As Hurricane Katrina demonstrated, federalism can impede the government's ability to plan for and respond to emergencies. Many emergencies transcend federalist divisions of power and responsibility, rendering unclear which level of government should respond. In addition, while emergencies may require a coordinated response by heal, state, and national government, getting different levels of government to work together in times of crises is difficult. Further, even when states and localities call for outside assistance, they tend to resist undue federal interference in their affairs;a national government that lacks experience working with local actors on the ground can find it difficult to …

Three Bayesian approaches are considered for the selection of binomial proportion parameters when data is subject to misclassification. The cases where the misclassification is non-differential and differential were considered, thus extending previous work which considered only non-differential misclassification. In this article, various selection criteria are applied to a simulated data set and a real data set.

Interference On Overlapping Coefficients In Two Exponential Populations, Mohammad Fraiwan Al-Saleh, Hani M. Samawi

Three measures of overlap, namely Matusita’s measureρ , Morisita’s measure λ and Weitzman’s measure Δ are investigated in this article for two exponential populations with different means. It is well that the estimators of those measures of overlap are biased. The bias is of these estimators depends on the unknown overlap parameters. There are no closed-form, exact formulas, for those estimators variances or their exact sampling distributions. Monte Carlo evaluations are used to study the bias and precision of the proposed overlap measures. Bootstrap method and Taylor series approximation are used to construct confidence intervals for the overlap measures

The covariate dependence in a higher order Markov models is examined. First order Markov models with covariate dependence are discussed and are generalized for higher order. A simple alternative is also proposed. The estimation procedure is discussed for higher order with a number of covariates. The proposed model takes into account the past transitions. Transitions are fitted and are tested in order to examine their influence on the most recent transitions. Applications are illustrated using maternal morbidity during pregnancy. A new generalization of negative Polya-Eggenberger distribution (GNPED) has been obtained by mixing the negative binomial distribution with generalized beta distribution-Π defined by Nadarajah and Kotz (2003). Some special cases and properties of GNPED have been studied. Further, the proposed model has been fitted to two data sets (used by Gupta & Ong, 2004) that provide a satisfactory fit and better alternative as compared to negative binomial and some of its mixture models and extensions. Background. Culture-negative (CN) prosthetic joint infection (PJI) has not been well studied. We performed a retrospective cohort study to define the demographic characteristics and determine the outcome of patients with CN PJI. Methods. All cases of CN total hip arthroplasty and total knee arthroplasty infections (using a strict case definition) treated at our institution from January 1990 through December 1999 were analyzed. Kaplan-Meier survival methods were used to determine the cumulative probability of success. Results. Of 897 episodes of PJI during the study period, 60 (7%) occurred in patients for whom this was the initial episode of CN PJI. The …

A preliminary sensory evaluation study was conducted to confirm the presence of a taint issue. Prior to this the issue was reliant on purchaser feedback and was not verified independently. To examine the issue of flavour taint a series of barramundi samples were collected from Lake Argyle (purged and unpurged), wild (estuarine) and marine farmed barramundi were assessed. No significant differences in flavour attributes and/or acceptability attributes were detected between the wild and farmed barramundi, provided the barramundi was either marine-farmed or purged. This paper offers a synopsis of the current scholarship mapping the social and economic exclusion of women of African descent in Brazil. It highlights the work of and role played by Afro-Brazilian women scholars and activists in redressing the paucity, until recently, of basic data and research on the life conditions of women of African descent. Finally, it provides some initial thoughts on the national and transnational dynamics of knowledge production underlying this state of affairs.

The causal feedback implied by urban neighborhood conditions that shape human health experiences, that in turn shape neighborhood conditions through a complex causal web, raises a challenge for traditional epidemiological causal analyses. This article introduces the loop analysis method, and builds off of a core loop model linking neighborhood property vacancy rate, resident depressive symptoms, rate of neighborhood death, and rate of neighborhood exit in a feedback network. I justify and apply loop analysis to the specific example of depressive symptoms and abandoned urban residential property to show how inquiries into the behavior of causal systems can answer different kinds …

A mere five years ago, the Food and Drug Administration (the "FDA") began, for the first time in its 100-year history, to take the position that its prescription drug labeling regulations defeated the ability of injured plaintiffs to pursue common law tort claims based on the adequacy of the labeling. This position, radical to many and rational to others, places federal preemption of prescription drug labeling actions directly in the center of the debate over the proper roles of federal regulation and state tort laws in promoting product safety. Mosquitoes are a significant pest and human health issue in the Kingdom of Tonga. The occurrence of species and habitats used by mosquito larvae were investigated to determine the potential for control through larval habitat management. Forty-two sites, including 22 villages and 20 farm plantations on the six islands of Tongatapu, Pangaimotu, Vava’u, Pangaimotu (Vava’u group), ‘Utungake and Nuku, were surveyed in April 2006. A total of eight mosquito species were collected: Aedes aegypti (Linnaeus), Ae. horrescens (Edwards), Ae. nocturnus (Theobold), Ae. tongae (Edwards), Culex albinervis (Edwards), Cx. annulirostris (Skuse), Cx. quinquefasciatus (Say) and Cx. sitiens (Wiedemann). At the 2006 National Meeting of the American Association of Laboratory Animal Science, a panel discussed the question of what constitutes optimal or acceptable housing density for mice. Though there is a consensus that present guidelines are somewhat arbitrarily defined, scientific research has not yet been able to provide clear recommendations for amending them. Speakers explored the many factors that influence decisions on mouse housing, including regulatory requirements, scientific data and their interpretation, financial considerations and ethical concerns. In an effort to decrease greenhouse gas emissions, expand domestic energy production, and maintain economic growth, public and private investments are being used to pursue dedicated feedstock crops for biofuel production. Unlike food crops grown for grain-based ethanol (e.g., corn), which require high inputs of fertilizers and pesticides and typically are grown on prime agricultural land, proposed lignocellulose-based energy crops (e.g., switchgrass) typically have a neutral or negative carbon budget, require relatively few economic or environmental inputs, and can be cultivated on marginal, lower-productivity land. The authors analyzed how using 2 types of fins altered the velocity ( v ) and fatigue indexes (FI) of lifeguards during mannequin carries. Ten participants performed 3 trials of 25-m mannequin carries at maximal v while barefoot and while wearing flexible and fiber-type fins. A swim-sensor speedometer was used for measuring v. Mean v during 2-s periods was computed in the beginning, middle, and at the end of the event. Developmental Cognitive Neuroscience Laboratory: Faculty Publications

Although many tasks have been developed recently to study executive control in the preschool years, the constructs that underlie performance on these tasks are poorly understood. In particular, it is unclear whether executive control is comprised of multiple, separable cognitive abilities (e.g., inhibition and working memory) or whether it is unitary in nature. A sample of 243 normally developing children between 2.25 and 6 years of age completed a battery of age appropriate executive control tasks. Confirmatory factor analysis (CFA) was used to compare multiple models of executive control empirically. A single-factor, general model was sufficient to account for the …
