Estimating The Probability Of Failure And Associated Risk Of The California Bay Delta Levee System, Robb E.S. Moss, J. Michael Eller
Civil and Environmental Engineering
Recent events in New Orleans have shown the magnitude of life loss and property damage that can occur due to the failure of man-made levees. The California Bay Delta and Sacramento levee systems in California pose a similar or greater level of risk to life and property. In order to effectively mitigate the hazard associated with levee failure a systematic evaluation of risk must be carried out. This paper presents preliminary research into the risk associated with the California Bay Delta. A comprehensive list of failure modes for man-made levees is presented. Guerrilla Puzzling: A Model For Research, Marc Zimmer

There are two main settings for puzzle solving in higher education: graduate programs, with professors and both graduate and postdoctoral students; and predominantly undergraduate institutions, with professors and students. Research programs at large universities are well-oiled puzzle-solving machines. Graduate students there work long, hard hours in the laboratory, under the supervision of postdocs and professors. Students at predominantly undergraduate institutions, on the other hand, can rarely devote more than 10 hours a week to research during the academic year, what with course work; extracurricular activities, like sports; jobs; and other commitments. Nuclear Power and nuclear weapons plants seem to be an ultrahazardous activity for which strict liability should apply. However, unusual provisions of the Price-Anderson Act serve to shield nuclear power and nuclear weapons plants and associated activities from strict liability unless the federaq agency regulating the activity determins that a special from of strict liability can be applied.

I want to speak today about social capital—the bonds of trust that we form between neighbors, colleagues, acquaintances, new and old—and how essential it is to the health and prosperity of any community. More specifically, I want to talk about our communal responsibility not only to build social capital with those easily within our familiar frame of social reference, but also to bridge to others, less obviously or directly a part of our “social family.” And, I want to take note of how hard this is to do, and analyze some of the commonplace obstacles, with the hope that reflection …
