Equal Access To Public Education: An Examination Of The State Constitutional And Statutory Rights Of Nonpublic Students To Participate In Public School Programs On A Part-Time Basis In North Carolina And Across The Nation, John Plecnik Oct 2007

Equal Access To Public Education: An Examination Of The State Constitutional And Statutory Rights Of Nonpublic Students To Participate In Public School Programs On A Part-Time Basis In North Carolina And Across The Nation, John Plecnik

Law Faculty Articles and Essays

This article argues that private and homeschool students in North Carolina have a state constitutional and statutory right to participate in public school programs on a part-time basis. This right is based on the North Carolina Constitution's explicit acknowledgment of nonpublic education and guarantees of equal protection and equal access to public schools. This right is also based on state statutes that mirror the wording and spirit of the state constitution's guarantees. Since the North Carolina Supreme Court has held that equal access to public schools is a fundamental right under the state constitution, this right can only be restricted …

Automated Refactoring Of Legacy Java Software To Enumerated Types, Raffi Khatchadourian, Jason Sawin, Atanas Rountev Oct 2007

Automated Refactoring Of Legacy Java Software To Enumerated Types, Raffi Khatchadourian, Jason Sawin, Atanas Rountev

Publications and Research

Modern Java languages introduce several new features that offer significant improvements over older Java technology. In this article we consider the new enum construct, which provides language support for enumerated types. Prior to recent Java languages, programmers needed to employ various patterns (e.g., the weak enum pattern) to compensate for the absence of enumerated types in Java. Unfortunately, these compensation patterns lack several highly-desirable properties of the enum construct, most notably, type safety. We present a novel fully-automated approach for transforming legacy Java code to use the new enumeration construct. This semantics-preserving approach increases type safety, produces code that is …

The Impact Of U.S. National And State Level Policy On The Nature And Scope Of K-12 Virtual Schooling, Anna Lukemeyer, Kent J. Crippen, Leanna Archambeault

Public Policy and Leadership Faculty Research

During the past five years, virtual schools in the United States have gained popularity and acceptance as viable alternatives to the traditional school system through provisions for charter schools under Title V, Part B, Subpart 1 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001. This paper describes the existing federal policies that are driving the online virtual school movement, and how one state, Nevada, has set forth and interpreted specific policies regarding online distance education. In addition, this paper identifies the beliefs acting as the driving forces …

Simulate Me: A Study Of Computer-Mediated Communication In A Contemporary Society, Sabrina Wong

Honors College Theses

Like any forms of revolutionary technology, CMC (computer-mediated communication) has its pros and cons. Due to its extension list of advantages, CMC's many downfalls are disregarded. In this essay I will discuss that the rising dependence on CMC causes alienation from FTF (face-to-face) interaction as well as a lack of depth within their personal relationships.

The Asymptotic Density Of Finite-Order Elements In Virtually Nilpotent Groups, Pallavi Dani Oct 2007

The Asymptotic Density Of Finite-Order Elements In Virtually Nilpotent Groups, Pallavi Dani

Faculty Publications

Let Γ be a finitely generated group with a given word metric. The asymptotic density of elements in Γ that have a particular property P is the limit, as r → ∞, of the proportion of elements in the ball of radius r which have the property P. We obtain a formula to compute the asymptotic density of finite-order elements in any virtually nilpotent group. Further, we show that the spectrum of numbers that occur as such asymptotic densities consists of exactly the rational numbers in [0, 1). © 2007 Elsevier Inc. All rights reserved.

Mining Web-Functional Dependencies For Flexible Information Access, Saverio Perugini, Naren Ramakrishnan Oct 2007

Mining Web-Functional Dependencies For Flexible Information Access, Saverio Perugini, Naren Ramakrishnan

Computer Science Faculty Publications

We present an approach to enhancing information access through Web structure mining in contrast to traditional approaches involving usage mining. Specifically, we mine the hardwired hierarchical hyperlink structure of Web sites to identify patterns of term-term co-occurrences we call Web functional dependencies (FDs). Intuitively, a Web FD ‘x y’ declares that all paths through a site involving a hyperlink labeled x also contain a hyperlink labeled y. The complete set of FDs satisfied by a site help characterize (flexible and expressive) interaction paradigms supported by a site, where a paradigm is the set of explorable sequences therein. …

Product Complexity: A Definition And Impacts On Operations, Mark A. Jacobs Oct 2007

Product Complexity: A Definition And Impacts On Operations, Mark A. Jacobs

MIS/OM/DS Faculty Publications

The difficulty for organizations arises because neither complexity nor its impacts on performance are well understood (Fisher & Ittner, 1999b). The mechanisms through which it affects cost, quality, delivery, and flexibility need to be explained (Ramdas, 2003). However, this cannot happen until complexity can be explained theoretically. But, to build theory there must first be a common understanding about the construct of interest (Wacker, 2004). Only then can researchers operationalize it and search for meaningful relationships. In light of this, I develop a definition of complexity below. A sampling of the operations management literature is then presented within the context …

On The Reference Length And Mode Mixity For A Bimaterial Interface, A. Agrawal, Anette M. Karlsson Oct 2007

On The Reference Length And Mode Mixity For A Bimaterial Interface, A. Agrawal, Anette M. Karlsson

Mechanical Engineering Faculty Publications

We investigate properties that govern interfacial fracture within the framework of linear elastic fracture mechanics, including interfacial fracture toughness, mode mixity, and the associated reference length. The reference length describes the arbitrary location where the mode mixity is evaluated, ahead ofthe crack tip, in a bimaterial system. A method for establishing a reference length that is fixed for a given bimaterial system is proposed. This is referred to as the“characteristic reference length,” with the associated “characteristic mode mixity.” The proposed method is illustrated with an experimental investigation, utilizing a four-point bend test of a bimaterial system.

The Socratic Method And The Mathematical Heuristic Of George Pólya, Robert J. Rhee Oct 2007

The Socratic Method And The Mathematical Heuristic Of George Pólya, Robert J. Rhee

UF Law Faculty Publications

A number of commentators have observed the decline of the Socratic method. This is unfortunate as the Socratic method can be an effective teaching tool. But this article recognizes that the Socratic method can be monochromatic. This article argues that the Socratic method should not be conceived simply as a method to teach analytic skills. Rather, once learned, it can be a concrete analytic tool for the students to use without the help of professors. In other words, it is an end to itself rather than a means. To do this, we can adopt George Polya's heuristic for teaching mathematical …

Spitzer Transit And Secondary Eclipse Photometry Of Gj 436b, Drake Deming, Joseph Patrick Harrington, Gregory P. Laughlin, Sara Seager, Sarah B. Navarro, William C. Bowman, Karen Horning Oct 2007

Spitzer Transit And Secondary Eclipse Photometry Of Gj 436b, Drake Deming, Joseph Patrick Harrington, Gregory P. Laughlin, Sara Seager, Sarah B. Navarro, William C. Bowman, Karen Horning

Aerospace, Physics, and Space Science Faculty Publications

We report the results of infrared (8 μm) transit and secondary eclipse photometry of the hot Neptune exoplanet, GJ 436b using Spitzer. The nearly photon-limited precision of these data allows us to measure an improved radius for the planet and to detect the secondary eclipse. The transit (centered at HJD p 2454280.78149 ± 0.00016) shows the flat-bottomed shape typical of infrared transits, and it precisely defines the planet-to-star radius ratio (±), independent of the stellar properties. However, we obtain the planetary radius, as well as the stellar mass and radius, by fitting to the transit curve simultaneously with an empirical …

Easy Ways To Use Universal Design In Business Courses, Bruce R. Gaumnitz, Carol B. Gaumnitz Oct 2007

Easy Ways To Use Universal Design In Business Courses, Bruce R. Gaumnitz, Carol B. Gaumnitz

Mountain Plains Journal of Business and Technology

The universal design for learning is an approach to designing curriculum and instruction to serve the needs of all students, including those with disabilities. The nine principles of universal design for learning are presented along with examples of course design, instructional materials, or teaching methods for business courses. Many of the examples are simple, easy changes for instructors that can make courses more flexible, inclusive, and accessible.

Cue Sticks And Salsa: A Study Of Variances, Neal R. Vanzante Oct 2007

Cue Sticks And Salsa: A Study Of Variances, Neal R. Vanzante

Mountain Plains Journal of Business and Technology

Many accounting students have difficulty with variance analysis. At least part of this difficulty may be caused by the typical presentation of variances in cost/managerial accounting textbooks. Some textbook coverage is disjointed, with brief coverage of flexible budget variances just prior to discussion of manufacturing costs variances. Then, in a much later chapter, sales-variance analysis is covered with little or no reference to the earlier coverage of flexible budget variances. Discussion of input mix and yield variances may be presented in appendices, if covered at all. In addition to disjointed presentations, textbook coverage of variances is often heavily formula driven …

Integrating Institutional And Neoclassical Economics Using Game Theory, Dan Friesner, Dan Axelsen Oct 2007

Integrating Institutional And Neoclassical Economics Using Game Theory, Dan Friesner, Dan Axelsen

Mountain Plains Journal of Business and Technology

We contend that economics is in need of a new paradigm. When taught in the traditional neoclassical construct, economics is not appealing to many students, particularly those taking economics to satisfy general education requirements. This, in turn, may explain why economic literacy in the U.S. is trending downward. Our approach uses game theory to teach economics by juxtaposing neoclassical and institutional economic paradigms so that students not only better understand the neoclassical model, but also are exposed to alternative approaches in economics. To better understand neoclassical models, we incorporate three institutional criticisms of neoclassical economics: (1) the assumption that all …

A Universal Theory Of Pseudocodewords, Nathan Axvig, Emily Price, Eric T. Psota, Deanna Turk, Lance C. Pérez, Judy L. Walker Oct 2007

A Universal Theory Of Pseudocodewords, Nathan Axvig, Emily Price, Eric T. Psota, Deanna Turk, Lance C. Pérez, Judy L. Walker

Department of Mathematics: Faculty Publications

Three types of pseudocodewords for LDPC codes are found in the literature: graph cover pseudocodewords, linear programming pseudocodewords, and computation tree pseudocodewords. In this paper we first review these three notions and known connections between them. We then propose a new decoding rule — universal cover decoding — for LDPC codes. This new decoding rule also has a notion of pseudocodeword attached, and this fourth notion provides a framework in which we can better understand the other three.

Using [1H,15N] heteronuclear single quantum coherance (HSQC) NMR and 15N-labeled carboplatin, 1, we show that Jurkat cells affect the rate of disappearance of the HSQC NMR peak in culture medium for this Pt2+ anticancer drug. The decay or disappearance rate constant for 1 in culture medium containing cells is k1=kc[CO32-]+km+kuN, where kc is the rate constant for reaction of 1 with carbonate in the medium, km is the rate constant for reaction of 1 with all other components of the medium, and ku is the rate constant for reaction of …
