A process was developed for production of a candidate vaccine antigen, recombinant C-terminal heavy chain fragment of the botulinum neurotoxin serotype E, rBoNTE(H_c)in Pichia pastoris. P. pastoris strain GS115 was transformed with the rBoNTE(H_c) gene inserted into pHILD4 Escherichia coli—P. pastoris shuttle plasmid. The clone was characterized for genetic stability, copy number, and BoNTE(H_c) sequence. Expression of rBoNTE(H_c) from the Mut⁺ HIS4 clone was confirmed in the shake-flask, prior to developing a fed-batch fermentation process at 5 and 19 L scale. If People Would Be Outraged By Their Rulings, Should Judges Care, Cass R. Sunstein

At first glance, judicial anticipation of public outrage and its effects seems incompatible with judicial independence. Nonetheless, judges might be affected by the prospect of outrage for both consequentialist and epistemic reasons. If a judicial ruling would undermine the cause that it is meant to promote or impose serious social harms, judges might have reason to hesitate on consequentialist grounds. The prospect ofpublic outrage might also suggest that the court's ruling would be incorrect on the merits; if most people disagree with the court's decision, perhaps the court is wrong. Studies of diversionary conflict typically claim that lower rates of economic growth and domestic unrest increase the risk of militarized interstate conflict. However, extant research shows that these factors are also related to regime changes. Lower rates of economic growth and domestic conflict should increase the risk that governments are overthrown. This paper investigates the comparative risk of economic growth and domestic turmoil on militarized interstate conflict and regime changes on a sample of over a hundred countries from 1920-1992. I find that higher rates of economic growth are related to violent militarized interstate conflicts and reduce the risk of …

Medicine has been a very fruitful source of significant issues for philosophy over the last 30 years. The vast majority of the issues discussed have been normative—they have been problems in morality and political philosophy that now make up the field called bioethics. However, biomedical science presents many other philosophical questions that have gotten relatively little attention, particularly topics in metaphysics, epistemology and philosophy of science. This volume focuses on problems in these areas as they surface in biomedical science.

Important changes in philosophy make biomedical science an especially interesting area of inquiry. Contemporary philosophy is largely naturalistic in approach—it …

Most people do not hold those who intentionally flout property laws in particularly high regard. The overridingly negative view of the property lawbreaker as a "wrongdoer" comports with the status of property rights within our characteristically individualist, capitalist, political culture. This reflexively dim view of property lawbreakers is also shared, to a large degree, by property theorists, many of whom regard property rights as a relatively fixed constellation of entitlements that collectively produce stability and efficiency through an orderly system of ownership. This essay unfolds in three sections. First, I develop a theory of
rhetorical counterinsurgency and explain its refinement within the
FBI as a method of threat control and management. Second, I situate rhetorical counterinsurgency within a series of migrating cultural
contexts, including the Cold War, the Vietnam War, and cultural
stereotypes of American Indians. These contexts constrained the
available interpretations of Indian, as well as non-Indian radicalism and
justified the application of techniques of counterinsurgency. Finally,
I offer a rhetorical analysis of both the FBI’s use of communicative
tactics as a method of counterinsurgency as well as the content of …

The deployment and operation of United Nations peacekeeping missions has been rightly considered one of the most successful initiatives in the history of the organization. In 1988, UN peacekeeping forces were awarded the Nobel Peace Prize for their contribution to reducing tensions and ending hostilities.

Although the "blue helmets" were not originally envisaged in the Charter of the United Nations, they have brought peace and stability to numerous cases of domestic and international armed conflict.

It took over forty-one years, but on November 2, 2004, President John F. Kennedy's vision of mental health care became a reality in California when 53.8% of the voters of California ratified Proposition 63. Proposition 63 (the Proposition) was criticized, however, the proponents of sought to bring relief to California's mental health system after decades of broken promises. The controversy surrounding Proposition 63 is not whether treatment for the mentally ill is a priority of the State but whether the novel funding structure is abusive.

This Comment explores whether cybercrime constitutes a violation of the law of nations under the ATS. It argues that certain acts of cybercrime may be actionable, but cybercrime as a whole has not yet reached the level of a customary international norm. Part I presents Sosa's approach for recognizing a customary international norm as a private right of action under the ATS. Part II discusses the rising significance of cybercrime and international efforts to thwart it. Customary International Humanitarian Law And Multinational Military Operations In Malaysia, Drew R. Atkins

The International Committee of the Red Cross published a study in 2005 identifying rules of customary international law applicable to armed conflict and theoretically binding on all nations. This study found that customary state practice has come to encompass and in some cases exceed protections contained in the Additional Protocols of 1977 to the Geneva Conventions of 1949, regardless of their applicability to a given conflict. These findings may impact the domestic law enforcement practices of states not parties to Additional Protocol II, which regulates non-international armed conflict. This Article discusses the Bosnia v. Serbia case and the Darfur Inquiry and asks whether, in coming to their respective decisions on Serbia and Sudan's responsibilities, the ICJ and the ICID did all that was required of them, especially under the law of State responsibility. This Article first considers whether, despite striking similarities in the circumstances of Darfur and Srebrenica, the ICID's decision that genocide did not occur in Darfur is credible, defensible and could withstand legal analysis under international law. The analysis here juxtaposes the ICID's findings with the ICJ's decision on the Srebrenica genocide.
