Reducing Lung Disease In Cystic Fibrosis: Model Systems And Anti-Inflammatory Treatment, Scotty Mcglothlin Buff Jan 2007

Reducing Lung Disease In Cystic Fibrosis: Model Systems And Anti-Inflammatory Treatment, Scotty Mcglothlin Buff

MUSC Theses and Dissertations

Cystic fibrosis (CF), the most common lethal autosomal recessive disease in Caucasians resulting in a median life span of approximately 35 years, is caused by mutations in the cystic fibrosis transmembrane conductance regulator (CFTR). The primary cause of morbidity and mortality is respiratory failure caused by progressive obstructive lung disease. CF airway disease is characterized by the abundance of pro inflammatory cells, chemokines and cytokines with a deficiency of regulatory/anti-inflammatory cytokine interleukin 10 (lL10). We hypothesized that CF airway obstruction originates from excessive inflammation and gene transfer of IL-I0 would decrease inflammation in the airways of mice infected with Pseudomonas …

Assessing The Homeland Security Advisory System, Ted Greenhalgh Jan 2007

Assessing The Homeland Security Advisory System, Ted Greenhalgh

UNLV Retrospective Theses & Dissertations

Since its inception, the Department of Homeland Security (DHS) was tasked with communicating local and national threat information. Over the last four years, DHS improved its technical ability to communicate, but many people still question its actions. Often it seems that regardless of the message released by DHS, somebody will criticize either the message content or the tuning of the press release. This begs the question of how effective is DHS at delivering messages and if it can be improved. Using a checklist of effective communication strategies, this study evaluated eighteen DHS press releases that identified new threats. The study …

Stunning Trends In Shocking Crimes: A Comprehensive Analysis Of Taser Weapons, Shaun H. Kedir Jan 2007

Stunning Trends In Shocking Crimes: A Comprehensive Analysis Of Taser Weapons, Shaun H. Kedir

Journal of Law and Health

In 2001, Westminster, Colorado police officers were dispatched to the home of a suicidal thirteen year-old girl who had barricaded herself in a bathroom. The young girl was mutilating her wrist with two butcher knives. When police officers forced their way into the bathroom, the emotionally disturbed girl charged at them with the two butcher knives while screaming, "Kill me! Kill me!." One of the officers deployed a Taser M26, a hand held conductive energy weapon, which fires two barbed darts up to a distance of thirty-five feet that then deliver an electric shock of 50,000 volts. The officer's Taser …

Human Rights And The European Court Of Justice: An Appraisal, Elizabeth F. Defeis Jan 2007

Human Rights And The European Court Of Justice: An Appraisal, Elizabeth F. Defeis

Fordham International Law Journal

Through the decisions of the European Court of Justice ("ECJ"), human rights have been placed at the forefront of the agenda of the European Union ("EU"). In analyzing the jurisprudence of the Court, one is struck both by the substantive impact that it has had on the development of human rights throughout the Union and by the procedural route through which this has been accomplished. This brief Essay will attempt to highlight both of these developments and explore some of the challenges that the Court faces as it confronts a vastly different world from that facing Europe in 1957.

Tracking Terrorist Financing Through Swift: When U.S. Subpoenas And Foreign Privacy Law Collide, Patrick M. Connorton Jan 2007

Tracking Terrorist Financing Through Swift: When U.S. Subpoenas And Foreign Privacy Law Collide, Patrick M. Connorton

Fordham Law Review

This Note examines the jurisprudence surrounding production orders that require the ordered party to violate foreign law, using the Terrorist Finance Tracking Program--better known as the SWIFT Program--as a case study. This Note recommends that courts excuse or punish noncompliance with such production orders based solely on the good or bad faith acts of the ordered party. Although this approach will clarify the law in this area, in certain circumstances it may make it more difficult for the United States to obtain information abroad. Consequently, this Note urges the United States to pursue formal and informal information-sharing agreements with its …

A Localist's Case For Decentralizing Immigration Policy, Matthew Parlow Jan 2007

A Localist's Case For Decentralizing Immigration Policy, Matthew Parlow

Faculty Publications

In the past year, local governments have made a foray into the hotly debated arena of immigration law and policy by adopting laws to address illegal immigration in their respective jurisdictions. Courts have struck down many of these laws on the grounds that they are preempted pursuant to a traditional view of federalism. From a localist perspective, however, this is troubling for two reasons. First, traditional federalism fails to recognize local control and autonomy by insisting on treating local governments as mere arms of the state. Instead of the traditional two-tier, federal-state federalism model, localists favor a more modern view …

Response, What’S Good About Trials?, Michael M. O'Hear

Faculty Publications

This response questions whether trial distortion represents a significant problem. Professor O'Hear believes our main focus should be on “mak[ing] plea bargaining processes look more like trial processes.” According to Professor O'Hear, “The trick is to find ways of injecting the values of voice, neutrality, and respect into the plea bargaining process without robbing plea bargaining of its efficiency advantages over the trial process.”

An Economic Framework For Resource Management And Pricing In Wireless Networks With Competitive Service Providers, Shamik Sengupta Jan 2007

An Economic Framework For Resource Management And Pricing In Wireless Networks With Competitive Service Providers, Shamik Sengupta

Electronic Theses and Dissertations

A paradigm shift from static spectrum allocation to dynamic spectrum access (DSA) is becoming a reality due to the recent advances in cognitive radio, wide band spectrum sensing, and network aware real--time spectrum access. It is believed that DSA will allow wireless service providers (WSPs) the opportunity to dynamically access spectrum bands as and when they need it. Moreover, due to the presence of multiple WSPs in a region, it is anticipated that dynamic service pricing would be offered that will allow the end-users to move from long-term service contracts to more flexible short-term service models. In this research, we …
