Vita Sites: Linking Tax Returns And Asset Building Strategies In Indian Country, Kristen Wagner, Karen Edwards, Amy Locklear Hertel, Miriam Jorgensen, Dana Klar

Center for Social Development Research

On an individual and family basis, the Earned Income Tax Credit (EITC) has important poverty alleviation characteristics. Few populations or places in the United States are as needful of the dollars provided by EITC receipt as Indian Country. The receipt of EITC will not alleviate poverty in Indian Country alone, but can be a viable start by providing thousands of dollars to families in Native communities. During the two years this project has been underway, more than 9,000 tax returns have been filed at 14 Voluntary Income Tax Assistance (VITA) sites serving Indian Country. The study examined the number of …

Center for Social Development Research

Asset-building concepts are being explored by the Chinese government as a possible avenue for socioeconomic reforms that are responsive to President Jintao HU’s calls for scientific development and for a focus on the countryside. We present documentation of an asset-building pilot project in Hutubi County, located in the rural Xinjiang Uygur Autonomous Region of China. In-depth interviews were conducted with randomly selected program participants to gain a sense of how the program affects individuals and development. The experiences of six families from the region involved in asset building are related in this report. From these experiences, asset ownership is seen …

Maternal Characteristics And Child Problem Behaviors: A Comparison Of Foster And Biological Mothers, Rose Lucey, Robert A. Fox, Judith B. Byrnes

College of Education Faculty Research and Publications

The purpose of this exploratory study was to compare the parenting behavior, stress and support of foster mothers and biological mothers of young children. A sample of 60 mothers of young children (30 foster mothers, 30 biological mothers) completed measures of parenting behavior, parenting stress, child problem behaviors, and perceived social support. Findings indicated that biological mothers were single and younger than foster mothers. In addition, biological mothers utilized more verbal and corporal discipline than foster mothers, experienced greater parental distress and received less social support for their parenting. Implications of these findings are discussed.

A Reader’S Companion To Against Prediction: A Reply To Ariela Gross, Yoram Margalioth, And Yoav Sapir, Bernard E. Harcourt

Coase-Sandor Institute for Law & Economics Research Paper Series

From parole prediction instruments and violent sexual predator scores to racial profiling on the highways, instruments to predict future dangerousness, drug-courier profiles, and IRS computer algorithms to detect tax evaders, the rise of actuarial methods in the field of crime and punishment presents a number of challenging issues at the intersection of economic theory, sociology, history, race studies, criminology, social theory, and law. The three review essays of Against Prediction by Ariela Gross, Yoram Margalioth, and Yoav Sapir, raise these challenges in their very best light. Ranging from the heights of poststructuralist and critical race theory to the intricate details …

Interdisciplinary Education In Emergency Preparedness: Assuring The Safety Of Aging Populations, Linda L. Strong, Dori Taylor Sullivan

Nursing Faculty Publications

Aging is a global phenomenon. It impacts unequally, with this inequality attributable to such factors as gender, culture, education, socioeconomic status and access to primary and preventive care. Access to care and the quality of that care are significantly impacted by governmental support and regulations. Most elderly live in developed countries; however, for a significant number life is not free of stress and struggle to meet basic needs. Elders in developing countries face even more challenges. Natural and man-made disasters increase the vulnerability of these populations through potential disruption of critical services. Currently there is a paucity of health and …

Developing And Assessing Undergraduate Students’ Moral Reasoning Skills, Karen Hornsby Jul 2007

Developing And Assessing Undergraduate Students’ Moral Reasoning Skills, Karen Hornsby

International Journal for the Scholarship of Teaching & Learning

"What does deep ethical understanding look like and how can we measure the progression of this aptitude?" Qualitative and quantitative data collected from students in Contemporary Moral Problems courses over two successive semesters revealed that the development of moral reasoning skills is a slow process. The progression of moral reasoning does not occur in a linear fashion nor is there a point at which a person will have satisfied all of the necessary and sufficient conditions for good moral reasoning. Student artifacts collected present moral reasoning skills as more of an ebb and flow, a type of coherence model with …

Welfare Reform And Asset Accumulation: Asset Limit Changes, Financial Assets, And Vehicle Ownership, Yunju Nam

Center for Social Development Research

Objective. Over the past decade, federal and state governments have substantially liberalized asset limits in welfare. This paper examines whether this policy change promotes asset accumulation among the target population of actual and potential welfare recipients. Methods. Utilizing household data from the Panel Study of Income Dynamics and state data, this study employs a difference-in-difference approach in order to determine whether state asset limits affect the target population’s financial and vehicle asset accumulation. This study develops a new policy measure that considers the time period following the adoption of liberalized asset limits. Results. Analysis results suggest that increased asset limits …

College Expectations Among Young Children: The Potential Role Of Savings, William Elliott Iii, Margaret Sherrard Sherraden, Lissa Johnson, Suzanne Johnson, Signe Peterson Jul 2007

College Expectations Among Young Children: The Potential Role Of Savings, William Elliott Iii, Margaret Sherrard Sherraden, Lissa Johnson, Suzanne Johnson, Signe Peterson

Center for Social Development Research

For many young people, especially minority and low-income children, attending college is a genuinely desired but elusive goal. This paper explores young children’s perceptions and expectations about attending college and potential influences on their formation. Conducted as part of a four-year study of a school-based saving for college program, this paper uses qualitative evidence from interviews with 60 children in second grade, and surveys with their parents. Findings suggest most of the young children in the study have a general understanding of college and have begun the process of choosing higher education. Further, the perception that saving is a way …

Examining Minority And Poor Youth's College Aspirations And Expectations: The Potential Role Of College Savings, William Elliott Iii Jul 2007

Examining Minority And Poor Youth's College Aspirations And Expectations: The Potential Role Of College Savings, William Elliott Iii

Center for Social Development Research

In this study, the following three questions are examined: (1) Is having savings for college associated with higher college expectations? (2) Are college expectations associated with math achievement? and (3) Do college expectations act as a mediator for college aspirations? Findings indicate that youth with college savings are more likely to have higher college expectations and having higher college expectations is associated with math achievement. Further, college expectations act as a mediator for college aspirations. These findings suggest that policies designed to promote youth college savings may have a positive impact on college expectations.

The Achievement Gap From A Capabilities And Asset Perspective, William Elliott Iii, Margaret Sherrard Sherraden Jul 2007

The Achievement Gap From A Capabilities And Asset Perspective, William Elliott Iii, Margaret Sherrard Sherraden

Center for Social Development Research

Current explanations for the achievement gap do not fully explain why high-achieving poor and minority children perceive of college as being out of reach. This paper reviews perspectives on the achievement gap and proposes a model that incorporates a capabilities and assets approach. The uneven playing field created by unequal distribution of assets sustains educational advantage and high expectations for college among children from families with assets, while dampening expectations for college among poor and minority children. As a possible avenue to closing the gap, we suggest that increasing poor and minority children’s capability for financing college may increase educational …

Asset-Based Policy In Rural China: An Innovation In The Retirement Social Insurance Program, Baorong Guo, Jin Huang, Li Zou, Michael Sherraden

Center for Social Development Research

In response to the growing rural-urban inequality, China is undertaking a series of policy initiatives to promote rural development. In addition to redistributive policies aiming at social protection, asset-based policy, which integrates social protection and social investment, is another viable option for progressive rural development. In 1998, the Hutubi local government in the Xinjiang Uygur Autonomous Region of China implemented an innovative retirement program which allows account holders to use accounts as legal collateral to borrow small loans and invest in productive assets such as farming supplies and equipment, education, and small businesses. Using the data gathered by the program …
