: ALLEGRO, AURIGA, EXPLORER and NAUTILUS. We present here the results of the search for gravitational wave bursts over 6 months during 2005, when IGEC-2 was the only gravitational wave observatory in operation. The implemented network data analysis is based on a time coincidence search among AURIGA, EXPLORER and NAUTILUS; ALLEGRO data was reserved for follow-up studies. We present new, very late time optical photometry and spectroscopy of the interesting Type II-P supernova SN 2002hh, in NGC 6946. Gemini/GMOS-N has been used to acquire visible spectra at six epochs between 2004 August and 2006 July, following the evolution of the SN from age 661 to 1358 days. Few optical spectra of Type II supernovae with ages greater than 1 yr exist. In addition, g′, r′, and i′ images were acquired at all six epochs. We report the first demonstration of rapid electrophoretic monitoring of homocysteine thiolactone-induced protein oligomerization (HTPO), a unique type of post-translational protein modification that may have clinical significance as an indicator of cardiovascular and neurovascular diseases. HTPO of the model protein bovine cytochrome c was initiated in vitro. The relative monomer and aggregate levels of the resultant protein mixtures were determined following separation using capillaries coated with the cationic polymer, poly(diallyldimethylammonium chloride). UV detection provided adequate sensitivity for the monitoring of higher order species, which exist at relatively low concentrations in the protein reaction mixture as compared to the monomelic species. …

Calcium-Dependent Fast Depolarizing Afterpotentials In Vasopressin Neurons In The Rat Supraoptic Nucleus, Ryoichi Teruyama, William E. Armstrong

Oxytocin (OT) and vasopressin (VP) synthesizing magnocellular cells (MNCs) in the supraoptic nucleus (SON) display distinct firing patterns during the physiological demands for these hormones. Depolarizing afterpotentials (DAPs) in these neurons are involved in controlling phasic bursting in VP neurons. Our whole cell recordings demonstrated a Cs+-resistant fast DAP (fDAP; decay tau = ∼200 ms), which has not been previously reported, in addition to the well-known Cs+-sensitive slower DAP (sDAP; decay tau = ∼2 s). Immunoidentification of recorded neurons revealed that all VP neurons, but only 20% of OT neurons, expressed the fDAP. The activation of the fDAP required influx …

Sounds provide important signals for inter- and intraspecific communication in fishes, but few studies examine fish acoustic behavior in the context of coevolution of sound production and hearing ability within a species. This study characterizes the acoustic behavior in a reproductive population of the Hawaiian sergeant fish, Abudefduf abdominalis, and compares acoustic features to hearing ability, measured by the auditory evoked potential (AEP) technique. Sergeant fish produce sounds at close distances to the intended receiver (≤1-2 body lengths), with different pulse characteristics that are associated primarily with aggression, nest preparation and courtship-female-visit behaviors. Background

Eisenia fetida, commonly known as red wiggler or compost worm, belongs to the Lumbricidae family of the Annelida phylum. Little is known about its genome sequence although it has been extensively used as a test organism in terrestrial ecotoxicology. In order to understand its gene expression response to environmental contaminants, we cloned 4032 cDNAs or expressed sequence tags (ESTs) from two E. fetida libraries enriched with genes responsive to ten ordnance related compounds using suppressive subtractive hybridization-PCR.

We report on follow-up observations of the gamma-ray burst GRB 060927 using the robotic ROTSE-IIIa telescope and a suite of larger aperture ground-based telescopes. An optical afterglow was detected 20 s after the burst, the earliest rest-frame detection of optical emission from any GRB. Spectroscopy performed with the VLT about 13 hr after the trigger shows a continuum break at λ ≈ 8070 Å, produced by neutral hydrogen absorption at z ≈ 5.6. We also detect an absorption line at 8158 Å, which we interpret as Si II λ1260 at z = 5.467. Hence, GRB 060927 is the second most …

In recent years, negative media attention has fostered the impression that Federal Emergency Management Agency (FEMA) parks are social wastelands filled with criminal elements and other undesirables. FEMA parks have subsequently come to be viewed by some as a major threat to the safety and quality of life of the local communities in which they are situated. This analysis addresses attitudes toward FEMA trailer parks in Baton Rouge after Hurricane Katrina among Baton Rouge residents. The antimicrobial susceptibilities of 168 Vibrio parahaemolyticus and 151 Vibrio vulnificus isolates recovered from 82 Louisiana Gulf and retail oysters in 2005 and 2006 were determined. Overall, the two vibrios remained susceptible to the majority of antimicrobials tested; reduced susceptibility was detected only in V. parahaemolyticus for ampicillin (81%; MIC ≥ 16 μg/ml). Additionally, V. parahaemolyticus displayed significantly higher MICs for cefotaxime, ciprofloxacin, and tetracycline than V. vulnificus. Copyright © 2007, American Society for Microbiology. Influence of fat-replacers on process and age (up to 6 months at 5°C) induced water soluble nitrogen generation in lowfat (5%, w/w) Cheddar cheese was investigated. Treatments with cellulose plus guar gum based Novagel NC200 (NOV), starch based Stellar (STEL), and protein based Dairy Lo (DL) and Simplesse (SIMP) were compared with lowfat (LFC) and fullfat (32%) controls. Nitrogen contents in aqueous extract were determined by Kjeldahl method. Process induced proteolysis followed the order DL > NOV > SIMP > STEL > LFO FFC. The results are reported of mass-spectrometric studies of the nucleobases adenine 1h (1, R = H), guanine 2h, and cytosine 3h. The protonated nucleobases are generated by electrospray ionization of adenosine 1r (1, R = ribose), guanosine 2r, and deoxycytidine 3d (3, R = deoxyribose) and their fragmentations were studied with tandem mass spectrometry. Electromagnetic Radiation From Temporal Variations In Space-Time And Progenitors Of Gamma Ray Burst And Millisecond Pulsars, Preston Jones

A time varying space–time metric is shown to be a source of electromagnetic radiation even in the absence of charge sources. The post-Newtonian approximation is used as a realistic model of the connection between the space–time metric and a time-varying gravitational potential. Rapid temporal variations in the metric from the coalescence of relativistic stars are shown to be likely progenitors of gamma ray burst and millisecond pulsars.
