Change is inevitable in Cuba. Both Fidel Castro and his brother Raul are aging. Their passing will trigger either a succession or a transition. Eventually Cuba will change. With that change, the security requirements of Cuba will change as well. This monograph provides an analysis of security requirements that the new Cuba will face and makes proposals on what missions and structure the Cuban security forces might have after a transition. The overall long-range US goal is a stable, democratic Cuba which is integrated into the global market economy. The U.S. Government Commission for Assistance to a Free Cuba says …

Genocide Studies and Prevention: An International Journal
International humanitarian law (IHL) applies to armed conflicts between and within states. It focuses on constraining the parties involved in such conflict to minimize human suffering, both of combatants and civilians, and, in so doing, is complemented by international human-rights law (IHRL). Recent events show the difficulties in implementing and enforcing both IHL and IHRL, and debate has escalated on whether or not such laws provide any basis for intervention, including, most controversially, military intervention. This article reinforces earlier arguments that the 1994 Rwandan genocide demonstrates a failure to uphold both IHL and IHRL in the face of genocide and …

In 2005, Dr. Manwaring wrote a monograph entitled Venezuela’s Hugo Chavez, Bolivarian Socialism, and Asymmetric Warfare. It came at a time when the United States and Venezuela were accelerating a verbal sparing match regarding which country was destabilizing Latin America more. President Chavez shows no sign of standing down; he slowly and deliberately centralizes his power in Venezuela, and carefully and adroitly articulates his Bolivarian dream (the idea of a Latin American Liberation Movement against U.S. economic and political imperialism). The Dual Career Of “Arirang”: The Korean Resistance Anthem That Became A Japanese Pop Hit, E. Taylor Atkins

“Arirang” is known worldwide as the quintessential Korean folk song. Its iconic status in contemporary Korea derives from its perceived role in strengthening Korean resolve to resist the cultural violence of the Japanese colonial occupation (1905–45). A musical “skeleton” capable of countless improvised variations and interpretations, some “Arirangs” explicitly assailed the Japanese and thus were censored by colonial authorities. However, in the 1930s and 1940s, precisely the time when assimilationist pressures in colonial Korea were intensifying, Japanese songsmiths, singers, and recording companies released “Arirang” renditions in prodigious quantities, sometimes in collaboration with Korean performers. “Arirang” became the most familiar song …

Neighborhood models and patterns are used by developers, planners, and urban designers to plan new neighborhoods and guide the revitalization of older ones. Models are typically based on theories about ideal communities and frequently include significant social objectives.
Comparing neighborhood models with studies of neighborhood life, reveals that neighborhood social and behavioral patterns do not always fit the plan or social objectives of the proposed neighborhood models. There is a gap between the objectives and vision of the models and the patterns of life in the neighborhood. Understanding Chinese Business Behaviour: A Historical Perspective, Taieb Hafsi, Li Yan

The behaviour of Chinese business has been studied by a variety of strategic management scholars (see in particular Hafsi and Tian, 2005; Peng, 2006; Peng and Heat, 1996). Most of these studies rely on traditional data gathering, either in the form of interviews or published data banks. Very little attention has been given to history as a determinant of strategic behaviour. In this paper, we propose that the cognitive orientation of Chinese managers is dominated by their knowledge and understanding of Chinese history. We take the Three Kingdoms historic novel as a proxy to history to derive basic behavioral norms …

In May 2002, I opened a law office in one of the most underserved communities in Los Angeles County. Many questioned the sanity of such a career path when evaluating my financial stability and the personal toll that such a career path can exact. Incarcerated: a collection of four plays includes the plays Home Schooling, Good Behavior, 2 Mics, and All Saints' Day. Incarcerated explores Foucault's carceral networking and Althusser's Ideological and Repressive State Apparatuses as exemplified in characters faced with such cataclysmic events as the Holocaust (Home Schooling and All Saints' Day) and the degradation/slavery of the American prison system (Good Behavior and 2 Mics). Navajo Baskets And The American Indian Voice: Searching For The Contemporary Native American In The Trading Post, The Natural History Museum, And The Fine Art Museum, Laura Paulsen Howe

This thesis examines the display of Navajo baskets and examines some of the possible meanings Navajo baskets can reveal. Acknowledging that the meaning of a work of art changes when it is placed in different environments, the thesis explores what meanings are revealed and what meanings are concealed in basket displays in three venues: the trading post, the natural history museum, and the fine art museum. The study concludes that the fine art museum has the most potential to foster a dialogue about the contemporary Navajo, whose identity is a product of continuity and change. The purpose of this project is to develop a statistical method for use in rapid detection of biological agents using portable gas chromatography mass spectrometry (GC/MS) devices. Of particular interest is 2,6-pyridinedicarboxylic acid (dipicolinic acid, or DPA), a molecule that is present at high concentrations in spores of Clostridium and Bacillus, the latter of which includes the threat organism Bacillus anthracis, or anthrax. Dipicolinic acid may be useful as a first-step discriminator of the biological warfare agent B. anthracis. The results of experiments with B. anthracis Sterne strain and Bacillus thuringiensis spores lead to a conceptual model for the chemical …

Nation Building: Bede’S Historia Ecclesiastica And The Use Of Old Testament Tradition, Greg Laing

The paper addresses how Bede's history regarding the use of Roman walls is influenced by his work as a biblical exegete. The major contention is that Bede uses the Old Testament religious tradition of Nehemiah and Ezra, regarding the rebuilding of Jerusalem's fortifications, as a template for his comments regarding British and Anglo-Saxon defences in the Historia Ecclesiastica. Through an examination of Bede's exegetical work In Esdram et Nehemiam the military passages of the Historia Ecclesiastica are given even greater religious significance. This understanding of the history links Bede's comments regarding the decline of British military strength more closely …

This Independent Study offers one developmentally-appropriate way in which the elementary school teacher can help alleviate the current global warming crisis by leading students to organize a school-wide recycling program carried out in the spirit of service learning. The reader will learn that this recycling work is two-pronged: the physical labor of recycling and the educational outreach to the school community through marketing, using posters, assemblies, videos, and more. This brief article explores the contribution that Hamdan v Rumsfeld may have made to clarifying what should happen in the large interstices of the rules created by the Youngstown case for determining the validity of claims of Presidential power. It offers its own view of the scope of Presidential powers in extreme emergencies involving the incapacitation of the legislative branch.
