This article explores the relationship among zoning, transportation planning, and climate change. It discusses the relationship between land use densities and transportation choices, reviews the trend toward transit oriented development in higher density communities and transportation efficient development in lower density areas, presents several case studies where land use and transportation planning are beginning to intersect, and ends with a strategic approach for communities to consider.

Local governments are adopting with increasing frequency local laws to facilitate low-impact development, ensure the construction of green buildings, and coordinate land use and transportation planning to lower greenhouse gas emissions. This builds on their progress over the past two decades in adopting an impressive number of local laws to protect natural resources. These include ordinances designed to protect trees, stands of timber, hillsides, viewsheds, ridgelines, stream beds, wetlands, watersheds, aquifers and water bodies, and wildlife habitat. The persistent question this book raises is who should decide whether and how to mitigate the damages caused by natural disasters. Our understandable preoccupation with response, recovery, and rebuilding makes it hard to focus on this question as a central, even relevant, one. But it persists, nonetheless. The high-profile “blame game” played following Hurricane Katrina’s devastation of the Gulf Coast is emblematic. Federal law often fails to mitigate environmental harm. An alternative litigation response when federal avenues prove ineffective is reliance on state common law doctrines, especially public and private nuisance. A rebirth of the common law is occurring. This Article provides examples of the rebirth of environmental common law and suggests how common law claims and remedies in the environmental context can mitigate environmental harm.

Rapeseed (Brassica napus) is a bright yellow flowering member of the family Brassicaceae (mustard or cabbage family). Industrial rapeseed is high in erucic acid or H.E.A.R, with greater than 45 per cent erucic acid, which is mildly toxic to animals especially poultry. Erucic acid at levels beyond 0.605 per cent in diet is known to cause growth depression, reduction in feed intake and efficiency in growing chicks. Natural rapeseed meal also contains glucosinolates (the 'hot' in mustard seeds, when this compound is broken down with water it reacts and provides the heat felt on the tongue, characteristic in all Brassicaceae …

We are leveraging the power of GIS-based transportation network analysis to provide tools for public policy analysts to understand the environmental impact trade-offs of intermodal transportation networks that integrate truck, rail, and inter-coastal waterway modes of transportation. We will describe the environmental policy analysis problem, the intermodal network model, and the creation of environmental network attributes and custom attribute evaluators. Surfactant templating provides for the synthesis of ordered mesoporous silica and the opportunity to tailor the pore size, pore structure, particle morphology and surface functionality of the silica through the selection of synthesis conditions and surfactant template. This work extends the synthesis of nanostructured silica using fluorinated surfactant templates to the synthesis of organic/inorganic composites. The effect of fluorinated surfactant templates (C6F13C2H4NC5H5Cl, C8F17C2H4NC5H5Cl and C10F21C2H4NC5H5Cl), which have highly hydrophobic fluorocarbon tails, on functional group incorporation, accessibility, and silica textural properties is examined and compared to properties of hydrocarbon surfactant (C16H33N(CH3)3Br, CTAB) templated silica. Use Of In-Situ Fish Populations For Biomonitoring Polychlorinated Biphenyl And Metal Pollution In Moderately Impacted Freshwater Streams, David John Price

Water, sediments, floodplain soils, and fish from Big and Little Bayou creeks were assessed for polychlorinated biphenyls (PCBs) and metals in 1987-2005. The streams were impacted by effluents from the Paducah Gaseous Diffusion Plant (PGDP). PCBs were rarely detected in water samples. Aroclor 1248 detections in sediments and floodplains were sporadic, but 1254 and 1260 were consistent. Seasonal variations were only observed for Aroclor 1248. Detection of PCBs in floodplains indicated recent influx of contaminated sediments. Species-specific PCB residues patterns were studied for Lepomis cyanellus, L. megalotis, L. macrochirus, and Campostoma anomalum. Highest PCB concentrations were found in stoneroller minnows. …

Teen women's sexual and reproductive lives are shaped by laws and public policies that expand or constrict their educational and health supports. Most adolescents depend substantially on the public sector to help support their healthy sexual development and to protect them from sexual violence, disease, and pregnancy. Thus, it is critical to examine the ways in which public policies concerning young women's sexualities have been forged within religious and "moralizing" discourses. Laboratory-reared western corn rootworms, Diabrotica virgifera virgifera, from colonies maintained at the North Central Agricultural Research Laboratory (NCARL) in Brookings, SD, are used extensively by many researchers in studies of the biology, ecology, behavior, and genetics of this major insect pest. A nondiapause colony developed through artificial selection in the early 1970s is particularly attractive for many studies because its generation time is much shorter than that of typical diapause colonies. However, the nondiapause colony has been in culture for ≈190 generations without out-crossing. We hypothesized that oscillation of the dietary CP concentrations would improve efficiency of N use and reduce N loss to the environment. Charolais-cross steers (n = 8; 315 ± 21 kg of BW) were used in a replicated 4 × 4 Latin square design. The steers were allowed ad libitum access to the following diets: 1) 9.1% CP (low), 2) 11.8% CP (medium), 3) 13.9% CP (high), or 4) low and high oscillated on a 48-h interval on each diet (oscillating). Dry matter intake did not differ among treatments (P = 0.46), but N intake differed (P < 0.01) from 94 (low) to 131 (medium), 142 (high), and 133 g/d (oscillating), as designed. Dry matter digestibility increased (P < 0.01) from 71.8% (low) to 75.8% (medium), 77.7% (high), and 77.5% (oscillating). Nitrogen digestibility increased (P < 0.01) from 62.2% (low) to 67.2% (medium) to 70.1% (high) and 70.9% (oscillating). Nitrogen retention was greater (P < 0.01) in steers fed oscillating (55.0 g/d) than in the steers fed low (34.8 g/ d) or high (40.2 g/d), but N retention of steers fed medium (49.8 g/d) differed (P = 0.02) only from that of steers fed low. Urinary urea N did not differ between steers fed medium (19.5 g/d) or oscillating (21.3 g/d) but was lowest (P < 0.01) for those fed low (8.2 g/d) and greatest for those fed high (39.2 g/d). Current soil conservation programs are built upon an established research legacy. Hugh H. Bennett, chief of the USDA Soil Conservation Service from 1935 to 1951, was instrumental in the establishment of a network of 35 soil conservation experiment stations (SCES). Research projects were initiated at the SCES in the 1930s to investigate the principal factors causing erosion and to identify the most effective and practical methods of controlling soil loss from agricultural areas. Mycobacterium tuberculosis places an enormous burden on the welfare of humanity. Its ability to grow and its pathogenicity are linked to sulfur metabolism, which is considered a fertile area for the development of antibiotics, particularly because many of the sulfur acquisition steps in the bacterium are not found in the host. Sulfite reduction is one such mycobacterium-specific step and is the central focus of this paper. Sulfite reduction in Mycobacterium smegmatis was investigated using a combination of deletion mutagenesis, metabolite screening, complementation, and enzymology. The purpose of this study was to establish the norms of the craniofacial region of Malay children of both genders at aged group of 7 and 12-year-old. This cross-sectional study involves 200 healthy Malay school children aged seven and twelve year old. Each group of children consisted of 50 males and 50 females. These children were selected from Sekolah Kebangsaan Bandar Baru Bangi, Selangor. Twenty-two (22) linear anthropometric measurements were taken and seventeen (17) proportions indices were derived from these linear measurements. The need for optimal air vessel sizing tools, in protecting large pipe networks from undue transient pressures is well known. Graphical and other heuristic methods reported in literature are limited to sizing the air vessels for simple rising mains. Although attempts have been made to utilize optimization techniques, they have been largely unsuccessful due to their impractical computational requirements. This research work proposes a robust framework for developing surge protection design tools and demonstrates the usefulness of the framework through an example air vessel sizing tool.
